2024 NLC ACCOMPLISHMENT REPORT

I. EXECUTIVE SUMMARY

Literacy and numeracy are foundational skills crucial for all types of
learning and are essential for students in the 21st century to develop critical
thinking, reasoning, and problem-solving abilities. Reading, in particular, boosts
students' skills in independently evaluating and analyzing information. As the
world advances and information evolves swiftly, the significance of reading
becomes increasingly vital. By focusing on literacy and numeracy, we can
empower learners and tackle educational disparities.

The program will require no financial resources, only the dedication and
commitment of teachers, students' enthusiasm for learning, parental support,
and a continuous focus on reading. The Supporting and Transforming Learners
through Engaging and Meaningful Reading (STEM) Program, in support of NLC,
aims to help non-readers and struggling readers with CVC words, sight words,
and short stories. STEM Reading will provide a means for these students to
address gaps in their academic performance.

II. OBJECTIVES

In alignment with the MATATAG Curriculum to tackle challenges in basic


education and in accordance with DepEd Memorandum-OUCT-2024-097
(specific Guidelines for the National Learning Camp and other activities during

the 2024 End-of-School-Year (EOSY) Break), Cabanbanan Elementary School
launched the 2024 National Learning Camp with the following objectives:

Objective 1: To improve academic performance of the learners of


Cabanbanan Elementary School through Supporting and
Transforming Learners through Engaging and Meaningful
Reading (STEM).

Objective 2: Improve the reading skills and reading comprehension of


the learners and develop Genuine Love for Reading (GLR).

Objective 3: To improve learning in the form of intervention programs in


literacy and numeracy.

4. To enhance teachers’ professional practice through


collaborative expertise and job-embedded learning.

II. RESULTS AND REFLECTIONS

This accomplishment report, which highlights outcomes and reflections,


has been prepared in accordance with the project's established goals. It
employs an analytical approach based on data-driven insights.

Objective 1: Improve academic performance of the learners of Cabanbanan


Elementary School through Supporting and Transforming Learners
through Engaging and Meaningful Reading (STEM).

Enhancing reading and numeracy skills at the primary level is essential


for personal growth, future employability, and active participation today.
These foundational skills enable young learners to make informed decisions,
engage effectively with their communities, and experience more fulfilling lives.
Moreover, they contribute to societal benefits like increased productivity and
stronger social bonds. The NLC, through STEM demonstrates how advancing
these basic skills can positively impact primary students working to develop
their literacy and numeracy abilities.

Table 1 shows that the National Learning Camp has been remarkably
successful in enhancing students' literacy and numeracy skills. The
effectiveness of the program is clear from the significant progress made by 61
participating students. Prior to the camp, their average performance score
was below the Full Intervention level, but it improved markedly after their
attendance. This notable increase in their skills underscores the substantial
benefits of the National Learning Camp, emphasizing the value of supporting
educational programs that promote student success.

Objective 2: Improve the reading skills and reading comprehension of the


learners and develop Genuine Love for Reading (GLR).

Improving reading skills and comprehension while cultivating a Genuine


Love for Reading (GLR) requires a multifaceted approach that engages
students both academically and emotionally. To enhance reading skills and
comprehension, targeted strategies such as phonics instruction, vocabulary
development, and guided reading sessions are essential. These methods help
students build a strong foundation in recognizing words, understanding their
meanings, and applying reading strategies to grasp text content more
effectively.

Table 2 shows improving reading skills and comprehension, while


fostering a genuine love for reading, is a continuous journey that demands
dedication, creativity, and a commitment to making reading an enjoyable
and meaningful experience. By integrating the following fun-filled engaging
and enjoyable reading activities across NLC, we can cultivate a lasting passion
for reading that goes beyond the classroom and enriches every facet of
learners' lives.

Objective 3: To improve learning in the form of intervention programs in literacy
and numeracy.

To enhance learning through intervention programs in literacy and


numeracy, it is essential to implement strategies that address individual student
needs and foster an engaging educational environment. Effective intervention
programs are designed to identify and address specific skill gaps, employing
evidence-based methods to ensure that teaching practices are both current
and effective. By integrating diagnostic assessments, educators can tailor
interventions to target areas of difficulty, providing focused support that meets
each student’s unique needs.

Table 3 shows National Learning Camp interventions implemented for


improving literacy and numeracy skills among learners utilizing the aid of STEM.

The significant boost in their academic performance is clearly reflected


in the results of their post-test assessments (refer to Table 1). This program creates
a supportive and structured environment, allowing learners to make substantial
progress in their educational journey and significantly contributing to their long-
term success.

Objective 4: To enhance teachers’ professional practice through collaborative
expertise and job-embedded learning.

Coaching and mentoring programs, where experienced educators


support and guide their peers in implementing new techniques and
approaches, create platforms for teachers to share educational resources,
lesson plans, and instructional materials. This fosters a culture of collaboration
and continuous improvement. Through the National Learning Camp, teachers'
professional practice has been enhanced by leveraging collaborative
expertise through SLAC and job-embedded learning opportunities.

Table 4 displayed the key topics and participation of all teachers from
SLAC (School Learning Action Cell) at Cabanbanan Elementary School in
Balatan, Camarines Sur, during the 2024 National Learning Camp yields several
significant effects. Firstly, it fosters a collaborative learning environment where
educators can share insights, strategies, and best practices, enhancing their
instructional techniques and overall teaching quality. This collective
engagement not only boosts individual teacher efficacy but also promotes a
cohesive educational approach across the school. Secondly, the presence of
all teachers ensures that professional development is uniformly implemented,
leading to consistent improvements in teaching methodologies and student

outcomes. Furthermore, active participation helps in building a strong
professional community, encouraging ongoing dialogue and support among

IV. SUSTAINABILITY PLAN

National Learning Camp will focus on ensuring the long-term


effectiveness and continuity of the program beyond its initial implementation.
To achieve this, it is essential to establish a framework that integrates support,
community involvement, and resource management. First, creating a
structured system for professional development and training ensures that
educators continuously update their skills and adapt to evolving educational
needs. This can include regular workshops, mentorship programs, and access
to new teaching resources.

Building strong partnerships with local communities, schools, and


educational organizations is also critical. These partnerships can provide
additional resources, share best practices, and create a network of support
that extends the impact of the camp. Engaging stakeholders through regular
communication and collaborative planning helps to align goals and secure
ongoing commitment.

Finally, incorporating a system for monitoring and evaluation allows for


continuous assessment of the program’s effectiveness and impact. Regular
feedback from participants and stakeholders helps to identify areas for
improvement and ensure that the program remains responsive to the needs of
learners. By focusing on these key areas, the National Learning Camp can
achieve long-lasting success and continue to positively influence educational
outcomes for years to come.

V. RECOMMENDATIONS

The recommendations presented here are divided into two categories.


The first set is based on the findings related to each objective. The second set
is designed to offer future innovators or advocates valuable insights for
improving the implementation of their initiatives.

Objective 1: Improve academic performance of the learners of Cabanbanan


Elementary School through Supporting and Transforming Learners
through Engaging and Meaningful Reading (STEM).

Continue personalizing learning plans through initial assessments to


identify each student’s reading level, interests, and specific needs.

Develop tailored strategies that make reading more engaging by aligning it


with students' interests and incorporating a diverse range of reading materials,
including STEM-related texts. Integrate STEM concepts with reading instruction
by designing activities that combine reading with hands-on STEM projects, thus
encouraging practical application of knowledge.

Objective 2: Develop among our learners the Genuine Love for Reading (GLR).

Consistently evaluate the impact of these initiatives and modify them to


align with the changing needs and interests of students. By integrating
engaging and enjoyable reading activities throughout the NLC, we can
cultivate a lifelong love for reading, ensuring that this enthusiasm extends
beyond the classroom and becomes a fundamental part of their lives.

Objective 3: To improve learning in the form of intervention programs in literacy


and numeracy.

It is recommended that we continue conducting thorough assessments


to identify specific literacy and numeracy gaps among learners, allowing for
the development of targeted intervention strategies. Introduce individualized
and small-group instruction that focuses on the areas where students struggle,

ensuring that the interventions are personalized and relevant. Integrate
engaging, evidence-based instructional materials and activities that cater to
various learning styles, making learning both effective and enjoyable.

Objective 4: To enhance teachers’ professional practice through collaborative


expertise and job-embedded learning.

It is essential to implement a structured approach that fosters continuous


growth and shared knowledge. Begin by establishing professional learning
communities (PLCs) where teachers can regularly collaborate, share best
practices, and discuss instructional strategies. Facilitate ongoing, job-
embedded professional development that integrates seamlessly into teachers'
daily routines, allowing them to immediately apply new skills and techniques in
their classrooms. Encourage peer observations and feedback sessions,
enabling educators to learn from each other's experiences and refine their
practices. Provide access to resources, tools, and training that support the
latest educational research and methodologies. By creating an environment
that values collaboration, continuous learning, and practical application,
teachers can significantly improve their professional practice and contribute
to a more effective and dynamic educational experience for their students.

RECOMMENDATION/S TO FUTURE PROPONENTS/INNOVATORS

Innovation in literacy and numeracy education is crucial for meeting


the diverse needs of learners and adapting to the changing educational
landscape. By embracing technology, personalized learning, and inventive
teaching methods, future innovators can play a key role in equipping students
with the skills necessary to succeed in the modern world.

Implementing this approach will help cultivate the next generation of


innovators within the NLC, instilling in them a lifelong love of reading that
extends beyond the classroom and enhances all aspects of their lives.

Future educational leaders and innovators should draw inspiration from
the success of the STEM Reading Program. They should consider adopting
