This Compendium was developed to gather information about existing child-centered disaster risk reduction
(CCDRR) knowledge products, training materials and other resources designed for use in the Philippines.

Ownership and credit for the compiled materials remain with the respective organizations that participated in the
mapping and scoping process utilized to create this document.

Overview
When Typhoon Haiyan struck in 2013, disparities in resources that could have prevented grave child rights
violations such as abuse, exploitation and trafficking, among others, in the aftermath of the disaster were
documented. It was subsequently found that, had more attention and resources been directed toward child-
focused disaster risk reduction (DRR) initiatives before Typhoon Haiyan, there could have been a significantly
reduced burden placed on children after the disaster.

In the aftermath of this disaster, UNICEF together with other Civil Service Organizations (CSOs) performed child
consultations and assessments to identify their needs. This became the driving force for subsequent child-
focused DRR initiatives in the country. This includes the UNICEF CCDRR project funded by the Margaret A.
Cargill Foundation (MACF). This 2013–2021 program highlighted success stories and good best practices like
children’s inclusion and participation in local Disaster Risk Reduction and Management (DRRM) councils and
development of local DRRM planning, peer-to-peer awareness raising, etc. This led to increased capacity for
disaster response and recovery together with climate change impact mitigation.

To further institutionalize these efforts on CCDRR at the national level, the Office of Civil Defense (OCD) together
with UNICEF will implement a child-centered DRRM initiative aiming to increase meaningful participation of
children and youth in DRRM and Climate Change Adaptation (CCA) at the national and local levels.

One component of this initiative aims to harmonize existing child-centered DRRM (CCDRRM) learning resources
and map various efforts of stakeholders implementing CCDRRM.

A scoping tool was developed to gather information about CCDRR actors, leading to the creation of this
Compendium of Learning Resources and Materials.

Purpose
This Compendium aims to gather and present existing knowledge products, training materials and other
resources on child-focused DRR in the Philippines. These materials will also be included in the development of
the CCDRRM microsite. It also seeks to increase the accessibility of CCDRRM resources to various stakeholders,
especially children and the youth needing references for conducting their own CCDRR activities. This document
will also be a testament to the many collaborations among the different actors advocating and implement CCDRR
in the country.

Content
This Compendium contains learning resources like brochures and flyers; research reports and case studies;
policy/framework guides; multimedia resources like videos, games and social media page/s; as well as training,
planning and mainstreaming manuals. These were gathered from submissions by Philippine-based organizations
and government agencies of materials they developed and/or published from 2014 onwards that are considered
to be child-centered by the participating organization, the OCD and UNICEF. Only materials that are designed for
the Philippines are included in this Compendium.

The materials and resources included in this Compendium have been categorized according to document type for
easier navigation of the reader.
