The Project was undertaken to meet to following purposes:
(A) To contribute to meet the electricity demand of the country and
increase the reliability of electricity by minimizing load-shedding;
(B) To contribute in the reduction of the ever-increasing gap between the
demand and supply of electricity throughout the country;
(C) To contribute to accelerating the economic development of the country
through adequate and reliable power generation;
(D) To enhance the stability and reliability of the National Grid System and
reduce the system loss by local generation.
(E) To improve power supply facilities by reducing system loss.
(F) To develop Human Resources (HR) by Technology Transfer.
2. How many components are there in the Project and what are their brief
descriptions?
Answer:
The major components of the projects as follows.
(i) Gas Turbine (2x280 MW)
(ii) Steam Turbine (2X140MW)
(iii) Gas Turbine Generator (300 MW)
(iv) Steam Turbine Generator (150 MW)
(v) Heat Recovery Steam Generator
(vi) Water Treatment System
(viii) Power Transformer (16/230 kV, 400MVA, 11/230kV, 200MVA)

Answer:
The project will be implementing ZLD (Zero Liquid Discharge) Technology for the
1st time in Bangladesh, which will ensure the minimization of the environmental
impacts of the project.
Answer:
The project attempted to minimize any environmental risks by taking proper
measures. The plant is located at a corner of Khulna City beside Rupsha River. The
company has taken proper care by isolating the area from the locality. The riverside
is kept at a safe distance to conserve the river. There was no change in the course
of the river. Waste management is taken care of so that there is no deposition in
the river.
The project’s impact is an improvement in energy security and increased electricity
supply. The outcome is the increased availability of efficient and cleaner energy.
8. What type of initiative has been taken by the authority to avoid environmental
risks?
Answer:
The Environmental Management Plan (EMP) includes several plans for
implementing mitigation and enhancement measures, emergency response,
occupational health and safety, and the Environmental Code of Practices.
Generally, the impacts, which are minor or moderate, are to be mitigated by
adopting applicable IFC HES general and also HES thermal guidelines, including
GOB regulations, whichever is stringent for sustainable environmental
management during project implementation. On the other hand, impacts and risks
which are critical or major are mitigated or prevented by adopting mitigation
measures. The contractor implements the mitigation measures, which are
supervised by the EHS (Environment Health and Safety) Officer of the NWPGCL.
The environmental measures are also supervised by the local and international
experts of the Owner’s Engineer. A Semi-annual Environmental Monitoring
Report is prepared and submitted twice every year by the OE. NWPGCL and ADB
then review the report to make sure environmental compliance.
Answer:
The project has taken the initiative to compensate affected people, if any. The
project’s executing agency is the North-West Power Generation Company Limited
(NWPGCL). A Project Management Unit (PMU) within NWPGCL is responsible
for project planning, implementation, procurement, and managing social and
environmental issues.
Five Affected persons’, who had already been redeployed by BICI (and were
disbursed with relocation allowance in terms SPS of ADB on 29.06.2020),
livelihood status analysis in terms of long-term monitoring plan was assessed
during this monitoring period.
The New School Building construction with infrastructures was handed over on
18.07.2021 to the school authorities.
Six affected persons were compensated in terms of the directives of Khulna City
Corporation (KCC) towards the displacement of Six (6) unauthorized structures
near the Project gate for laying of the gas pipeline and their Livelihood status was
assessed and monitored in terms of long-term monitoring Plan of affected persons.
The Land compensation of BDT2,03,36,580 was deposited by NWPGCL on
30.03.2022 for the Transmission Tower erected lands in terms of GOB notification.
District Authorities disbursed land compensation to 15 land owners on 17th August
22 and 1st September 22 (two occasions for 13 Tower locations) 88 affected persons
(Crop) were disbursed with crop compensation of BDT 11,30,427 during the
monitoring period.
During the monitoring period M/s Practical Action reported about conducting of
Six School Outreach programs, Eight Science and IT Laboratory Training
Programs, Five Basic Tailoring programs, Two Dairy Rearing Programs and One
Poultry Rearing Program towards socially inclusive development for better
livelihood of communities including the project affected households of Component
1,2 and 3.
10. What type of initiative has been taken to avoid traffic, noise, and dust pollution
by vehicles during the construction phase of the Project?
Answer:
The area was isolated from the locality to avoid traffic congestion. Bypass roads
were constructed to facilitate traffic movement in the adjacent area. The
environmental site clearance has been obtained. EIA study of the project has been
completed. Environmental clearance under ECA 1995 will be obtained before COD
of the Plant.
11. What social development works are covered under the Project?
Answer:
Following Social Development activities were conducted under the project:
a. Livelihood trainings of basic tailoring, dairy rearing and poultry rearing were given
to vulnerable households and communities around project site. A total of 203
people were trained out of whom 89% were women. Some women participants
started small business after completing the training course.
b. Students of KNM school, Darul Quran Dakhil Madrasha, and Newsprint Madrasha
were given Science Lab and IT Lab Training. A total of 445 students received
training with 47% female students.
c. 18 teachers from KNM High School were trained on how to utilize IT technology to
improve education and information access.
d. Six outreach events were organized to encourage male and female students to
consider a career in the technical sector.
