I. SCOPE:
This specification defines the minimum laboratory test requirements used to
evaluate high performance topcoat paints for metallic substrates. This is a
multiple variation specification for various topcoat colors. Color and gloss
requirements are defined in Article IV.
II. APPLICATION:
A. This material provides standard corrosion protection plus appearance
integrity and is primarily intended for use on product where more durable
(harder) and gloss retentive paints than the standard topcoats are
required.
B. Materials approved under this specification meet or exceed the
requirements of standard topcoat paints and may be used when standard
topcoat paints are specified.
C. Powder paints approved under this specification are primarily intended for
product components. Components must be able to tolerate a cure
temperature of 200±10 C.
D. Powder topcoat paints approved under this specification meet the 500 h
minimum Salt Spray requirement by themselves and may be used without
primer for this level of corrosion protection.
E. Material application, pre-treatment and product appearance requirement
CPS (Corporate Process Specification) 5002.
III. APPROVAL:
A. All new paints must be evaluated to meet all the requirements of this
specification. It is the responsibility of the supplier to qualify new paints
according to procedures outlined in CPS 5004 and assure compliance of
approved products to the requirements of this specification.
B. Supplier’s test data will be accepted for product qualification purposes if
their testing laboratory has ISO 9002 certification.
C. Paints must be formulated to comply with the heavy metal content limits
defined in Article V.A.
D. All paint materials must be approved by the group listed in Article III. H,
prior to any shipment to any plant or component supplier.

V. GENERAL REQUIREMENTS:
A. Heavy Metals
Paints supplied under this specification must comply with all local health
and environmental regulations at the point of application. Maximum
allowable concentrations of the following “heavy metals” measured by
U.S. Environmental Protection Agency’s (EPA) Toxicity Characterization
Leaching Procedure CFR 40 part 261 Appendix 2 Method 1311 (TCLP),
are as follows:
1. Barium…………………………..100 PPM
2. Cadmium……………………….. 1 PPM
3. Chromium………………………. 5 PPM
4. Lead…………………………….. 5 PPM
B. Pigmentation
To prevent metamerism, paints must be formulated with the following
specified pigments only:
1. Pigmentation for Challenger Yellow and Charcoal Gray colors is as
follows:
a. Rutile titanium dioxide
b. Synthetic yellow iron oxide
c. Synthetic red iron oxide
d. Lamp black or furnace black
2. Pigmentation for black color is as follows:
a. Lamp black or furnace black
3. Pigmentation for Safety Red color is as follows:
a. Rutile titanium dioxide
b. Synthetic red iron oxide
c. Organic lead free yellow
d. Organic red
No other pigmentation/colorants shall be used for any reason.
C. Powder paint must be capable of being sprayed electrostatically in a
single application to a cured film thickness of 0.038 to 0.050 mm.
D. Powder paint is commonly used as a one-coat system. It must therefore
provide the same or higher degree of corrosion protection as a high
performance primer.

E. Intercoat Adhesion
1. Paints approved under this specification shall exhibit an
intercoat adhesion of 4 minimum (ASTM D3359) when applied over
any high performance primer paint and cured per supplier’s
recommendation.
2. Powder paints shall exhibit an intercoat adhesion of 4 minimum
(ASTM D3359) when applied over a primer or directly to metal
substrate. Powder paints shall also show an intercoat adhesion of 4
minimum when top coated with other liquid paints.
