Detailed guidelines on Central Sector Scheme for Financing Facility under Agriculture

Infrastructure Fund have been circulated vide Agriculture Division Circular No. 37/2022
dated 27-06-2022 and subsequent circulars issued from time to time.

Now, Ministry of Agriculture and Farmers Welfare (MoA&FW), GoI has issued revised
guidelines on the captioned scheme. Certain amendments have been made in the
existing AIF guidelines and more activities have been added which can be covered under
the AIF Scheme.

Consolidated guidelines on the captioned scheme are enclosed as Annexure.

All field functionaries are advised to ensure meticulous compliance. All Inspecting
Officials are advised to note the guidelines to ensure its compliance. All concerned are
further advised to take possible steps to popularize the scheme and make concerted
efforts to garner fresh business under the scheme.

INFRASTRUCTURE FUND (AIF SCHEME)

1) Objective of To mobilize a medium - long term debt financing facility for

not eligible.

7) Rate of Interest ROI will be applicable in terms of bank’s extant guidelines.
a) Upto a limit of ₹2.00 Cr: MCLR (6 Months) + 1%
(Subject to Max. 9%)
b) More than ₹2.00 Cr: Linked to ERR & IRR (Appendix-II)
8) Interest All loans under this financing facility will have interest

Guarantee Cost borrowers from this financing facility under Credit Guarantee

Fund Trust for Micro and Small Enterprises (CGTMSE)
scheme for loans upto ₹2 Crore. The fee for this coverage
will be paid by the Government. In case of FPOs, the credit

guarantee may be availed from the facility created under


FPO promotion scheme of DA&FW and NABSanrakshan

Trustee Company Pvt. Ltd. However, FPOs are also eligible


for reimbursement of credit guarantee fee under AIF.
10) Administration Farmers Welfare Programme Implementation Society under
Cost of PMU DA&FW will provide PMU support to the scheme at the
central level. With the financial assistance from DA&FW,
each of the States/ UTs will set-up PMUs in their respective
states for creation of awareness, identifying potential
clusters, mobilization of applications, review of all the
stakeholders, and providing all necessary handholding
support under the scheme.
11) Number of a) Interest subvention for a loan upto ₹2 Crore in one
Projects per location is eligible under the scheme. Multiple projects in
entity eligible one location are also eligible with an overall cap of
under the ₹2 Crore. ln case, one eligible entity puts up projects in
scheme different locations then all such projects will be eligible
under the scheme for loan upto ₹2 Crore. However, for
a private sector entity, such as farmer, agri entrepreneur,

start-up, there will be a limit of maximum of 25 such


projects. This limitation of 25 projects will not be
applicable to state agencies, cooperatives, national and
state federations of cooperatives, FPOs, federations of
FPOs, SHGs and federation of SHGs. Location will mean
physical boundary of a village or town having a distinct
LGD (Local Government Directory) code. Each of such
project should be in a location having a separate LGD
(Local Government Directory) Code.

b) For APMCs, multiple projects of different infrastructure


types can be sanctioned in its designated market area.
ln such cases, interest subvention for a loan upto

infrastructure types e.g. cold storage, sorting, grading

and assaying units, silos, etc. within the designated

market area of the APMC.

12) Convergence Any grant or subsidy available under any present or future
scheme of Central/State government can be availed for

projects under this financing facility, e.g. MIDH, PMFME,


SMAM, Gobar-Dhan, PMKSY, AMI, PACS as MSC, RKVY,

PM-KUSUM (A, B and C), PMEGP etc. In cases of capital


subsidy such amount shall be considered as promoter’s
contribution. However, a minimum of 10% of the project cost
shall be mandatory as promoter’s contribution.
13) Loaning Loaning powers to be exercised in terms of Bank’s extant
Powers guidelines. Presently in terms of IRMD Loans & Advances
Circular No. 50/2024, dated 19-04-2024 and subsequent
amendments issued from time to time.
14) Security A. Primary Security:
a) Hypothecation of Assets i.e. P&M, Equipment, Vehicles
etc. created out of Bank finance (present and future).
b) Mortgage of Project Land with existing/future
construction thereon.
B. Collateral Security:

a) Collateral security is to be obtained as per Bank’s extant


guidelines.

b) Sanctioning authority in all the scales are empowered to


sanction the loans, as per their vested loaning power.

CGTMSE coverage wherever applicable shall be as per


guidelines issued vide MSME Division Circular No. 04/2022,
dated 06-01-2022 and other subsequent amendments
issued from time to time.

NOTE:
a) Valuation of IPs is to be done as per Bank’s extant
guidelines.
b) Where mortgage cannot be created immediately, other
collateral security (IP/ Liquid Security) to be taken.

c) In situations where the mortgage by deposit of title deed
is not possible, the property being ancestral property

(without title deed), the sanctioning authority may accept,

at its discretion, the registered mortgage of such

property, if possible and/ or equitable/ registered
mortgage of some other property.

However, in above cases, following should be ensured:


i. The property should be clearly demarcated and

identifiable and should have an independent access.


ii. In case the above conditions are not compliable, all
the co- owners should be made mortgagee.
d) Mortgage of IPs is to be obtained as per extant guidelines
circulated by Bank.
e) Detailed guidelines on mortgage of immovable
property/assets and filing of particulars of transaction
creating security interest (Mortgages) by way of deposit
of Title Deeds with Central Registry (CERSAI) to be
complied with.

for projects under this financing facility. In cases of capital

16) Processing & All guidelines regarding service charges/ documentation
Documentation charges/ inspection charges/ other charges to be complied
Charges with in terms of Bank’s extant guidelines, presently in terms
of IRMD Loans & Advances Circular No.207, dated 31-12-
2021.
17) Repayment The loan is to be repaid within a maximum period of 8- 10
period years inclusive of moratorium period of 6 months to 2 years,
on case to case basis depending upon the total financial
outlay of the project.

18) Credit Risk Rating/ scoring to be done in terms of extant guidelines of

19) Payment of a) With a view to employ a more straightforward and

CGTMSE fee by uniform fee payment process, Ministry of Agriculture and


Banks and its Farmers’ Welfare vide Notification No.1005-6/2021-AIF
Reimbursement dated 03-01-2024 has issued modification in guidelines
on the captioned scheme with respect to payment of
CGTMSE fee by banks and its reimbursement.
b) Accordingly, Banks were advised to pay the CGTMSE
fee by debiting the beneficiaries' accounts directly
instead of debiting suspense account of Circle/Zonal
Office.
c) Claim for reimbursement to be made subsequently,
similar to the method employed for interest subvention.
d) This modification in the claim process would allow for
better tracking and reconciliation of transactions.
e) Concerned Officials to adhere to the uniform process of
debiting Beneficiaries' accounts towards CGTMSE Fee
and claim for reimbursement for those Beneficiaries
along with the Interest subvention.

20) Public Financial a) Interest subvention and credit guarantee support will be

21) Sector Specific 24% of total grants – in – aid under the scheme should be

22) Monitoring a) The National, State and District Level Monitoring
Framework Committees shall ensure real-time monitoring and

b) All assets created under this financing facility shall be geo


tagged. The District Monitoring Committee and respective

lending entity shall ensure that updated information on


such geo tagged assets is available on the online portal.
23) Classification a) Loans for construction of storage facilities (warehouse,
market yards, godowns and silos) including cold storage
units/cold storage chains designed to store agriculture
produce/products, irrespective of their location with an
aggregate sanctioned limit upto ₹100 crore per borrower
from the banking system shall be eligible for
classification under Agriculture: Agriculture
Infrastructure.
b) Other advances will be classified under MSME in terms
of the Reserve Bank of India guidelines.
24) Insurance All the securities charged to the Bank should be kept fully
insured against fire and other risks as per Bank guidelines.
The insurance policies should be in the joint names of the
borrower and the Bank with the agreed Bank clause.
Securities mortgaged or hypothecated to the Bank shall be

insured at borrower’s cost as per extant guidelines of the


Bank.
25) Mode of Term Loan may be disbursed in installments as per the
Disbursement stages of development of project. Disbursement should be
made directly to the supplier.
26) Refinance If required, need based refinance support will be made
available by NABARD to all eligible lending entities including
cooperative banks and RRBs as per its policy.
27) Viability Gap In case VGF requirement is projected by central / state / local
Funding bodies, norms as prescribed by Department of Economic
Requirement Affairs for PPP projects will be adhered to.

29) Project An online platform will be made available by Govt. of India


Management and participating Banks to provide information and loan
and sanctioning facility. Agri. Infra fund will be managed and
handholding monitored through an online MIS platform. It will enable all the
support qualified entities to apply for loan under the fund. The system
will also provide benefits such as transparency of interest
rates offered by multiple banks, scheme details including
interest subvention and credit guarantee offered, minimum
documentation, faster approval process as also integration
with other scheme benefits. At the back end, the platform will
also provide multiple views of dashboards across district;
state and national level PMUs to monitor the total sanctioned
amount and number of borrowers, total interest subvention

benefit availed, loan statement summary, demographic and
geographic mix of borrowers and type of projects.

Each of the States/ UTs will set-up PMUs in their respective

Loan Accounts 1005-17/2022-AIF dated 11-08-2023 had issued clarification
with respect to handling of AlF loan accounts where quantum

of loan exceeds the specified limit of ₹2 Crore under


Agriculture Infrastructure Fund (AIF) Scheme:

a) Two separate loan accounts are to be opened under


Scheme Code (TLAIF or TLIFS- where subsidy is
available) for the purpose of calculation of interest and
appropriation of subvention amount - one for loan amount
₹2 Crore and other for rest of loan amount.
b) When EMI / periodical loan installment is collected, it
should be proportionately distributed between both the
AIF and Non-AIF component on the basis of the quantum
of loan in each component.
c) As and when Interest subvention is received, such an
amount should be credited to the AlF component of the
Loan. Under no circumstances the AlF Interest subvention
should be appropriated to non-AlF component of the
Loan.
d) It is to be ensured that subvention benefits are available
in AIF loan accounts only upto 7 years.
