INTRODUCTION

The research of predicting beneficiaries in TUPAD or The Tulong Panghanapbuhay sa Ating

Disadvantaged/Displaced Workers this program is aims to give displaced, underemployed, and
disadvantaged workers especially those impacted by disasters or economic downturns short-term
emergency employment according to (DOLE). Through the mobilization of local workers for these tasks,
TUPAD improves the physical environment of communities, making them cleaner, safer, and more
livable. It also aims to support workers in earning an income through community-based projects,
enhance their skills for future employment, and support their livelihood recovery.

These studies shown that predicting employee productivity it need more dataset to have
an accurate prediction Based on the previous study studies they used Random Forest and Naive Bayes
classification algorithms. Both systems properly predicted more data sets with 70% accuracy, 70%
precision, and a recall rate above 80% (Luh Putu Saraswati Devia Jayanti, 2022).

1. Background and Purpose of TUPAD The Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced

Workers Program (TUPAD) was established by the Philippine government to address the urgent
employment needs of marginalized populations. According to the Department of Labor and Employment
(DOLE, 2020), TUPAD aims to provide immediate employment opportunities to disadvantaged and
displaced workers, particularly during crises. This initiative is critical in reducing unemployment rates
and supporting local economies.

2. Employment Impact Research by Reyes and De La Cruz (2021) highlights that TUPAD effectively
provides temporary jobs to thousands of beneficiaries, significantly contributing to household income.
Participants often report improved financial stability, which underscores the program's role in economic
relief for vulnerable populations.

3. Skills Development and Empowerment A study by Santiago et al. (2022) emphasizes TUPAD's focus
on skills development. Participants engage in various community projects that enhance their
competencies. The findings suggest that these experiences not only improve employability but also
empower workers by increasing their confidence and self-efficacy.

4. Community Engagement and Development TUPAD’s emphasis on community-driven projects is

documented in the work of Villanueva and Santos (2020). Their research highlights how TUPAD
initiatives contribute to local development by addressing community needs, such as environmental
clean-ups and infrastructure improvements. This involvement fosters a sense of civic responsibility and
community belonging among participants.

5. Predicting Productivity of TUPAD Workers Predicting the productivity of TUPAD workers is an

emerging area of research. Studies indicate that various factors influence productivity outcomes,
including motivation, skill level, and the work environment. According to Garcia (2023), the temporary
nature of TUPAD jobs can impact motivation and overall productivity. However, the study also notes
that when workers perceive their roles as meaningful and see potential for skill development, their
productivity tends to increase. Additionally, a predictive model developed by Mendoza (2021) integrates
factors such as job satisfaction and training received, suggesting that enhancing these elements could
lead to higher productivity levels among TUPAD participants.

6. Challenges and Limitations While TUPAD has significant positive impacts, some challenges remain.
Garcia (2023) points out issues such as limited funding and administrative inefficiencies, which can
hinder program effectiveness. Participants often express concerns about job security and the need for
more sustainable employment opportunities beyond the program.

7. Policy Recommendations Research by Mendoza (2021) offers policy recommendations to enhance

TUPAD’s effectiveness. Suggestions include increasing budget allocations, expanding partnerships with
local businesses for job placements, and integrating training components to better prepare participants
for long-term employment. Furthermore, developing a comprehensive framework for measuring and
predicting worker productivity could help tailor interventions that boost performance and job
satisfaction.

1. Factors Influencing Productivity: The prediction suggests that worker productivity is influenced
by factors such as motivation, skill level, job satisfaction, and the perceived meaningfulness of
their roles.
2. Meaningfulness and Skill Development: It is predicted that when workers view their TUPAD
roles as meaningful and believe they are gaining valuable skills, their productivity levels will
increase. This implies a positive correlation between personal engagement and productivity.
3. Predictive Model: A predictive model is mentioned, which integrates factors like job satisfaction
and the training received by workers. The prediction here is that enhancing these elements
could lead to higher productivity among TUPAD participants.
4. Policy Implications: The recommendation to develop a framework for measuring and predicting
worker productivity indicates a proactive approach. It suggests that by better understanding
these dynamics, interventions can be tailored to boost performance and job satisfaction,
ultimately improving productivity.
