Unit 2: Administrative documents – Some common terms &
Features of formal-legal text style
1. Administrative documents:
• High level texts: Decision, Ordinance, Decree, and Circular…(mostly
related to Laws and regulations appointed to lower authorities for
promulgation nationwide).
• Low level texts: proposals, opinions or suggestions for administrative
procedures and for amendments of some laws and regulations…
Features of formal-legal text
style
• Administrative documents are concerned with
management quality; in other words, the
receivers or the addressees of administrative
management texts are all well-educated with
diverse backgrounds.
Features of formal-legal text style
• Accuracy and clarity: texts must be formed with coherence, neatness and
proper language usage. There should be no figurative language,
polysemantic features or ambiguous lexical/ syntactical units.
• Feasibility: all information must be suitable with reality and performers‟
abilities.
• Universality and popularity: administrative management texts must be
written in easy language. It should not be written in an academic style with
rarely used words or terminology overuse.
• Objectivity and impersonality: the contents shall be presented directly,
impartially as the power voice of the ruling party; therefore, emotive styles,
individual viewpoints or personal tones are unacceptable
Features of formal-legal text style
• Politeness and formality: texts should be expressed formally without any
spoken language, slangs, jargons, etc.
• Conventionalization: the texts shall be presented, arranged according to
conventionalized forms and stipulated style such as the use of legal-
administrative language (pursuant to…, in consideration of…) or
conventionalized grammatical structures (exclamation mark (!), question mark
(?) etc. mark (…) are hardly used; sentences are connected also by repetition
of words/ expressions and structures, substitution and transitional words)

Typical lexical features
1. Beginning part:
The first part states the reason and the purpose of issuing that kind of
texts, generalizes matters of concern with name of the Document,
number, date of issuance and place of issuance. The first part normally
comprise of two sentences.

Circular, the Ending part also states the valid day for implementation.
Common phrases which express “có hiệu lực thi hành” are “take effect,
be in full force and effect, come into force”…
E.g.: 1. Thông tư này có hiệu lực thi hành sau mười lăm ngày kể từ
ngày ra quyết định = This Circular shall be of full force and effect
fifteen days after the date of its publication ...
2. Các quy định tại Thông tư... chưa sửa đổi vẫn duy trì hiệu lực = The
provisions in Circular… which have not been amended shall remain of
full force and effect.
