    OBSERVATIONS: PC-1 ESTABLISHMENT OF E-LIBRARIES FOR STUDENTS AND


    GENERAL PUBLIC
    Scope:
     HEC, Islamabad has already have a set mechanism to provide International Subscriptions
    (both Basic & Premium) in the universities/HEI’s in country keeping in view their
    demand and usage statistics. In this situation, why it is necessary to establish another
    mechanism for the same and how the steering committee will come to know about
    purchase of any other International subscription? Please clear the process.
     There is already an app and web platform powered by PITB available for all to access
    various resources, so why the new app and web platform will be developed?
     How the general public will be restricted not to use the International Subscriptions for
    commercial purpose(s)?
     Please elaborate in detail, the development of local e-book repository process in terms of
    selection, scanning, cataloguing, copyright issues etc.
    Composition of the steering committee:
     There is no representation(s) of practicing library professionals from registered library
    professional organizations.
    TORs of the steering committee
     Provide details about legal framework going to be proposed by steering committee?
    Objectives
     Bibliographic entry, data correction etc are sensitive steps which should only be done by
    library staff and not to assign freelancers. Who will be responsible to check quality of
    tasks assigned and accomplished by freelancers?
    Libraries in Punjab
     Libraries in Punjab are functioning as per their specific rules and regulations. Please
    explain about the specific legislation which has dire need to be passed.?

    Option 1 (International Subscriptions):

     Possibly, the public sector universities will have to pay a fractional amount of
    International subscriptions. At present, public sector universities are facing serious
    financial crisis while the decisions of purchase of International subscriptions by steering
    committee will also be binding to them. In such case, payments of amounts of
    International/local subscription may be a question mark. Same like, payments of
    expenses of central servers and staff may be a burden to libraries.

    Login and Registration Mechanism of mobile/web app (p.17)

     Approval of user by library person may be limited to general public only, other regular
    students be allowed to upload their institutional card to confirm membership.
    CAPITAL COST ESTIMATES (p.23)

     Punjab Govt. is being requested to fund this project for 2 years up to 2026 for purchase of
    necessary hardware and hiring of contractual staff. But after passing this period, how will
    project payments be paid and who be responsible for sustainability of this project?
    PROJECT BENEFIT ANALYSIS INFORMATION:

     For such analysis, experience/opinion of HEC, Islamabad may be incorporated who is


    providing same services in the country
    CONCLUSION:

     It is recommended that PC-I may be reviewed and after revision, be


    shared further with all library heads in Punjab to incorporate their
    insight and suggestions. Through this process, the project be evolved
    into more beneficial shape.
     It is further suggested that a focal person in PITB be appointed to
    satisfy the queries asked by library heads in terms of better
    understanding of technical, financial and operational issues etc.
