4.0 PROCEDURE / METHODS STATEMENT FOR THE PROJECT
4.1 PRE-MOBILIZATION
ACTIVITIES: Project
Documentation:
All project documentation shall be subject to approval by SPDC. These
include HSE documents (HSE plan, JHA, Security plan, Journey
management plan, pre- mob certificates of equipment) Quality
documents (Project quality plan, Inspection and test plan, Scope of
work/ procedure statement, WPQR)
Pre- mobilization inspection of equipment
All mechanical equipment intended to be used on site must be premob prior
to mobilization to site.
LIST OF EQUIPMENT
4.2MOBILIZATION TO SITE:
On completion of all necessary documentation approval by SPDC, securing of
FTO and with all stake holders having been engaged, our mobilization plan for
the projects shall include:
(a) Collection and transporta

inspected at the place of collection to confirm that both the quantity and
quality conform to specification
(b) Transportation of equipment and personnel from ENEL yard in Port
Harcourt to the site. Loading, hauling and unloading of materials shall be
performed with material handling equipment in such a manner as to prevent
accident or damage to asset and materials. Only approved route shall be
followed in accordance with our journey management plan and JHA.
(c) Site Security: During the execution of this project, local community
security men shall be engaged to assist in securing our work site/ Materials.
These arrangements are

to complement the local SPDC security arrangement in place at OGBOTOBO.

Handling of work material on site (offloading and storage)
Adequate material handling technique shall be adopted to ensure no damage to
work material and as such the following shall be ensured:
(i) Only fit for purpose sling belt shall be used when lifting to avoid
damages to line pipes and its coatings. Also end caps must be used
to cover the pipe ends. When stringing line pipes along ROW, line
pipes shall be strung on top of sand bags and in such a way that
there will be no obstruction to other activities going on.
(ii) All valves, gasket, flanges, shrinkable sleeves, electrodes, cutting /
grinding discs, lifting accessories, paint, cement etc must be kept
properly in an enclosed container away from exposition to
moisture.
(iii) Most important provide constant security guard for the material
to avoid sabotage.
4.3 CUTTING, GRINDING AND WELDING: (Hot Work, Tack and Weld
Operation)
All surfaces to be Tack/welded shall be thoroughly cleaned and dried, free from
oxide, scale, oil or other foreign matter. All welding shall be done by qualified
welders in accordance with the welding procedures (welding procedure
specification (WPS), ANSI B 31.3 and ANSI B 31.8). The maximum misalignment
at any one point shall not exceed 1.6mm (1/16"). Prior to incorporation into the
final weld, tacks shall be visually inspected for cracks or other such flaws (i.e.
lack of penetration, porosity, etc). They shall be cleaned and ground to allow
complete incorporation into the final weld. Defective tack-welds shall be repaired
or replaced. Welds that are cut out or repaired because of defects shall have
appropriate non-destructive testing. Tack-welds shall be at least 10mm long, a
maximum length of 50mm is suggested, but is left to the discretion of the fitter.
Circumferential welds shall have a minimum of four tacks when possible. In
case of permanent tack-weld, welders shall tack using shield arc welding (SMAW)
process.

When the joint area has attained the minimum temperature of 70°c, the
sleeve shall be installed as follows:
(a) Remove the protective plastic from the coated Raychem sleeve.
(b) Centre the sleeve over the weld so that it evenly overlaps adjacent pipe
coating at least 50mm either ends.
(c) Wrap the sleeve around the pipe and press the over lapping closure
ends into in position.
(d) Using a yellow flame from a propane torch to heat the closure evenly
until the pattern of the fabric reinforcement is visible.
(e) With a roller, flatten smoothly the enclosed wrinkles by gently
pressing the sleeve outwards from the center of the closure.
(f) The sleeve shall be bonded around the pipe circumferentially
without any entrapped air allowed after the installation.

Overstressed. The pipe will be lowered directly into the trench such that it
conforms to and substantially supported by the ditch bottom.
Back filling of the pipe trench shall be mechanically done immediately after
lowering to prevent the pipe from moving in the trench. An approval for
backfilling shall be obtained from SPDC Site representative. In the backfilling
operation, the excavated material will be returned to the trench in layers and
compacted.
Allowance for subsequent settlement of the backfill will be made by
heaping up (crowing) the back-fill material along the trench line to a height
of between 200 and 300mm above the adjacent ground level.
The Hook- up, piping and all other item shall then be positioned, with
the aid of a Self-Loader, aligned and bolted up starting with the up to
the Globe Valve/ riser end. Spools requiring modification shall be noted
and modified accordingly by cutting and welding.
