Terms and Condition for the proposal are as follow:

• The offering stated in this proposal is considered a budgetary (non-binding


commitment) and will be subject to:
• Due diligence after the team from TMLEnergy conduct a site visit and
assess the on-site conditions
• Internal approval from TMLEnergy management
• Changes in the exchange rate (USD/International currency)

• Due to the size capacity of the project, TMLEnergy prefers to have a form of
payment guarantee issued by the project owner (Bank Guarantee and/or LC)

• The proposal include all required tax and duties with the exception of 11% VAT

• The proposed Term of Payments proposed is attached in the proposal

• The material brands provided in the Material Specification are for


reference/equivalents and are subject to change based on availability

• Components delivery are subject to availability and to be confirmed upon


contract signing

• The proposal already includes 12-month defect liability and performance


warranty period from TMLEnergy

• This proposal assumes:


• SLO (Sertifikat Laik Operasi) cost is included in TMLEnergy offer
• No roof reinforcement needed prior to construction

EXECUTIVE SUMMARY

The Solar Photovoltaic (PV) Rooftop On-Grid System for PT. Duta Karya has been
designed with a total capacity of 755.20 kWp, the system is strategically planned to
optimize solar energy generation potential from rooftop of the building in order to
reduce electricity bills from PLN.

The Engineering, Procurement, and Construction (EPC) services for this project amount
to Rp 2.740.000.000,00, excluding taxes, translating to approximately 0.233 USD/Wp.
This cost covers comprehensive scope of activities including engineering design, equipment
procurement, installation, testing, and commissioning of the solar PV system.

The system's sizing is based on a preliminary layout presented in the proposal, taking
into account factors such as sun exposure, available rooftop space, and operational
feasibility have been considered to maximize energy production while adhering to
industry standards and best practices.

SITE ASSESSMENT

PT Duta Karya (End User) is planning to construct a Rooftop Solar PV system for their
locatin in Cikupa. TMLEnergy (the Contractor / the EPC) is presenting a marketing
proposal for the project with given site information.

The site information considered for the Proposal have the following details and solar
resource (Site position(lat/lon): -6.2295545, 106.5248081" Jl. Raya Serang No.KM 14,
RW.5, Dukuh, Kec. Cikupa, Kabupaten Tangerang, Banten 15710

SYSTEM SELECTION AND TECHNOLOGY

Photovoltaic (PV) is a term that cover the conversion of light into electricity using
semiconductor materials that exhibit the photovoltaic effect. Sunlight makes its way
through the atmosphere to strike the earth when it is directly over-head (“peak sun”)
with the energy of 1000 watts per square meter. Photovoltaics can capture only a
fraction of this, depending on the efficiency of the silicon solar cells used. One meter-
square solar module could effectively capture 200 Watts at “peak sun” if it were 20%
efficient.

PV Inverter has the role to convert DC electricity produced by PV panels into AC


electricity which is generally be used for power system. It is common for large PV power
plants to utilize centralized PV inverters, while smaller power plants operate better with
decentralized (string) PV inverters due to its reliability.

Main component used for an ONGRID system includes: (a) PV Modules (b) String
Inverters (c) PV AC Collector (d) Interconnection Panel Grid-tie Inverter (GTI) has a
control system to adapt to the grid. This control system sense AC waveform of the
existing diesel generator and generate a synchronized voltage to match it. This voltage
waveform includes frequency, amplitude, and phase. GTI will set the voltage slightly
above grid’s voltage to be able to feed the power to the grid.

Inverter for PV power plant application should also comply to international standard
related to grid interconnection. These related standards are: IEC 61727-2004
(Photovoltaic Systems – Characteristics of the Utility Interface) and IEC 62116-2008
(Test Procedure of Islanding Prevention Measures for Utility-interconnected
Photovoltaic Inverters) or in compliance with UL1741/IEEE 1574.1:2005 (UL1741:
Inverters, Converters, Controllers and Interconnection System Equipment for Use with
Distributed Energy Resources).

SYSTEM CONFIGURATION

Proposed main equipment for the project are:


• PV Module – Jinko 590 Wp – JKM-590N-72HL4
• Inverter – Huawei 100 kW – SUN2000-100KTL-M2
The capacity is maximized for the available layout approved below:

A. Indicative Layout

The above indicative layout uses the area on the rooftop of the buildings. Total PV
system configured as the table below:

GENERAL SCOPE OF SERVICES

The Contractor’s scope of work is full scope which includes all management, labour,
plant equipment, temporary works, and materials required to complete the project
construction, including PV modules and Inverters procurement.

The general scope of works is divided into:


• Plant design;
• Procurement;
• Civil works (exclude roof reinforcement works, if needed);
• Mechanical and Electrical Works;
• Logistics;
• Security;

Specification of all materials required to complete the works will be generated.


Specification documents will be distributed to potential Vendors for a Request for
Quotation (RFQ). The Contractor is responsible for assessment and verification of
Vendors capability to deliver the materials as specified. The Contractor is responsible
for delivering all materials and equipment for the plant in Contractor’s scope of work
to site. Management and control of all goods will also be done by the Contractor.

After mechanical completion, whereby all components forming the final power plant
have been installed and are mechanically and structurally complete, and the Client or
third party inspected the works for punch list, the commissioning will commence. The
handover of this project will be done after commissioning test.

EPC SCOPE OF SERVICES

TMLEnergy offer flexibility of scope for a largescale project, we have experience using
the following division of scope:
• Initial engineering and study work
• Full Scope EPC by TMLEnergy
• Offshore – Onshore EPC Scheme: Main equipment, guarantee, and supervision
done by Multinational EPC company while TMLEnergy offer our local expertise
for local procurement and installation works
• Operation and maintenance works

HEALTH AND SAFETY POLICY

TMLEnergy applies health and safety management program that complies to ISO
45001:2015 standard. The health and safety standard and procedures arranged with
limitation of TMLEnergy core business activity within the field of solar PV system
engineering, procurement, and construction (EPC) company.

Terms and Condition for the proposal are as follow:
• The offering stated in this proposal is considered a budgetary (non-binding
commitment)
• This proposal valid for 30 days, with condition of USD – IDR exchange rate does
not exceed 1 USD = Rp. 15,600,00
• The proposal already includes 12-month defect liability and performance
warranty period from TMLEnergy.
• This proposal assumes:
• SLO (Sertifikat Laik Operasi) cost is included in TMLEnergy offer
• No roof reinforcement needed prior to construction

C. Terms of Payment
Terms of Payment assumes for this proposal is as follows:
• Down Payment (with Advance Payment Bond) : 20%
• Monthly Progress based on S-Curve : 75%
• Retention (with Performance Bond) : 15%
