EXECUTIVE SUMMARY
Background
• Accelerate the holistic development of the most backward region of the state
represented by 41 Assembly constituencies.
• To achieve a balanced regional development on par with the developed districts of the
state.
The KKRDB developmental works considers the following 5 sectors broadly for
improvement.
1. Agriculture
2. Industry
3. Economic infrastructure
4. Social infrastructure
5. Financial and technical infrastructure
Evaluation objectives
Evaluation methodology
The study is evidence driven, based on a rigorous evaluation design and standards. The
overall approach towards execution of the study consists of four steps– 1. Study materials
preparation, 2. Data collection with field visits, 3. Data analysis using applicable statistical
tools, and 4. Evaluation of schemes and programmes. Study materials preparation stage: It
included literature review, organizational review, physical and financial review, theory of
change, evaluation matrix, developing questionnaire, checklist and conducting pilot studies.
Field visits were made, beneficiaries were interviewed, conducted physical checks and
observations, held in-depth interviews with officials, conducted focused group discussion
with beneficiaries, case study analysis, and collected secondary data on physical and financial
progress. Data analysis: Analyzed socio-economic data, beneficiary data, economic
valuation, social valuation, strength and weaknesses, trends and challenges. Based on the
objectives of the study we have applied the below mentioned statistical analysis/tools by
using statistical software packages, like “Statistical Package for Social Science (SPSS) and
MS Excel”. Generally, we have used ratio, Cost Benefit Analysis, t-test has used to find out
the significant level of the quality of work, work stage, facility utilization, fund allocation,
expenditure and other related statistics methods (Mean, Percentage, Ratio, etc.,). Regression
and correlation tests were not conducted due to lack of data. The questionnaire provided by
KMEA was not supporting to analyze both regression and correlation. Evaluation of schemes
and programmers: Evaluated the works or schemes implemented by KKRDB, developed
socio-economic index, REESI framework and also developed recommendations.
IDIs are conducted with KKRDB officials which includes state (2 persons), district (6
persons) and taluk level officers (12 persons) across six districts and headquarters. Officers
are covered from education, health, irrigation, tourism, PWD, social welfare, irrigation and so
on. In addition, conducted 6 FGDs and documented 4 best practices in the Kalyana
Karnataka Region.
Koppal, Bidar and Yadgir districts are performing better in physical progress in KKR,
according to data available for the period, they have completed 288, 222 and 195 projects in
the year 2021-22. Under-progress projects are more in Kalaburagi (303 projects among 499),
Raichur (157 projects among 332) and Bellary (176 projects among 434) districts. It was
observed that lack of access to construction materials, labour shortage, contractor delay,
frequent rain/flood, and financial releases from the department are major reasons for
incomplete projects. Not started projects are observed to be higher in Bellary (31 projects)
and Kalaburagi (31 projects) districts due to delay in administrative processes.
Key findings
• Majority of the macro level projects have better access, appropriate size and aesthetic
appeal as compared to micro projects.
• Social infrastructure sector is having 97.3 % access, appropriate size and aesthetic
appeal and 83.8 % in drainage facilities. Access is defined as easy to approach the
project site.
• In the social sector all the facilities (access, drainage, hygiene, appropriate size and
aesthetic appeal) appear to be good and appropriate as compared to the non-social
sector projects. Most of the social category projects belong to education and health
where cleanliness is assured. Non-social sector projects include irrigation, drinking
water and roads, where drainage and hygiene are less maintained. It shows less
performance in drainage facilities (66.7%) as compared to other facilities in KKR
because sewage water is entering into tanks, action has to be taken to prevent this,
adequate attention has not given to the issue of sewage water entering into the tanks
and pollution, no proper drainage facilities are provided at roads and bridges. Overall,
Raichur performs better because most of them are social sector projects where quality
is maintained and Bidar ranks low due to a greater number of tanks and bridges where
cleanliness is given less importance.
• Non-social sector projects are being utilized more (59.3%) as compared to social
sector projects because non-social sector projects like irrigation, water supply, tank
development, park development and construction of roads & bridges benefit large
number of people/beneficiaries. Further, it is noticed that majority of SCP and TSP
are built at interior locations while general projects are built at exterior areas which
are more accessible to people like city and town center, bridges connecting between
two major towns/villages, classroom built for colleges, providing drinking water to
villages and construction of primary health centres at towns and village.
• Satisfaction levels for the particular projects are higher in the agriculture sector due to
the water availability in the tanks for most of the years and the developments of the
tank have led to enhanced water level.
• Agriculture sector shows 100.0 % in appropriate size, aesthetic appeal, access and
80.0 % in hygiene. Because of some places discharging sewage water into tanks.
• Stakeholders are happier with agriculture sector (100.0%) works because they are
getting 2 crops in the place of 1 crop per year and also water availability in the tanks
for longer period in the year. Due to development of tanks, water level in the nearby
borewells is getting enhanced up to 50 %. Before the tank development the depth of
borewell was 450-500 ft at present getting water at 200-300 ft.
• Stakeholders expressed good opinions on the projects completed under TSP such as
Providing clean drinking water unit to High School, Sirur village, Yalburga MLA
Constiuency, Providing high-mask, raising school compound, levelling field, toilets
and other equipment to Government Model Higher Primary School, Hanumanala and
Construction of box culvert on Anapura Marg of Karanigi village.
• Lab test of construction materials such as plastics, wood, cement, iron etc., shows
good quality, and these materials are meeting the required standards (refer lab
reports).
Key Recommendations
The purpose of this study is to assess the progress of the schemes under the KKRDB for the
year 2021-22. Totally, 2216 schemes were sanctioned for all the six districts in the region
under five sectors- Health, Education, Agriculture/Irrigation, Infrastructure and Social which
included drinking water facilities, sports and tourism. Also included micro infrastructure
projects like construction of class rooms and laboratories for schools. Delays are noticed in
the execution of infrastructure works such as roads, bridges and other physical works.
Overall, we observed varied responses such as good, not good, satisfied, not satisfied, poor
and work yet to start (please refer the results and discussion section or Table 31). They
however want certain additional facilities and some specific action to be taken w.r.t each
work among 60 sample projects. Taking into account the feedback from the local people and
our own observations, the following recommendations are made for KKRDB to take actions
in the future if necessary.
Objective -I: To assess the number of works carried out by KKRDB across various
sectors such as health, education, agriculture, irrigation, roads and bridges, water
supply, sanitation etc., in 2021-22.
Recommendations
1. Based on the findings and observation from the projects, Construction of new class
room for Government High School, Kambattalli, Harappanahalli Taluk, Jagalur MLA
constituency and Construction of 2 Laboratory rooms for Government Pre-University
College, Maski Town, it is suggested to take up the projects related to construction of
additional classrooms in government school and colleges coming up in all the 6
districts because it will be beneficial to the students.
3. Based on the findings from the project, Providing TATA Technologies Lab and
Workshop at Govt. ITI in Kalyana Karnataka Region, Kalaburagi, it is necessary to
take up an awareness programme for women so that they can make use of such a good
facility. Initially this project was designed for women only, due to less enrollment
numbers, presently provision to take the training has been made to men as well.
4. According to findings from the project, Floor tiles fixing work at Government Pre-
University College, Balutagi Village, Yalburga MLA Constiuency, Koppal, it is
suggested to provide funds to repaint the buildings of the college and also supply
water for the toilets constructed within the college premises.
5. Based on the analysis of the projects that belong to the education sector, it is
suggested to establish Special Education Zones in Yadgir and Raichur districts with
model schools and infrastructure to provide quality education focusing on establishing
Science, Technology, Engineering & Math (STEM) labs. The present programme of
IT infrastructure to be oriented towards establishing STEM labs as per National
Education Policy 2020.
6. Analysis of the projects belong to health sector such as providing Regular ambulance
in Bellary and Construction (pending) of Santapura community health centre in Aurad
taluk, Bidar, shows 24/7 ambulance facilities are required to all the PHCs located in
the KKR to facilitate patients in rural areas to be taken to hospitals whenever there is
an emergency.
8. Under Irrigation sector, based on the observation from the project, Kamshetty Talab
tank bund at Hulsoor taluka of Bidar District and Development of tank/lake located at
centre of Lingsugur town (Part -4) farmers complain about the entry of
municipal/sewage water into tanks, adequate attention has not been given to the issue
of sewage water entering into the tanks and polluting. Action has to be taken to
prevent the flow of sewage water into the tanks.
9. Based on the analysis of the project Construction of Tourist Guest house near Sri Jadi
Shantalingeshwara Hiremath Sansthana, Devapura Village, Shorapur taluk Yadgir, it
is suggested to take action to increase the number of rooms and construct the public
toilets and drinking water facilities at the tourist places which facilitates tourists and
promotes local tourism.
Objective -II: To examine the present status of work, completed and in progress.

The lab test conducted for the projects by the Centre for Sustainable Development at the
project sites such as Construction (pending) of Santapura community health centre in Aurad
taluk Bidar, Construction of Tourist Guest house near Sri Jadi Shantalingeshwara Hiremath
Sansthana, Devapura Village, Shorapur taluk Yadgir, etc., were found to be satisfactory in the
quality of materials used for constructions.
Some projects like Park development at Ward no 24 Mahadevi colony and Ward no 18
Hiremath colony in Basavakalyan taluk, Bidar, Improvement to Kamshetty Talab tank bund
at Hulsoor taluka of Bidar District, Bidar and Construction of toilets for both boys and girls at
Government High School, KVOR Colony, 16th Ward, Hagaribommanahalli Town, Bellary
were found to be unsatisfactory in terms of the quality during our visit to the field. It was
observed that they were using low standard materials for construction. Therefore, it is
suggested to give more attention for monitoring by the competent authority.
Objective - IV: To examine the need and adequacy of allocation across various sectors
and beneficiary groups.
Recommendations
1. Under social and micro infrastructure projects such as Drilling borewell and providing
motor to Shedola, Chandanahally, Ghodavadi, Hilalapura and Jalasangi villages of
Humnabad taluk.Bidar and Construction of OHT and Pipeline at Vadatyatanda in
Chincholi taluk, Kalaburagi, drinking water facility is provided to the village. But
women of the villages were asking for direct tap water connection to the households.
Therefore, their suggestions can be considered during the preparation of action plans
in the future, either through KKRDB alone or in convergence with other projects like
Jal Jeevan Mission.
2. It is suggested to construct an additional kitchen along with dining hall for the Mid
Day meal (Bisioota) facilities in Government High School, Kambattalli,
Harappanahalli.
3. It is suggested to create more awareness programme for women candidates about job-
oriented training programmes available freely or with limited fees.
4. Based on the findings from the project, Supply of computers to Government High
School, Elubenchi village, Bellary, computers distributed to schools are not meeting
the students’ requirements, therefore it is suggested to increase the number of
computers to the Government Schools and Colleges in the Kalyana Karnataka Region.
6. A major lacuna of most of the projects of KKRDB is the absence of adequate funds
for operation and maintenance (O&M). Unless these facilities are not created in the
projects, their utilization is adversely affected. Hence it may be ensured that necessary
provision is to be made in the budget to enable an efficient use of O&M system.
Objectives -V: To provide suggestions for better allocation of funds in future action
plans as well.
Recommendations
1. Analysis of all the 60 projects shows that, micro level social category projects are
performing better in education, health, social infrastructure, drinking water, and other
sectors (refer key findings section for the list of projects). Moreover, these projects
are meeting the demands of local communities in the region. Therefore, it is
recommended to increase at least 25-35 % or more such micro level projects in the
future action plans in all the 6 districts that fall under Kalyana Karmataka Region.
Objective- VI: To examine the immediate impact of the works undertaken during 2021-
22 in terms of benefit to the people and region.
Recommendations
1. Drinking water facility provided through pipelines and overhead tanks to villages
located in Bidar, Kalaburagi and Raichur shown positive impacts among local
communities especially women members. Therefore, it is recommended to increase
30-40% more such projects in all the districts where there is a need for drinking water.
2. Construction of walking foot path in Yadgir and Providing and fixing open gym
Equipment and construct open yoga Platform at Aiwan-E-Shahi Guest House in
Kalaburagi city. Open gym at guest house, Construction (pending) of Shivasharanara
Ambigara Chowdaiah Memorial Bhavan at Kalaburagi, Park development at Ward no
24 Mahadevi colony and Ward no 18 Hiremath colony in Basavakalyan taluk, Bidar,
Construction of walking path near indoor stadium in Shahapur town, Yadgir etc., are
bringing the happiness among the users particularly the senior citizens. They are
finding positive impacts in terms of health, recreation, social tie-ups etc., from the
projects. Therefore, it is recommended to increase at least 20-25 % of such projects in
the cities and towns in Kalyana Karnataka Region.
3. The present study suggests to take up a larger study on all the projects implemented
since several years by KKRDB to assess the impacts, quality and longevity.
4. It is suggested to update the details of all the projects of KKRDB which are
completed and ongoing on ‘Project Portfolio Management System Software’. In
addition, update the details of approximate cost, Tender details, work statt time,
completion, pending details etc in ‘work soft’ software from time to time.

Among six districts highest works are carried out in Koppal (69.10 %) followed by Bidar
(62.36 %). The lowest performance had been seen in Kalaburagi (33.07 %). In terms of
financial expenditure Yadgir ranks first (66.13%) followed by Bellary (64.98 %). The least
expenditures are recorded in Kalaburagi and Raichur districts. The key physical and financial
data is presented in Table 1 & Fig.3.
Among 819 completed works in the KK Region Yadgir ranks first with 21% and Kalaburagi
place at last with 12 % achievements (Figure 4).
2. THEORY OF CHANGE
Based on the preliminary field visit and site checking on a pilot basis, the hypothesis was made. The following theory of change has been developed
based on the components of the works assigned for evaluation. The outputs are measurable, while outcomes may be perceivable in the medium -
long term after work implementation. The impacts are indicative and can be perceived only in the long term.
3.1. Scope
The study covers all the six districts which belong to KKRDB of Karnataka namely Raichur,
Yadgir and Bidar, Ballary, Kalaburgi and Koppal. This study will pave the way for taking up
similar and larger studies covering larger sample with multiple sectors. Results and estimates
of this study will also give scientific evidence for the department to plan development
activities further and to develop the action plan and development plan for the region. The
important output expected is to have the methodology and tools to understand the impact of
various projects implemented across different sectors. The scope is also limited to understand
the Impact of limited sample interventions made by KMEA for selected sectors. The scope of
the work covers interviewing beneficiaries and also state, district and taluk level officers in
the state for the financial year 2021-22.
3.2. Purpose
The KKRDB receives funds from various schemes of government mainly for developmental
activities. Therefore, it is necessary to assess the quality, effectiveness and timeliness of the
developmental works to implement them strategically and also guide the board to improve on
selection of works and their importance to the society and environment. The major purpose
is:
The inputs and insights developed out of this evaluation exercise will help to improve
efficiency, competitiveness, livelihood creation, resource conservation, education and
infrastructures also provide suggestions to develop action plan in future.
3.3. Objectives
1. To assess the number of the works carried out by KKRDB across various sectors such
as health, education, agriculture, irrigation, roads and bridges, water supply, sanitation
etc., in 2021-22.
2. To examine the present status of work, completed and in progress.
3. To examine the need and adequacy of allocation across various sectors and
beneficiary groups.
4. To check the quality of works.
5. To examine the immediate impact of the works undertaken during 2021-22 in terms
of benefits to the people and region.
6. To provide suggestions for better allocation of funds in future action plans as well.
4. EVALUATION FRAMEWORK
4.1 Approach
The study followed the quasi-experimental design, it is an empirical interventional study used
to estimate the causal impact of an intervention on target population without random
assignment. In addition to this approach, the ‘before and after’ approach will be adopted. The
data pertained to before will be obtained from beneficiary or by assessing the physical
infrastructure. Also, beneficiary will be asked to recall his earlier knowledge as compared to
present knowledge i.e after implementation of the schemes and programmes. All the selected
stakeholders are considered for survey, IDI and observations.
A detailed evaluation matrix was developed based on the scheme objectives and evaluation
questions for the study and was approved by KMEA.

5. LITERATURE REVIEW
The government and other partners ensure that future investment in adolescent health
programming continues to be framed around lessons learnt across India. Similarly, the
objective of the p-median problem is to locate a given number of facilities so that the total
travel distance (or time) between facilities and demand points is minimised which will benefit
to the community.
Gireesha (2003) article mainly studies the issues and concerns of regional development in
Hyderabad Karnataka presently known as Kalyana Karnataka. His observations are based on
qualitative analysis. The study noticed the regional imbalance and assumes significant global
decentralization trend. Dr. D. M. Nanjundappa committee had recommended establishing an
appropriate institutional set-up to accelerate the process of development in different sectors of
Hyderabad Karnataka. The study suggested that the policy makers and other stakeholders of
the region are required to allocate adequate funds, and implement target-oriented
development schemes in the region in order to achieve the goal of inclusive development in
the new millennium.
The study by Venkataramana (2018) on return to education in India and issues relating to the
growth imperatives in the Hyderabad Karnataka region examines the role of education in
both industrial growth and economic development. The study found female education is of
special significance in addition to primary education. The study suggested that the transport
department has role in enrollment of boys and girls. The better transportation services will
The study by Ratnakar (2013), concentrated on demographic, political, fiscal, cultural and
attitudinal differences in various regions in India. Geographic imbalances include the non-use
of the available capital at the optimal stage. The study noted that many agitations took place
right from the days of state re-organization in 1956 to redress the inequality created by
different political party and governments. The study concluded that the movement of people
for regional success among the people of Hyderabad Karnataka has genuinely brought
happiness. The People's revolution has really reinforced the political system. Therefore, the
developmental activities in health, education and social infrastructure are essential for the
holistic growth of Kalyana Karnataka Region.
Summary
All the studies mentioned above suggest to reduce the disparities among all the districts in
Karnataka. The Government should give emphasis to education and health sector when
allocating budget, it will improve the knowledge and lifestyle of the rural poor in Kalyana
Karnataka Region. Many studies found special interest should be given to female education
in addition to promoting primary & higher education. An effective institutional mechanisms
and infrastructure networking is necessary for all the 6 districts in KKR region. One of the
study suggested that the policy makers and other stakeholders of the region are required to
allocate adequate funds, and implement target-oriented development schemes (example micro
level projects) particularly in education, health, infrastructure, drinking water and sports in
the region in order to achieve the goal of inclusive development in the new millennium.
6. EVALUATION METHODOLOGY
The study is evidence driven, based on a rigorous evaluation design and standards. The
overall approach towards execution of the study consists of four steps– 1. Study materials
preparation, 2. Data collection with field visits, 3. Data analysis using applicable statistical
tools, and 4. Evaluation of schemes and programmes. Study materials preparation stage: It
included literature review, organizational review, physical and financial review, theory of
change, evaluation matrix, developing questionnaire, checklist and conducting pilot studies.
Based on the objectives of the study we have applied the below mentioned statistical
analysis/tools by using statistical software packages, like “Statistical Package for Social
Science (SPSS) and MS Excel”. Generally, we have used ratio, Cost Benefit Analysis, t-test
has been used to find out the significant level of the quality of work, work stage, facility
utilization, fund allocation, expenditure and other related statistics methods (Mean,
Percentage, Ratio, etc.,). Regression and correlation tests were unable to conduct due to
nonsupport of data. The questionnaire provided by KMEA was not supporting to analyze
both regression and correlation.
3. The present study limited to 60 samples only therefore it cannot be generalized to all
the years.
4. Since, the evaluation period is short (one year), we could not find adequate number of
beneficiaries in all the sectors to assess the impacts.
The primary survey was conducted in the selected 6 districts viz. Bidar, Kalaburagi, Bellary,
Raichur, Koppal and Yadgir to evaluate the projects implemented by KKRDB. As per the
TOR given by the KMEA, the survey has been conducted for the period of November 2022
to February 2023. The findings and observations are summarized and presented in the
following sections.
According to Superintendent Engineer many minor irrigation work/projects are started by the
KKRDB which includes lakes, parks near lakes, tank-bund raising, canal development and so
on and so forth. These type of works/initiatives (irrigation) helping in many ways, to name a
few, irrigation for agriculture, providing drinking water facility for various communities, and
recharging borewells and so on. Moreover, citizens staying near the parks and tanks are
getting recreation benefits which helps to improve their health condition. Some tourism
activities at park enhancing the income of local vendors and also hygiene of the region.
Developing tanks/lakes helping to fishery production which improves local economy.
b) Bidar (Irrigation)
According to department official, the irrigation department is handling many projects under
government schemes, mostly they are minor irrigation projects and they are focusing largely
on lakes development. Treating drainage water and rain water harvesting comes under this
department. He also pointed out that, after fixing the fencing for the lakes, pollution is
avoided. Once everything is ready, they allow these tanks for fishery production and which
will benefit local people and local economy largely.
c) Kalaburagi (Education)
As per the official. Mr. Shekarappa Biradar, DDPI in Kalaburagi, ITI colleges are upgraded
by TATA Technologies, before these initiatives, the students were going outside the city to
get the training. This is a macro project, and it will be handled by district in charge minister.
In this project they have purchased reversible desks, 5 computers, 2 printers, 2 computer
tables for Chincholi kunchavara ITI college. In addition, 40 computers are purchased for
afzalpur kalluru tanda degree college, these two projects are coming under micro type and
comes under MLA in charge. The upgradation works are getting faster through KKRDB
funds. Before this, the students from afzalpur Kalluru degree college were going to Kalburgi
for Computer training, but now they are getting in Afzalpur itself.
d) Raichur (PWD)
Raichur PWD handling many KKRDB projects, they include mainly health, sports and
education projects, construction and development of school grounds, construction of class
rooms. They belong to both micro and macro projects. All these projects are executed
through tendering process and bidding. The work will be assigned through AEE and bills will
be submitted through EE to DC office. Most of the projects here are under construction
including the stadium in Manvi.
e) Koppal (PWD/KRIDL)
KRIDL handling 4 micro projects they are education (3 projects) and sports (1 project).
According to School requirement, some of the works designed are changed and same has
been observed in Hanumanal Government School. According to official, they also replaced
Solar light instead of High mask light, also constructed a room and smart class. Indoor
stadium is under construction in Hanumasagar and it will be highly helpful for sports persons.
All construction works are progressing under the supervision of AEE. All projects are
socially and economically helpful for local people, students and sports persons in the district.
f) Yadgiri (Tourism)
Tourism department constructing mostly Yatri Nivas, this will be helpful for devotees and
tourist. The local people may get benefits from tourism and fare & festivals organized
seasonally; this activity will also boost the local economy.

recreation and many other purposes. While executing the work, they used the
locally available man power to provide the short-term employment.

Kalyana Karnataka Region Development Board (KKRDB) has done major works on social
infrastructure (61.7 per cent) followed by economic infrastructure and financial and technical
infrastructure (15.0 per cent each) in the Kalyana Karnataka region. It is observed that 70.0
per cent of the work has done to create social infrastructure in Bellary Koppala and Raichur
districts, it is highest work has done as compare to other districts in Kalyana Karnataka
region. Yadgiri and Bellary districts are zero or no work has done in agriculture sector and
also it is very least work has done in Kalyana Karnataka Region (Table 9 and Figure 6).
To assess the number of the works carried out by KKRDB across various sectors such
as health, education, agriculture, irrigation, roads and bridges, water supply, sanitation
etc., in 2021-22.
With respect to sectors wise distribution of projects concerned, the results show that, the
education (36.37%), Road & connectivity (13.33%) and health (11.67%) sectors has the
highest percentage of share covering/ distributed in all the selected sample districts.
Followed by, Water Supply (8.33%), Sports (6.67%), Irrigation (5%) and Agriculture and
Tourism 1.67 respectively. The below Table 10 gives the details of sector wise number of
projects distributed in all the 6 selected districts in KKRDB Region.

According to data provided by KMEA/KKRDB, four districts have completed 60% of the
projects (Bellary 60%, Kalaburagi 70%, Raichur and Yadgir 80% each) and rest of the two
districts (Koppal and Bidar 40% each) have completed 40% of the projects. Overall, more
than 61% of the projects are completed and 38 % are under progress KKR. The below Table
11 gives the details of district wise status of work in KKRDB region and respective

The analysis shows that, three projects that are Construction (pending) of Santapura
community health centre in Aurad taluk, Improvement of Godavadi tank in Humnabad taluk
and Park development at Ward no 24 Mahadevi colony and Ward no 18 Hiremath colony in
Basavakalyan taluk are under progress and rest of the projects (07) are completed in the
district. The some of the major reasons mentioned by the respondents are delay by contractor,
delaying of fund release, lack of availability of construction material etc., The below Table
12 gives the details of sector and type wise projects, stage & status of work, date of visit of
project site in Bidar district.

Bidar District: The results of the primary analysis on quality of work, locations and design
of the work show that, the work carried out by the KKRDB is good and majority of the
projects are helping in many folds. For example, when we ask about the project on providing
TATA Technologies Lab and Workshop at Govt. ITI in Kalyana Karnataka Region, the
respondents are given very positive feedback on its impact, to note a few, the stakeholders
said that, the technology and its related equipments are very much helpful, because, before
the initiative, the students use to go to the town or city to learn the computer knowledge, but
after the intervention not only students but also teacher are getting benefits. The other
stakeholder said that, the initiative of Tata Technologies in the ITI workshop is good, it is
providing a valuable opportunity for us to learn more about the use of computer and
computer related technology, which will be benefit for our career. Similarly, the response
from another respondent said that, as the student population in this government school is
increasing, the need for additional classrooms is evident. Providing these additional
classrooms will ensure that students can sit comfortably and listen to lectures without any
disturbances, this was noticed from construction of additional two classrooms to Govt. high
school at Belur village in Basavakalyan taluka. When it comes to library and furniture facility
to Pre metric hostels at Humnabad town, the respondents said that, the location of the school
is advantageous as it is easily accessible for the hostel students. Additionally, the furniture in
the school is not only well-designed but also of good quality which is helping to increase the
enrolment in terms of students. Similarly, a few of them mentioned that, it is useful for hostel
students who are taken admission to the hostel and they can read and write without any
disturbance. They also pointed out that, there is a need for proper maintenance system is
required for long and sustainability of the project. In spite of a few projects are under
progress in the selected district, the completed projects are providing the benefits to the
various group of the peoples. The details of immediate impact of the works undertaken for all
selected projects are given in the following Table 25.

Kalaburagi District: The Kalaburagi projects results show that, the initiative of TATA
technologies in the ITI workshop is good and trainers are getting more practical exposure,
students will learn computer and its related advance technology, which will help them to
build their careers. Providing 40 computers and basic facilities to Govt. Degree college, the
students and teachers pointed out that, the equipments are very helpful and useful to the
school, because, students are using them in effectively to learn computer and computer
languages. The other project on construction of staff quarters for Group C and D (2 BHK -05)
at Primary Health Centre, Kodla, Sedam taluk, also one of the major initiatives by the
KKRDB and the beneficiaries pointed out that, the construction of staff quarters for Group C
and D are very useful and currently they are occupied by staffs and utilizing the facility. They
also pointed out that, after the construction of staff quarters they are accessible easily and
frequently than before, which is basically helpful to get the better health facility in time and
during the emergency. On the other hand, the project like construction (pending) of
Shivasharanara Ambigara Chowdaiah Memorial Bhavan at Kalaburagi, show the negative
aspect of the projects, the respondent said that, Yes, project is good quality found to be
satisfactory, but there are many other issues associated with the project, to name a few, there
is no kitchen facility, balcony work is pending., no proper maintenance, electricity bills are
pending, and no signal board in the ring road though it is adjacent road are some of the major
issues with the said project in Kalaburagi. Even though there a few projects are under
progress in the Kalburgi district, the completed projects are providing the benefits to the
various groups of the peoples. The details of immediate impact of the works undertaken for
all selected projects are given in the following Table 26.
Yadgir District: Head Master from the Govt. Women First Grade College, Yadgir,
expressed his opinion that, the provision of additional 4 class rooms and also construction of
toilets in the college premise is a good initiative by KKRDB, it is helping to improve the
congested conditions of the college, and the facility is now able to accommodate the students
adequately. Having sufficient space and facilities for students to utilize the resources
effectively and have a comfortable learning environment in the college and has helped many
students to get better education. When it comes to construction of compound for Chincholi
Govt High School, Surpur taluk, the beneficiaries said that, the compound construction is
good, after construction of the compound, outside individuals are no longer coming to the
area. Previously, they would use the space for drinking and smoking purposes. This change
indicates that the construction of the compound has effectively restricted access and deterred
unwanted activities in the school area. The other stakeholders pointed out that, the
construction of the compound has made a positive impact by preventing undesirable activities
such as playing cards and allowing cows to enter the premises. The improved maintenance of
the area ensures a cleaner and more organized environment for everyone especially for the
children to get better education. On the other hand, project on bridge construction for the road
heading to scheduled caste field from Basavanna temple of Belagera village through village
tank, the respondents have pointed out that, the side culverts are not built properly due to
which during rainy season water will flow on the road. Similarly, the local people also
pointed out same concerns about the issues of sides of the road are not constructed properly
as water comes onto the roads in rainy season in Belagera village. The projects are under
progress have some issues unable to provide services to stakeholders, in the Yadgir district,
the completed projects are providing the benefits to the various groups of the peoples. The
details of immediate impact of the works undertaken for all selected projects are given in the
following Table 27.
Bellary District: The primary results with regards to Bellary, about the construction of 2
class rooms and compound for Vivekananda Government High School, Ranipet, Hospet,
respondents felt that, the construction work is good and quality found to be satisfactory. The
KKRDB constructed only one class room, but enrolments are happening more than the usual
strengths. So, requested to construct one more additional class room to meet the requirement.
The other project on construction of bridge for the stream near Kalamma temple, Tekkalakote
town, the users pointed out that, the quality of bridge is found to be satisfactory but they need
to clear the demolished materials from the bridge. On the other hand, project on construction
of toilets for both boys and girls at Government High School, KVOR Colony, 16th Ward,
Hagaribommanahalli Town, the respondent pointed out that, the quality of the toilet facility
are not satisfactory, toilets are not in good condition, toilet doors latches are broken over all

Koppal District: In Koppal district, the sapling of trees along the Kapilateertha Road, starts

facing difficulty to enter this campus (Old campus), and requested to shift to the new building
at the earliest. The other project on construction of stadium for Government High School,
Balaganoora town, Maski MLA constituency, the users pointed out that the school
playground levelling is done and not the stadium’s, students are using this facility properly
and playing in the ground. Similarly, construction of clean drinking water unit at Kortakunda
village, Raichur taluk, the users pointed out that, there is no clean drinking water; filters are
not repaired from many months and currently no drinking water facility available for the

9.CASE STUDY
8.1. Case study 1: Providing 40 computers and basic facilities to Govt. Degree
college located adjacent to Ashraya colony and Kallura thanda in Afzalpur taluk,
Kalaburagi district.
This is a micro project (work code: KLB216231144), started in 2021-22. This project was
taken up and completed by Keonics Bengaluru. It is belonged to ‘Education sector’ and
categorized under SCP (social). This project considered, Government Degree College
located near to Ashraya Colony and Kallura Thanda, in Afzalpur town of Kalaburagi
district. The main intention of the project is to provide 40 computers and required basic
facilities to install them. Presently, all the facilities are given to the college with a total
cost of Rs. 48,685 lakhs. All 40 computers are installed and they are in working
condition. In addition, they have provided server facility, tables, chairs, UPS and internet
connection. Two computer training teachers are appointed to teach students. All degree
students studying in this college are happy with the work. Moreover, teachers and
administrations are satisfied with the work because they are getting good enrollment.
Earlier, there were 300 students, presently it increased to 500 students (approximately) in
the college. Moreover, before providing computers, students used to go to Kalaburagi for
studying computers but presently such facilities are given locally in Afzalpur. This has
saved their time and money which can be used elsewhere. These computer trainings are
completely free for the students of this Govt Degree College. Many students have
expressed joy because it will help them to clear various competitive exams. Also,
computer knowledge will help them get better jobs in the cities. Students and teachers felt
that such initiatives from KKRDB are required to other Govt. Degree Colleges in
Kalaburagi.

8.2. Case study 2: Construction of staff quarters for Group C and D (Total 5 quarters of
2 BHK capacity) at Primary Health Centre, Kodla village, Sedam taluk, Kalaburagi
district.
This is a micro project (work code: KLB2111233476), presently, it is under progress. This
project is implemented by PWD and It is belonged to ‘Health sector’, categorized under
‘General’ (social). The main purpose of this project is to construct staff quarters (total 5
quarters of 2 BHK capacity) for Group C and D employees working in the Primary Health
Centre, Kodla village, Sedam taluk, Kalaburagi district. The total cost of the project is Rs.
137.79 lakhs, presently work is going. Earlier, there were no such facilities in this primary
health centre. If there is emergency, staff were not available, patients used to go long distances
for the treatment. Construction of such staff quarters will help patients largely including staff
those who cannot afford rent outside. Staff are expressing that, due to quarters, we can stay
near to health centre and we will be available to both Doctors and patients as and when
required. Especially, the pregnant women and aged people will benefit from this kind of
facility if staff stays nearby. This project was appreciated by staff (group D & C), Doctors,
Nurses, patients (particularly pregnant women) and senior citizens of this area.
8.4. Case study 4: Sapling of trees along the Kapilateertha Road, starts from
Kabbaragi, Kushtagi taluk, Koppal district (From Forest Department)
This is a micro project (work code: KPL2121243368) started in 2021-22, it is developing by
PWD. This project belongs to ‘Agriculture Sector’ and it is categorized under ‘General’ (non-
social). This project located in Kushtagi taluk of Koppal district. The main component of the
project is to raise the trees along the Kabbaragi – Kapilatheertha road. Presently, this project
is completed with planting trees on both the sides of the road. The total cost of the project
was Rs.15.431 lakhs. The Koppal district administration is planning to develop Kapilateertha
for tourism therefore planting trees on both the sides of the road will definitely satisfy the
commuters travelling from different places. Also, the raising trees on road sides will
neutralize the temperature rise particularly in summer. Since, Koppal belong to arid region,
the plantation activities are highly needed. The local residents and regular commuter using
this Kabbaragi – Kapilatheertha road are satisfied with the work of KKRDB. Many
beneficiaries have expressed such activities required to Koppal district. The maximum
benefits can be observed from minimum expenditures.
KKRDB planned to implement 2,241 works with an allocation of 1,47,332 lakh in the year
2021-22 in six districts viz Bellary, Bidar, Kalaburagi, Koppal, Raichur and Yadgir.
According to data available on the KKRDB website, so far it has completed 1,178 (52.57 %)
works with a total expenditure of 93,068 (63.17 %) of total allocation. Among six districts
highest works are carried out in Koppal (69.10 %) followed by Bidar (62.36 %) due to more
number of micro projects and constant monitoring by the respective departments. The lowest
performance was seen in Kalaburagi (33.07 %) because it is observed to have more number
of macro projects in the district, where works get delayed. In terms of financial expenditure
Yadgir ranks first (66.13%) followed by Bellary (64.98 %) because of good cooperation
among other line departments. The least expenditures are recorded in Kalaburagi and Raichur
districts due to less physical performance.
Koppal, Bidar and Yadgir districts are performing better in physical progress in KKR,
according to data available for the period, they have completed 288, 222 and 195 projects in
the year 2021-22. Under progress projects are more in Kalaburagi (303 projects among 499),
Raichur (157 projects among 332) and Bellary (176 projects among 434) districts. Lack of
available construction materials, labour shortage, contractor delay, frequent rain/flood, and
financial releases from the department as major reasons for non-completion of the projects.
Not started projects are observed to be high in Bellary (31 projects) and Kalaburagi (31
projects) districts due to delay in administrative process.

road, bridge and pipeline related works.

9.1.1 Health
Local communities are satisfied with the health sector, especially with supporting community
health centres. This facility helps people who are travelling long distances for treatment.
Earlier patients used to travel to district headquarters for treatment, presently with the help of
KKRDB initiatives several CHCs and PHCshave been constructed with labs, equipment,
ambulances, additional doctors, nurses, toilets and so on. However, some constructions are
pending as per example at Santapura community health centre in Aurad taluk, the

help to treat people locally. During the study visit, we found some challenges such as lack of

9.1.2 Education
KKRDB in the year 2021-22 funded various programmes related to education such as
providing grant to library, purchasing computers, desks, additional building and new
classrooms and smart classrooms, school compounds, toilets etc. Many of the schemes are
impressive to Kalyana Karnataka because students and teachers used to travel far distances to
get college level education. Presently, many of the projects are constructed at villages and
ward level and at small towns. Example, Providing TATA Technologies Lab and Workshop

situations, and other items like stationeries, libraries.

9.1.3 Infrastructure
Infrastructure includes construction and repairs of roads, bridges, foot paths and so on.
KKRDB took up a good number of projects in the year 2021-22. Constructing &connecting
roads and bridges is helping people to communicate between and among villages and towns
in the regions. For Example, construction of a bridge between Navalakal and Maratha, Manvi
taluk, construction of road from State Highway 130 (Kudarikotagi) to PG Centre and also
fixing street lights from Yalburga to PG Centre, Yalburga taluk and bridge construction on
Aurad (S) village road from Bidar-Munnakhelli main road. Many business activities are
progressing after initiatives of KKRBD works in the region. Due to developing roads, public
transport has been increased. It is directly helping students going to schools and colleges in
the region. In certain places tourism activities have improved. Upgradation of roads helps to
improve institutional deliveries, access to good hospitals and markets. Socio-cultural
activities are enhanced. Bridge construction facilitates to commute during the rainy season. It
is observed that due to lack of understanding, some local people opposed road construction
and widening in certain places. This may hinder the growth, therefore developing trust with
local people and creating awareness amongst them about the benefits will certainly help
speeding up the works. In some places beneficiaries complained about not maintaining
quality and using good material while constructing the roads.

The purpose of this study is to assess the progress of the schemes under the KKRDB for the
year 2021-22. Totally, 2216 schemes were sanctioned for all the six districts in the region
under five sectors- Health, Education, Agriculture/Irrigation, Infrastructure and Social which
included drinking water facilities, sports and tourism including micro infrastructure projects
like construction of class rooms and laboratories for schools. Delays are noticed in the
execution of infrastructure works such as roads, bridges and other physical works. Overall,
we observed varied response like good, not good, satisfied, not satisfied, poor and work yet to
start (please refer the results and discussion section or Table 31). They however want certain
additional facilities and some specific action to be taken in respect of each work among 60
sample projects. Taking into account the feedback from the local people and our own
observations, the following recommendations are made for KKRD to actions in future.
Objective -I: To assess the number of works carried out by KKRDB across various sectors
such as health, education, agriculture, irrigation, roads and bridges, water supply, sanitation
etc., in 2021-22.
Recommendations
1. Based on the findings and observation from the projects Construction of new
classroom for Government High School, Kambattalli, Harappanahalli Taluk, Jagalur
MLA constituency and Construction of 2 Laboratory rooms for Government Pre-
University College, Maski Town, it is suggested to take up the projects related to
construction of additional classrooms in government school and colleges coming in
all the 6 districts because it will benefit the students a lot.
2. According to findings from a project, Supply of computers to Government High
School, Elubenchi village Bellary district, new action plans should consider
increasing the lab facilities with adequate computers in relevant Govt. High Schools
located in KKR.
3. Based on the findings from the project, Providing TATA Technologies Lab and
Workshop at Govt. ITI in Kalyana Karnataka Region, Kalaburagi, it is necessary to
take up an awareness programme to women so that they can make use of such a good
facility. Initially this project was designed for women only, due to their less
enrollment, presently made provision to men as well to take training.
4. According to findings from the project, Floor tiles fixing work at Government Pre-
University College, Balutagi Village, Yalburga MLA Constiuency, Koppal, it is
suggested to provide funds to repaint the buildings of the college and also supply
water for the toilets constructed within the college premises.

necessary to strictly adhere to quality control measures which result in a high-quality and safe
for its intended use in school buildings, bridges and roads.
Some projects like Park development at Ward no 24 Mahadevi colony and Ward no 18
Hiremath colony in Basavakalyan taluk, Bidar, Improvement to Kamshetty Talab tank bund
at Hulsoor taluka of Bidar District, Bidar and Construction of toilets for both boys and girls at
Government High School, KVOR Colony, 16th Ward, Hagaribommanahalli Town, Bellary
are not satisfied with the quality during our visit to the field. It was observed they were using
low standard materials for construction. Therefore, it is suggested to give more attention for
monitoring by the competent authority.
Objective - IV: To examine the need and adequacy of allocation across various sectors
and beneficiary groups.
Recommendations
1. Under social and micro infrastructure projects such as Drilling borewell and providing
motor to Shedola, Chandanahally, Ghodavadi, Hilalapura and Jalasangi villages of
Humnabad taluk. Bidar and Construction of OHT and Pipeline at Vadatyatanda in
Chincholi taluk, Kalaburagi, drinking water facility is provided to the village. But
women of the villages were asking the direct tap water connection to the households.
Therefore, their suggestions can be considered during the preparation of action plans in
the future, either through KKRDB alone or in convergence with other projects like Jal
Jeevan Mission.
2. It is suggested to construct an additional kitchen along with dining hall for the Mid
Day meal (Bisioota) facilities in Government High School, Kambattalli,
Harappanahalli.
3. It is suggested to create more awareness programme for women candidates about the
job-oriented training programmes available freely or with limited fees
4. Based on the findings from the project, Supply of computers to Government High

the students’ requirements, therefore it is suggested to increase the number of
computers to the Government Schools and Colleges in the Kalyana Karnataka Region.
5. Social infrastructure projects will strengthen the networking of Farmer Producer
Organizations and Self-Help Groups for promoting agro processing, and other
economic activities. Therefore, it is suggested to give at least 20-30% more importance
to such type of projects in the future when developing a new action plan, it will
certainly help the women beneficiaries.
6. A major lacuna of most of the projects of KKRDB is the absence of adequate funds for
operation and maintenance (O&M). Unless these facilities are not created in the
projects, their utilization is adversely affected. Hence it may be ensured that necessary
provision is made in the budget to enable an efficient use of O&M system.
Objectives -V: To provide suggestions for better allocation of funds in future action
plans as well.
Recommendations
Analysis of all the 60 projects shows that, micro level social category projects are performing
better in education, health, social infrastructure, drinking water, and other sectors (refer key
findings section for the list of projects). Moreover, these projects are meeting the demands of
local communities in the region. Therefore, it is recommended to increase at least 25-35 % or
more such micro level projects in the future action plans in all the 6 districts coming under
Kalyana Karmataka Region.
Objective- VI: To examine the immediate impact of the works undertaken during 2021-
22 in terms of benefit to the people and region.
Recommendations
1. Drinking water facility provided through pipelines and overhead tanks to villages
located in Bidar, Kalaburagi and Raichur have shown positive impacts among local
communities especially women members. Therefore, it is recommended to increase 30-
40% more such projects in all the districts where there is a need for drinking water.

Therefore, it is recommended to increase at least 20-25 % of such projects in the cities
and towns in Kalyana Karnataka Region.
3. The present study suggests to take up a larger study on all the projects undertaken since
several years by KKRDB to assess the impacts, quality and longevity.
4. It is suggested to update the details of all the projects of KKRDB which are completed
and ongoing on ‘Project Portfolio Management System Software’. In addition, update
the details of approximate cost, Tender details, work start time, completion, pending
details etc in ‘work soft’ software from time to time.
Introduction: The lab test report presents the results of the quality check conducted on the
construction of School buildings, Bridges and roads in different districts like Kalaburgi,
Bidar, Yadgir, Raichur, Bellary and Koppal. The purpose of this quality check was to ensure
that the construction was in compliance with the relevant standards and Specifications.
Materials and Equipment Used: The materials and equipment used in the construction of
the school buildings, bridges and roads were of high quality and met the relevant standards
and specifications. The materials used included steel, concrete, sand and bricks. The
specifications and manufacturers of the materials and equipment used were verified, and they
met the required standards. No rupture or crack visible on the bent portion and test has
passed of all the material used in the constructions. The specifications of all the materials
used to construct are lies between the standards.
Quality Control Measures: Several quality control measures were implemented during the
construction process. The construction was supervised by a qualified engineer who ensured
that the work was carried out in accordance with the design and specifications. The
construction workers were also trained to maintain quality standards and carry out their work
with precision.
Inspection and Testing Results: The construction of the school building, bridges and roads
underwent various inspections and tests to ensure its quality. The foundation was inspected to
verify its strength, and the concrete was tested to ensure that it met the required strength. The
details of the quality parameters of the materials of different works name in respective
geographical areas are mentioned in the lab report.
Conclusions and Recommendations: Based on the lab results of the quality check, the
construction of the school buildings, bridges and roads was of high quality, and it met the
relevant standards and specifications. It is recommended that future construction projects
implement similar quality control measures to ensure that they are of the same high quality.
Overall, the lab reports demonstrate a commitment to excellence in building construction are
satisfactory and upto the standards and was carried out with strict adherence to quality control
measures, resulting in a high-quality building that is safe and suitable for its intended use and
contributes to the ongoing development of best practices in the following sectors.
