Caracas Declaration, September 11, 2024

Social, feminist, youth and cultural movements, intellectuals and


academics, trade unions and political parties, personalities,
indigenous organizations, human rights collectives,
organizations of the peoples of the world, met in Caracas,
Venezuela, to celebrate the "First World Congress against
Fascism, Neofascism and Similar Expressions".

On this date, we commemorate President Salvador Allende, 51


years after the military coup that cut short his revolutionary
government in Chile, an event that not only sought to stop the
imminent advance of the Latin American and Caribbean
revolution, but also evidenced the brutality with which
reactionary forces are willing to suffocate any emancipatory
project.

Allende's memory calls us today to organize ourselves to


defeat a common enemy: cyberfascism. The new capitalist
phase of the 21st century has caused imperialism to attack
with new forms of domination, in a multidimensional way,
such as cognitive warfare and technological colonization,
with the aim of fragmenting consciousness, disarticulating
popular struggles and perpetuating exploitation to achieve
social control and appropriation of wealth.

Venezuela has become the epicenter of the international


neo-fascist attack, and for this reason we mobilize in
solidarity in the face of the ferocious onslaught of the ultra-
right against its people and the legitimate government of
President Nicolás Maduro Moros. This siege, far from being
a simple offensive, is part of a global strategy that seeks to
suffocate the revolutionary forces that challenge the new
configurations of digital capitalism. The courage and audacity of
the Venezuelan people in sustaining their revolution is not
only a temporary resistance, but the reaffirmation of a
historical process that confronts the structures of
domination, tracing a path towards the emancipation of the
peoples in a context that redefines the terms of the struggle.

We understand that the world is going through a deep crisis,


exacerbated by the advance of reactionary, authoritarian,
conservative and violent forces, in a capitalism that has
evolved towards more complex mechanisms of exploitation.
These new forms, mediated by digitalization, represent a new
phase of the system, where the global elites, embodied by a
new financial and technological aristocracy, which
proletarianizes the great majority and leaves us discussing
poverty wages, instead of making visible and fighting for the
enormous wealth they appropriate. Through this digital
control, they influence and deploy a large-scale cognitive war.

The technological revolution has colonized every aspect of


our lives, radically transforming the way we are, work,
consume, and interact, and also altering our mechanisms of
political participation and power building . This technological
penetration has disrupted our relationships, turning leisure
and rest into productive time through digital platforms. Under
the guise of freedom and progress, digital devices have
integrated us into a continuous production cycle, which feeds on
our daily interactions, even from an early age.

Young people in particular are suffering a direct attack on their


mental health, reflected in the increase in the rates of depression,
apathy, suicide and addictions, as a result of the lack of
opportunities and expectations for the future. Digital
capitalism and its propaganda machine especially targets
them, trying to detach them from their cultural and patriotic
identities, community values and care for life. By uprooting youth
from these pillars, they seek to fragment the social fabric,
depoliticize the new generations and distance them from
collective struggles, weakening their capacity to respond to the
injustices of the system.

One of the key tools to influence the subjectivity of the new


generations is the use of algorithms in technological
platforms, which impose a segmentation and fragmentation
of society. Through content personalization, these algorithms
divide individuals into information bubbles and virtual
communities that reinforce their pre-existing biases, isolating
them from any narrative or collective perspective.

The new generations, bombarded with information filtered


according to their preferences and online behaviors, are
trapped in closed circuits that, in addition to promoting
consumerism and passivity, also instill a matrix of hatred and
extremism.

We argue that contemporary neo-fascism is even more


dangerous than that of the last century, having become a project
with aspirations of global hegemony that embodies a new
financial and technological aristocracy. With its authoritarian,
totalitarian and militaristic character, it seeks to violently suppress
all opposition, homogenize thought and attack political and
cultural diversity. This neo-fascism legitimizes violence and
dehumanization, consolidating power in the hands of elites,
promoting the fragmentation of popular struggles and
threatening any emancipatory project. It feeds on racism, sexism
and hatred of diversity, reinforcing structures of oppression
that deny fundamental rights.

This network of power, led by the West, involves corporations


represented by figures such as Elon Musk, Mark Zuckerberg
and Jeff Bezos; political parties headed by leaders such as
Donald Trump and the UPLA network; private paramilitary
companies, led by individuals such as Erik Prince, with proven
links to the CIA and Mossad; organizations Zionists; think tanks
such as the Atlas Network and the Carter Center; and
multilateral organizations such as the UN and the OAS, whose
militarist alliances are centralized in NATO. This network of power
drives the neo-fascist advance, which only brings death, hunger
and war for the peoples.

The model of death that capitalism deepens in this new phase is


crudely reflected in the Zionist and fascist genocide against
the Palestinian people. Since October 7, 2023 alone, to date
more than 44,000 civilians have been killed in the Gaza Strip,
70% of whom are elderly, women, and children. According to the
UN, 85% of the Palestinian population has been forced to
evacuate their homes due to Israel's attacks and widespread
famine among survivors is already expected, while several
analysts indicate that the official death toll could be between two
and three times higher.

due to the number of missing people lying on the rubble of a


destroyed Gaza. And we're only talking about the last two years.

The humanitarian catastrophe in Palestine has awakened


the consciousness and mobilization of popular, anti-fascist
and anti-imperialist organizations on five continents. Global
pressure has also emanated from multilateral bodies, such as
the International Court of Justice, while inside Israel, citizen
protests demanding a ceasefire and peace have been
increasing. Day after day, the Palestinian people resist,
sustained by bonds of international solidarity in the face of the
fascist regime that seeks to crush their dignity and erase
their existence.

Today, more than ever, we must be aware of the lessons of the


past and stop the tragedies that capitalism unleashes in its
insatiable and destructive quest for wealth: genocides, wars,
famines and mass migrations. These consequences always fall
on the people, caused by the ambition of the elites.

In Europe, figures such as Marine Le Pen in alliance with


Emmanuel Macron in France; Santiago Abascal, leader of the
Vox party in Spain; and Giorgia Meloni, head of Fratelli d'Italia in
Italy, promote xenophobic and anti-immigrant policies. They
mainly target Muslim, Arab, Latin American and North African
migrants, blaming them for the economic crisis and social
problems. They also seek to restrict the rights of women and
sexual diversities.

NATO's imperialist intervention in Ukraine has turned the


country into a geopolitical battlefield. Volodymyr Zelensky has
emerged as a pawn of imperialism, which, under a democratic
façade, has implemented repressive and authoritarian
policies in support of a neo-fascist agenda. Far from defending
Ukrainian sovereignty, Zelensky has facilitated the militarisation
of the country, persecuting opponents and consolidating
alliances with ultra-nationalist and neo-Nazi sectors.

With this, NATO has expanded its influence, promoting


destabilization in Europe and seeking the weakening of
Russia as part of a multipolar strategy.

In Latin America and the Caribbean, the attacks directed


against the Bolivarian Republic of Venezuela and its
legitimately elected government, headed by President
Nicolás Maduro, together with the coups d'état in Peru and
the coup attempts in Honduras, Colombia and Bolivia,
show a neo-fascist and neocolonial offensive in the region.

The economic war severely impacts countries such as Cuba,


Venezuela and Nicaragua, which, by promoting anti-
imperialist revolutions, have become priority targets of the
dominant powers. These countries face blockades and
unilateral coercive measures that seek to suffocate their
economies and delegitimize their emancipation projects.

In Argentina, Javier Milei represents neo-reactionarism


linked to the Atlas Network think tank and the most radical
libertarian ideas, promoting an ultra-capitalist agenda that
advocates extreme privatization, total reduction of the State and
deregulation of the market, in search of dismantling historical
social conquests, and enriching the economic elites through a
repressive model, which is also expressed in Brazil in figures
such as Jair Bolsonaro.

The Mega Security Plan implemented by Bukele in El


Salvador for the control of the territory, which includes the
construction of mega prisons and the use of a permanent state
of emergency, is a repressive scheme that President Daniel
Noboa has tried to reproduce, already with the direct advice
of the Southern Command, in Ecuador.

The judicial persecution directed against popular leaders


evidences one of the key dimensions of multidimensional
warfare: the legal one. Through this mechanism, it seeks to
dismantle popular and progressive projects using the weight of
a corrupt and politicized justice, which acts as the executing
arm of a new Plan Condor, this time not through military
repression, but with judges and prosecutors at the service of
imperialist interests. Julián Assange, Milagro Sala, Cristina
Fernández, Rafael Correa, Jorge Glas, Daniel Jadue,

represent some of the most notable examples of this type of


interference and subjugation of international norms. This
strategy aims at the symbolic annihilation of leaders ,
seeking to destroy their legacy and credibility without the need to
physically eliminate their presence.
Along with this, assassination attempts have gained
strength, as seen in the assassination attempt against
Cristina Fernández in Argentina, the failed attempts against
Nicolás Maduro in Venezuela and the assassination of Haitian
President Jovenel Moïse. These facts show that political
persecution also includes the physical annihilation of social
leaders.

The irregular armies, linked to drug trafficking, are a real


drama in some regions of Mexico, Colombia, Ecuador, and in
the so-called "northern triangle" of Central America -
Guatemala, Honduras and El Salvador. However, the entire
region suffers from the increase in drug trafficking violence ,
and its network of violence and illegal businesses.

In Africa, the Sahel has become the epicenter of significant


geopolitical change, challenging French colonialist interests.
The military governments of Mali, Burkina Faso and Niger, with
a clear sovereigntist vocation, have distanced themselves from
Paris and Washington, finding in Moscow an ally to address their
national security problems and in Beijing an essential source for
investments in infrastructure and economic development.
Moreover, in Senegal, anti-colonialist movements have
reached the government. However, the humanitarian cost of
colonialism has led the majority of the population to live in
degrading conditions. Famine, rampant epidemics, war,
terrorism and forced migration have scarred the region, leaving
33 million people in need of humanitarian assistance and more
than 2 million children without access to education, in this part of
the continent alone.

We denounce the persistent colonialist practices that still exist


in the twenty-first century, such as the cases of the colonial
enclaves in the Malvinas Islands, Puerto Rico and several
African nations, where foreign powers continue to impose
their domination. We demand an immediate end to these
forms of occupation and reaffirm the inalienable right of
peoples to self-determination and sovereignty.

We do not conceive of fascism as a simple political option, but


as a vision that denies life itself. We interpret the present as a
point of no return, where what is at stake is life or death. If we
do not propose and defend a model that protects life, there are
only two possible options: either future generations will
condemn us for not having done enough, or there will
simply be no Humanity.

We understand that a global social alternative is possible, we


assume that the emergence of China as an alternative pole of
power and its support for the emergence of a relative
multipolarism expressed in the BRICS+ looms as a tangible
possibility to build strategic alliances that enable the
construction of a better world.

We propose to form an Anti-Fascist International (IA) that not


only resists and stops the expansion of imperialist and neo-
fascist domination over the peoples, but also promotes the
creation of a common front in defense of popular sovereignty,
social justice, self-determination and just causes, passes to the
political offensive for a new world. This International will
strengthen emancipatory struggles, promoting the exchange
of knowledge, strategies and resources to collectively
confront imperial aggressions, and will open the way to a global
social alternative based on cooperation, equity and solidarity.

Internationalism in defense of human life and the planet


cannot be dissociated from the struggle for peace, social
justice and human rights. In this sense, we reaffirm our
commitment to the anti-fascist, anti-capitalist, anti-colonialist,
anti-patriarchal and anti-imperialist struggle, based on the
principles of Socialism of the 21st Century, which stand as pillars
for the construction of a new world order.

This Antifascist International, based in Caracas, will build an


organizational platform of global scope, to take on the
challenges of this time and history and give forceful responses
that are capable of building the necessary victories to be able to
live once and for all in peace and harmony.

Anti-imperialism:

The Antifascist International rises up against all forms of


imperialism, denouncing the systematic exploitation of
peoples by the economic and military elites , and by
supranational actors who consolidate their power in the digital
phase of capitalism. This contemporary imperialism, far from
limiting itself to territorial domination, uses tools such as
cognitive warfare, control of information and technology to
impose its global hegemony. Confronting this phenomenon
implies combating the concentration of power of corporations
and financial structures that, through digital imperialism,
perpetuate new forms of colonization and oppression on a
global scale.

Antifascism:

Categorical rejection of all forms of fascism, neo-fascism and


authoritarianism, including their manifestations in politics,
economics and culture. This includes the condemnation of
xenophobia, racism, extremism, and all forms of violence
and exclusion, normalizing violence, terror, and death, from
the need to assume a common perspective for the struggle,
understanding that antifascism cannot be dissociated from
the struggle for social justice, life, and the survival of the
human species on planet earth.

Anti-colonialism:

Radical commitment to the anti-colonial struggle,


confronting colonialism and neocolonialism in their
historical and contemporary forms , including the new
dynamics of digital exploitation under capitalism. It recognizes
that current colonialism is not only manifested in territorial
occupation, but also in economic, cultural and technological
subordination, where large corporations control data and
resources, perpetuating unequal relations. The anti-colonial
struggle of the twenty-first century encompasses sovereignty
over strategic resources, the defense of native cultures, and
emancipation from cognitive colonization.

Anti-patriarchalism:

The Antifascist International defends gender equality as a


fundamental part of social justice, recognising that the anti-
patriarchal struggle involves transforming the structures that
perpetuate gender subordination. and capitalist
exploitation. This struggle seeks to eradicate the sexual
division of labor and ensure the protagonism of women and
diversities in the construction of popular power and
decisions about their bodies and lives.

Socialism of the 21st Century:

Articulation from a socialist approach, understanding that the


fight against fascism and imperialism cannot be dissociated from
the struggle for the construction of a new world order based
on justice, equality and solidarity, as well as the full
socialization of scientific and technological advances,
putting the human being and his creative power at the center,
promoting the use of available time, guaranteeing that the
distribution of socially produced wealth is to each according to
their ability and to each according to their need.

Life Care:

Neofascism manifests itself as a policy that promotes death,


destruction and oppression, consolidating a system based on
hatred, anger, violence and exploitation. Through the use of
manipulation, social control and repression, it seeks to
perpetuate an order based on exclusion and dehumanization. In
contrast, the anti-fascist and anti-imperialist struggle is an active
defense of the life, peace and dignity of human beings and
nature, claiming the right to exist in harmony and community.
This struggle places the care of life at the center, prioritizing its
preservation as a transcendental value and as a basis for
building a future of justice and solidarity.

Environmental Sustainability and Climate Justice:

We promote ways of inhabiting the world that respect life in all


its forms, understanding that the irrational exploitation of
natural resources is one more manifestation of extractivist
colonialism. The care of the earth and the commons must
be at the center of any emancipatory project, ensuring that the
development of humanity is in harmony with nature. Our
struggle seeks to build a system in which human progress
does not mean the devastation of the environment, but a
balanced coexistence where growth respects and protects
ecosystems, thus guaranteeing life for present and future
generations.

Peace and social justice:

The Antifascist International promotes the creation of territories


of peace based on fairer and more humane social models,
where dignity and justice are prioritised. We promote
community, participatory and protagonist forms of
organization as the main means of resolving conflicts, rejecting
the use of force, oppression and violence as tools of domination.

Mission:

The Anti-Fascist International (IA) is committed to building a


united front against neo-fascism, cyber-fascism and similar
expressions and imperialism in all its manifestations,
advocating for the emancipation of oppressed peoples and
the establishment of a world order based on social justice,
equality and peace. This effort ties in with the need for the
socialization of technology, ensuring that scientific and digital
advances are at the service of producing humanity and life, and
not destruction and death.

Vision of the Future:

We envision a world free of capitalist exploitation and


oppression, fascist violence and imperialist war, where the
commons and power are in the hands of communities and
where popular, protagonist and participatory democracy is the
basis of all decisions. Socialized technology will allow people
to reappropriate their time and build communities centered on
the commons, prioritizing decommodified social relations over
particular interests.

1. Against Fascism in All Its Forms
We reaffirm our commitment to confront fascism and neo-
fascism in all their manifestations, whether visible or disguised,
historical or contemporary. We denounce the resurgence of
neo-fascist regimes that promote xenophobia, racism,
classism, misogyny, homophobia and hatred.

Historical fascism, like that of Mussolini, Hitler and Franco,


found in physical violence, the repression of dissent and mass
propaganda its main tools. Today, although the forms have
mutated, the principles remain the same.

Twenty-first-century neofascism has adapted its tactics to


new technologies, using cognitive warfare and
psychological manipulation to erode social cohesion and
destabilize progressive governments that challenge the
neoliberal and capitalist order.

2. For the sovereignty and self-determination of


peoples
We stand up in defense of national sovereignty and the
inalienable right of peoples to decide their own destiny. We
denounce the imperialist offensive that, through
multidimensional war, seeks to subjugate the popular and
progressive governments that fight for a more just world. Faced
with this reality, we declare that self-determination is a non-
negotiable principle, and that peoples have the right to resist any
form of external interference that seeks to impose models of
political and economic domination.

We reject interventionist policies that, under the guise of


"democracy," "freedom," and "human rights," have sown chaos
and destruction in regions such as Latin America and the
Caribbean, Africa, and the Middle East. We know that behind
these discourses hides the imperialist hand that promotes
globalized neofascism to maintain its hegemony.

It is essential to continue strengthening a global alternative
based on a project for a multipolar world, building a counter-
hegemonic power structure against the traditional domination
of the United States and its Western allies.

In this framework, the importance of building initiatives such as


the BRICS+ bloc is highlighted, as well as any regional
integration initiative that prioritizes the well-being of people over
the interests of global capital, based on the principles of unity
and complementarity between peoples and nations.
3. Against Multidimensional and Cognitive
Warfare
The current imperialist and neo-fascist offensive is not limited to a
single front, but manifests itself in a multidimensional way in the
military, economic, media, technological and cultural spheres,
with a central component in cognitive warfare. This type of war
seeks not only the physical control of territories and
resources, but also the manipulation of perception and
subjectivity, thus justifying oppression and domination.

Militarily, direct attacks and coups d'état are part of the


imperialist strategy, on the economic level, unilateral coercive
measures and blockades suffocate anti-imperialist
governments, in the media, propaganda and disinformation
legitimize imperial interventions, technologically, algorithms
polarize and depoliticize society, reinforcing the cognitive
warfare that manipulates the perception of reality. For all these
reasons, it is necessary to articulate a comprehensive response
that confronts these aggressions on all fronts, promoting
sovereign alternatives that strengthen the autonomy, solidarity
and emancipation of peoples.

4. Against the new financial and


technological aristocracy
We recognize that the battlefield has changed. Today, the
struggle against neo-fascism is not only waged in the
streets, but also in the virtual territory. Digital platforms,
controlled by transnational corporations, have become weapons
of mass manipulation, disinformation and the propagation of
hate speech.

Through so-called fake news and audience segmentation,
neo-fascist actors polarize our societies, undermine the truth,
and delegitimize governments and social and political forces
that pose a threat to imperialism.

In response, we must multiply and deepen the production of


content and means for the construction of counter-
hegemonic meanings. Digital agitation and propaganda are
key tools in this battle, constituting the virtual territory as a space
for organized militancy, where we must counteract the influence
of media fascism, creating content that fosters social justice and
promotes international solidarity, whose circulation produces
popular power that can be carried out in the streets and at the
ballot box.

5. Against economic and financial violence


We seek to articulate proposals and lines of action against
economic and financial violence exercised through public debt
and unilateral coercive measures against countries and
government officials, by other States, corporations, entities
and members of the New Financial and Technological
Aristocracy. Propose concrete actions for the rejection and
elimination of economic blockades, abusive debts and the
confiscation of public assets , used for economic asphyxiation,
destabilization and political extortion.

6. Sovereignty over strategic resources


and common goods
We promote the sovereign control of the peoples over their
strategic, natural, technological and cultural resources,
resisting attempts at extractivist plunder, and accumulation by
dispossession, one more face of capitalist superexploitation. In
building the Anti-Fascist International, we seek to carry forward a
programme of climate justice and sovereign stewardship of the
commons, as part of the struggle against imperialism. People
must have control over their digital infrastructures, ensuring
that their economic and social development is aligned with
their own values and aspirations, free from external
interference.

This includes the ability to plan their economic development,
decide their political and social course, and build economic
alliances of cooperation and complementarity.

7. Innovative Education for Epistemological


Decolonization and Critical Reflection
We promote the universalization of public, free and quality
education, which promotes situated, critical, anti-colonial and
liberation thinking. It is urgent to eliminate the
commodification of knowledge and its private appropriation by
corporations and think tanks. Ensure universal access to
educational technology as a tool that guarantees access to
historically accumulated human knowledge and active
participation in the digital world, creating pedagogical systems
oriented towards the common good and social justice, using
technological advances and artificial intelligence as an
emancipatory instrument. It is essential to create and
articulate in a network of networks between our own think
tanks, which are powerhouses for the production of strategic
and emancipatory knowledge, and serve as weapons of the
people for the battle of ideas and the theoretical struggle.

8. For gender equality and diversity


It is essential to address structural inequalities based on the
sexual division of labor, which subject millions of women
and diversities to double exploitation, also affecting children
in their care, with the aim of eradicating the mechanisms that
reproduce these inequalities and achieving systemic
transformations, towards a world without exploitation of any
kind. based on equality and social justice, where women and
diversities occupy a central place in the construction of new
forms of popular power.
9 For the rights of indigenous and Afro-
descendant peoples, against all forms of
racism and xenophobia
We reject fascist and neo-fascist policies that promote exclusion,
racism and xenophobia as tools of domination. We defend
the right of peoples to preserve and develop their cultures,
territories and ways of life, free from aggression and forced
displacement.

Any emancipatory project must include the fight against racism
in all its forms and the vindication of the ancestral rights of
indigenous and Afro peoples, ensuring their full participation in
political, economic and social life. We intend to build a world
where diversity is celebrated and human dignity is fully
recognized for all peoples.

10. Popular organization as the nucleus of the


Anti-fascist struggle
Popular organization is the heart of resistance. We know that
without the organized people, any struggle against fascism is
destined to fail. For this reason, we call for the unity of all
popular, social, feminist, indigenous, peasant, worker,
student, environmental, sexual diversity and oppressed
majority movements. Only through popular unity will we be
able to successfully confront the onslaught of the ultra-right and
its policies of hatred and massive destruction of human and
natural life.

In this sense, the construction of popular power is not a


secondary task, but the central axis of the struggle. It is
necessary to strengthen the capacity of peoples to govern
themselves , defend their property and resources, their culture
and their territory against external aggression. In Venezuela,
Nicaragua, Cuba, Palestine, the Sahel and other nations and
regions that resist the onslaught of neofascism, we see
examples of how popular organization and active resistance
are the path to true emancipation.

11. Towards an international anti-


fascist solidarity
Fascism and neo-fascism know no borders, so the struggle
against them cannot be limited by them either. International
solidarity is an urgent need in these times of multiple
aggressions. We call for the building of a global network of
solidarity, which unites the struggles of oppressed peoples
in Latin America and the Caribbean, Africa, Asia, and Europe
into a single front against imperialism, fascism, and
neofascism.

We reject international alliances that perpetuate plunder and


domination, and instead promote the

South-South cooperation as a development model based on
justice, equality and self-determination.

We oppose head-on the imperialist mechanisms that use soft-


power strategies – such as those built by the NED – the neo-
fascist deployment of the Atlas Network, the summits of the
CPAC (Conservative Political Action Summit), the Madrid
Forum, and the ultra-Zionist lobbies that try to justify the
genocide on Palestine.

We reaffirm our commitment to building a world where justice,
equality and peace are the fundamental principles that guide
life in society. Anti-fascism is more than a form of resistance; it
is a proposal for a new world and social order, based on
international solidarity , respect for human rights and the
defence of life. We oppose any form of domination that
promotes exploitation, death, hatred and division among peoples
.

We fight for a world where life prevails over corporate interests,


and where human dignity is not a tradable good. We call on the
peoples of the world to organize in defense of the life, peace and
dignity of all human beings and of nature itself. We call on
everyone to join this historic battle, because only through unity
and collective struggle can we eradicate fascism and build the
just society that our peoples deserve.

Organization and
structure
International Coordinating Council
A representative body of delegates, which functions as a
strategic nucleus, which contemplates the expression of all
voices and ensures horizontality in decision-making. This
structure should also facilitate cooperation between social
movements and governments.

Advisory Council
Representation of prominent intellectual and academic
figures in the anti-imperialist struggle who contribute to the
construction of the anti-fascist International from their historical
perspective and strategic vision.

Regional Fronts or Chapters


Organize anti-fascist fronts at the regional level that adapt global
strategies to local realities, respecting the diversity of contexts and
struggles.

Sectoral Fronts or Chapters


Representation of communication sectors, influencers,
intellectuals, academics, unions, representatives of
feminism, environmentalism, youth, indigenous peoples
and others.
Direct Action Committees
Groups dedicated to the organization of actions of struggle
and protest, both in the physical and digital space, to
confront fascism and imperialism wherever it manifests itself.

Articulation
Strategy
International Days of Coordinated Struggle
Establish international days of anti-fascist and anti-
imperialist action that mobilize cultural activities, global
actions, and debates around the world. These days will connect
local and global struggles, promoting the defense of sovereignty
and the self-determination of peoples, creating a space for unity
and visibility of the offensives.

Support for local struggles


To consolidate a network of support for local struggles in
which fascist or imperialist forces are oppressing peoples.
The intervention must be part of a global strategy, providing
logistical, training and media support to strengthen the
offensive and allow coordinated action in multiple territories.

World and regional congresses


Organize international and regional meetings of militants and
activists to discuss strategies, share experiences and strengthen
unity of action. These congresses will become spaces for
collective construction, where viable alternatives to the
system of imperialist domination will be established, with an
emphasis on local and global realities.

Network of networks in the virtual territory


Create a global network that functions as a digital platform or
collaboration hub. This network will provide tools for organizing,
secure communication, and dissemination of educational and
campaign materials. In addition, it will serve to connect anti-
fascist movements, activists and organisations around
the world, facilitating cooperation and the exchange of
experiences.

Global Campaigns and Actions:


Implement global campaigns and actions that make the
struggle against fascism and imperialism visible, using traditional
and digital media. These campaigns must be coordinated to
generate an anti-fascist narrative, creating and disseminating
content that serves both for mobilization in the physical and
digital territory, allowing key messages to be reproduced
uniformly in different contexts.

Communicational guerrilla
To form brigades of digital militancy that confront fascist
propaganda on social networks, combating fake news and
promoting the values of the Antifascist International. These
brigades will work together with the communicational guerrilla
efforts to generate a coordinated offensive in the virtual
territory.

Popular Education and Training of Cadres


Develop an educational program that fosters critical
perspective, political and social awareness, and the
empowerment of communities. Training should focus on
strengthening the capacity for popular organization and
political action against fascism and imperialism, also
incorporating the creation of a virtual university that offers
continuous training for political cadres.

Crisis Intervention
Establish a rapid response mechanism to intervene in crisis
situations where fascist or imperialist forces repress or attack
peoples. This response must include logistical, media and
political support, articulating international solidarity to stop the
advance of fascism in these contexts
