1. Purpose:
The purpose of generating this Work Method Statement is to define the step-by-step procedure
to implement the correct practices for installing Neutral Grounding Resistors. Guidelines are
contained herein so as to ensure that the job execution complies with SEC/NGsa standards and
specification requirements and serves the intended purpose to satisfactory level.
2. Scope:
This Work Method Statement refers to various work procedures contained within project
control documents, which explains and covers the installation of neutral grounding resistors.
3. Reference:
3.1 Scope of Works/Project Technical Specifications (PTS #)
3.2 SEC Standards (Latest Revision): 01-TMSS-01; 57-TMSS-01; and others, as applicable.
3.3 Approved IFC drawings
3.4 Manufacturer drawings, technical data sheets, and installation manual.
4. Responsibilities:

6. Materials:
Neutral grounding resistors and accessories shall be in line with the approved material
submittals, and approved drawings as per the SEC/NGsa standards and specifications.
7.1 Site deliveries should preferably be made only where suitable mechanical handling

8. Work Procedure:
8.1 Submit RFI for SEC/NGsa inspection of the equipment installation. It shall be coordinated
and supervised by the equipment manufacturer witnessing representative throughout the
duration of the activity.
8.2 The entire duration of the installation activity from unpacking of the equipment, for initial
inspection & verification according to Packing List, up to the completion of the installation
shall be under the supervision of the contractor’s Site Engineer and QA/QC Engineer, and
the SEC/NGsa Site Engineer/representative shall witness, as necessary, or if not available,
shall at least be aware of the ongoing activity until completed.
8.3 Ensure that the work area is ready and safe to start the installation of NGR.
8.4 Mark the foundation pad of the NGR as per the approved drawings.
8.5 Lift the NGR by means of mobile crane, boom truck, or forklift of suitable capacity or safe
work load (SWL).
8.6 Place the NGR on the foundation pad or to steel supports, if available, as previously
marked.
8.7 Verify that the NGR’s were we placed in their correct positions and properly aligned.
8.8 Fix with anchor bolts the bottom of the NGR.
8.9 Install all related electrical connections.
8.10 Conduct mechanical check and visual inspection in preparation for testing and
commissioning.
9. Safety Procedure:

9.1 Workers should receive training and be aware of the appropriate safe work procedures
of NGR installation.
9.2 Necessary personal protective equipment (PPE) to be worn while working. Other than
basic PPE, use of related safety paraphernalia, as necessary, during installation as
applicable in the work area shall be applied.
9.3 Keep the work area clear and dust-free during and after installation.
9.4 Keep hand tools and power tools in a safe and accessible area while working.
9.5 Ensure there is adequate lighting in the work area.
9.6 Ensure safe lifting and shifting and its related hazards and risks shall be applied through
the deployment of certified rigger / signalman and equipment/machine operator.
9.7 Ensure service/work areas are provided with barricades, warning tapes, safety nets and
warning signages.
9.8 All required permit/s to work (if applicable) are obtained before starting work.
9.9 Emergency response plan and procedure is developed and established as per the site
conditions during the execution of activity.
9.10 First aid and fire extinguishers must be available at the site.
