SUBJECT: Implementation of Strengthened Accountability and Performance Standards within
the Philippine National Police

1. Background:

The undersigned of the DILG pledges to increase public confidence and professionalism in the
PNP; this memorandum directs the execution of crucial actions meant to guarantee discipline,
accountability, and the efficient provision of police services.

2. Guidelines:

a. Mandatory Submission of Accomplishment Reports: Monthly operational and


administrative performance reports must be submitted by all PNP offices in order to
maintain transparency and ensure alignment with national goals.

b. Zero-Tolerance Policy on Corruption: Investigations into complaints of corruption


or misconduct must be conducted right away, and these issues must be resolved
through accountability, preventive measures, and prompt investigation and resolution.
These will be implemented at all levels.
c. Enhanced Community Engagement: Regular community consultations and
meetings will be held to improve crime prevention tactics, fortify partnerships, and
uphold law and order.
d. Mental Health and Wellness Program: To ensure their safety, all PNP employees
should be required to undergo health examinations and counseling services.
e. Training and Development: Every regional office is required to hold training
sessions every three months that cover human rights, ethics, and contemporary policing
methods.

3. Monitoring and Evaluation:


Regional Directors must follow this directive's instructions and provide the DILG with a monthly
consolidated evaluation report by the tenth of the same month, at the latest. Administrative
action will be taken to address noncompliance.

4. Effectivity:
When this memorandum is issued, it becomes operative. When properly observed, it will
promote professionalism, openness, and superior service delivery.
