Fire Watch Training: Safety start with an “S”, but begin with you.

 All these years, S’pore has no safety culture so WSHA was developed in 03/06

 Exxon has a vision that this project can be completed without anyone getting hurt or killed
 Tough challenge but no-one should underestimate EM. We believe that the contractors can and will achieve that
target.

Introduction: The term "Fire Watch" is used to describe a dedicated person or persons whose sole responsibility is to
look for fires during Hot Work.
Objective
One or more persons must act as a fire watch whenever work involving “spark travel” is performed in any Hot Work.
Exception: A fire watch is not required when doing Hot Work in a designated area. (Permit free area)
• Responsibilities
• Know the hazards at work area.
• Alert other workers in the area if a spark or flame escapes.
• Stop the job when a spark or flame escapes from fire blanket arrangement.
• To fight small fire only.
• Call for help during emergency.
• Continuous monitoring for spark/flame.
• No other duties while Hot Work is in progress.
TRANIER NOTES:
• Three factors are required for fire: something that will burn (fuel) , oxygen ( almost always present in air) and enough
heat to start combustion ( an ignition source) . If one corner missing, the fire will fail to occur.
• Oxygen
• Enriched air contains more oxygen, increasing the fire danger. In confined space, it is hard to remove oxygen.
Purging with inert gas displace air and remove oxygen, but eliminated breathing air and leads to the required use of
air –supplying respirators. The oxygen corner of fire triangle is not the easiest one to eliminate from confined space.
• Ignition Source
• Sparks, hot environment and machinery, welding and cutting, open flames, heat from chemical reaction, radios, lights
with no IS can all serves as ignition source.
• Fuel
• Gases released form solids and liquids at certain temperature above flash point. ( Note : flashpoint is the temperature
at which a liquid gives off enough vapors to supports fire). Prevent evaporation from liquid containers by keeping them
sealed, or remove gases from confined space prior to entry. Use only inert gases to purge a space before entry.
Prevent built up of flammable materials and trash inside the space.

Hot Work: Any work that involves ignition sources. Welding & Burning, Drilling, Electrical equipment
Welding, Cutting, Grinding. Surrounded by fire resistant tarpaulin to contain sparks and molten metals
• The most important cause of fire during construction operations are the use of open flame cutting, welding, and
soldering equipment.
• Cutting and welding in work site should be conducted with adequate supervision.
• Fire watches and emergency fire protection apparatus should be ready to assure that sparks or drops of hot metal do
not start fires.
Requirements
• Fire Extinguishers (9kg), Fire Hoses and Nozzles, Fire blankets, Fire Watch Vest, Whistle, Sewer covers,
Barricade tape and warning signs, Industrial water hoses (Get permission from operation).
WHAT FIRE WATCH DOES?
Before Hot Work
• Stand by the fire extinguisher, quantities are depending on the distance.
• Cover fire blanket around the Hot Work and operational valves such as MOV.
• No opening of process equipment within 15m from Hot Work. (e.g. break flange)
• If Hot Work releases sparks, open flame or hot surface,
 Connect fire hose to hydrant
 Pressurized the hose and fully close the valve
 Blocked off at the nozzle and hydrant
 Get ready to use by operation during emergency
• Use gas meter to check for flammable/gas.
• Spray with water on the working ground and Fire Blanket.
• Cover all sewer within 10m with sewer cover.
• Barricade the area with warning signs.
• Make sure approved Hot Work permit is available.
• Make sure work area free from any flammable materials.
During Hot Work
 If any spark or flame escapes from the fire blanket arrangement,
 Blow the whistle to stop work.
 Adjust the fire blanket to cover up again.
 If Fire Watch need any break, inform supervisor to prepare a replacement.
 During welding, cutting or grinding, surround the work site with fire resistant or flame retarding tarpaulin to contain
sparks and molten metals.
 Mobile eqpt. such as welding sets and generators should be away from oil sewer and not inside the process unit.
 Fire watch closely monitor the work for probable fires.
 If fire break out, Fight the small fire with fire extinguisher. Stop work and contact operation immediately.
During and after the Break
 Before go for break, remove a corner of sewer cover to prevent flooding in case of raining.
 After the break, check all the required equipments.
 All the works cannot be delayed for more than 3 hrs or permit will deemed to be invalid. (supervisor need to ask
operation to conduct retest)
 Re-wet the floor if necessary.
After the Hot Work
• Remove all the sewer covers and barricades.
• Remove gas cylinder from process unit at the end of the work day.
• Conduct a thorough inspection of the hazardous area before terminating the watch.
• Maintain good housekeeping.
FIRE EXTINGUISHER: CHECK FOR: PRESSURE INDICATOR, SAFETY PIN. NEXT SERVICE DATE
Do not use “red color” Fire Extinguishers, hanged on site those are belong to Fire & Security for emergency.
Only use fire extinguisher to fight recipient fire.
Remain 10 meters away ----- Pull the pin, Aim low, Squeeze the lever, Sweep side-to-side
--- While approaching the fire
Never fight a fire: * If the fire is spreading beyond control. * If you don’t have adequate firefighting equipment. * If your
escape path could become blocked. * Only when you are confidence
Fire, Activate alarm, Notify operation:
Fight a fire
* Small fire. * When you have adequate firefighting equipment. * When your escape path are clear. * Activate the alarm
(e.g. by whistle). * Notify the operation personal
Summary: * Know the role of Fire Watch.
Know what to do before, during and after hot work.
Know what to do during break.
Know what to look for to avoid fire.
