HEALTH
CHN2
At the end of this unit, students are
expected to:

1. Discuss the quality of good eHealth data.

2. Differentiate the different eHealth
Projects already existing in the Philippines.
3. Synthesize the roles of Public health
Nurse in eHealth implementation in
community setting.
Definition of eHealth?
01 02

use of ICT for Recognized by WHO as

cost-effective way of
health using ICT in : health care
services, health
surveillance, health
literature, health
education
& research.
Power of
data &
information
1. Continuity of
interoperability of
care stops in 2. Illegible
unlikely event handwriting
that record gets poses
misplaced. misinterpretation
of data
3. Patient
privacy is
compromised
4. Data are
difficult to 5. Actual time
aggregate. for patient care
gets limited
eHealth Situations in
the Philippines:
01 ✓2001, 2.5% had internet access
in 10 yrs, to 29% cellphone rate of
80%, 73 M subscribers (2009)

Ranked 1st in SMS use worldwide

02
• Two Main Challenges Of Today’s Health
System:

1)Access to health care services

2)Access to real time information for
decision making.
o 70% population in rural - no or limited access to
03 quality inpatient /outpatient care services.

Health demographics - segmented distribution

of health facilities, healthcare providers.

Only 13% healthcare providers, 40% tertiary

hospitals - situated in non-urban areas; average
travel to local health facility is 39 minutes
• Mobile technologies & availability of internet services
04 in country, DOH introduced health information
systems.
Aim: improve access of health data.
Ex:
eFHSIS
Online National Electronic Injury Surveillance System (ONEISS)
Philippine Health Atlas
United Health Management Information System
.

USING eHEALTH
IN THE
COMMUNITY
Universal
Health Care
and ICT
• Known as the KP or Kalusugang
Pangkalahatan aims to attain
efficiency by using IT in all agencies
Universal of health care

Health Care • Three priority health directions of KP

and ICT are 1) Financial risk protection
• 2) Improved access to quality
hospital and health care facility
• 3) Attainment of health related MDG
Telemedicine
● One of the five goals of the
DOH’s National eHealth
Strategic Framework for 2010
– 2016 is to capitalize on ICT.
Telemedicine
● Aimed to provide better health
services to geographically
isolated and disadvantaged
areas (GIDAs).
4 elements of telemedicine (WHO)
2. Overcome
1. Purpose is geographical
provide barriers, connect
clinical users not in same
support physical location

3. Involves use 4. Goal is to

of various types improve health
of ICT outcomes.
Electronic
Medical Record
(EMR)
• collection of medical
information about a person
that is stored on a
Electronic Medical Record computer
(EMR)

• EMR replaces the paper

version of a patient’s
medical history
eLearning
● The use of electronic tools to
aid in teaching.
eLearning ● Can be done synchronously,
asynchronously, or in a
combination of both.

GOOD DATA
QUALITIES
1. Accuracy

documentation reflects
event as it happened. computer can be
instructed to check fields
for validity. Alert user to
potential data collection
error
2. Accessibility

ascertains data availability

should patient or any health
care staff needs it.
3. Comprehensiveness

Data inputted should be complete.

Making sure all required fields in
patient’s record properly filled up.
4. Consistency/Reliability

no discrepancies in
data recorded
makes it consistent.
5. Currency 6. Definition
All data must be up-to- Data properly labelled &
date & timely. CH Nurse clearly defined. Ex: 36
records data at point-of-
is just an ordinary
care or when it
happened number unless it is
labelled as an age of a
person.
Roles of
Community
Health Nurses in
eHealth
1. Data & records manager

• Monitors trend of diseases through

EMR, for targeted interventions for
health promotion, disease prevention
curative services, or rehab.
• Quality of data in EMRs maintained,
sure everything is up-to-date.
2. Change Agent

Working closely with community & implementing

eHealth with them and not for them.
Collaborate with leaders, policy makers, stakeholders
other community health professionals to determine
knowledge & awareness on eHealth & appropriate ICT
tools.
Build baseline eHealth knowledge & help develop
appropriate eHealth tools for community.
3. Educator

Provide health education to indv &

families through ICT tools, participate on
making eLearning videos on a specific
disease - patients watch during waiting
time at health center.
4. Telepresenter

When pt. needs to refer to remote medical

specialist through telemedicine, nurses function
as Telepresenter.
i.e., nurse present patient’s case to remote
medical specialist.
5. Client Advocate

safeguard patient records, ensure

confidentiality & privacy of pt
info. are being upheld.
6. Researcher

identify points for research & develop

framework, based on data aggregated by
system; pursues continued nursing
informatics
educ., with goal of developing research
framework.
FACTORS AFFECTING
EHEALTH IN THE COUNTRY
FACTORS AFFECTING EHEALTH IN THE COUNTRY

1. Limited Health Budget

2. Emergence of Free & Open Source

Software
"open source" makes source code free,
available for everyone, cuts cost in
developing software
FACTORS AFFECTING EHEALTH IN THE COUNTRY

3. Decentralized government
Diverse & unrelated eHealth projects all
over country. Needs to connect with
each other, having EMR system for all
health centers
FACTORS AFFECTING EHEALTH IN THE COUNTRY

4. Target Users are Unfamiliar with

Technology
Requires training of personnel on basic
computer skills, use of software &
maintenance of equipment
Limited Health Budget
FACTORS AFFECTING EHEALTH IN THE COUNTRY

5) Surplus of "Digital Native" Registered Nurses

"Digital Nurses" is a person who grew up & is
famililar with digital technologies ( Prensky,
2001)
RN Heals (Registered Nurses for
Enhancement & Local Systems) provide
nurses in a underserved, remote area for one
year.
