General Information
The Enhanced Terminal Voice Switch (ETVS) is a software configurable modular voice
switching system. The ETVS switches both voice and radio traffic between operator positions
and ground/landline termination equipment. The Supervisor Configuration Terminal (SCT)
provides the person-to-machine interface necessary to program the ETVS system. The SCT is
used in daily activities to reconfigure the system during normal daily operations. One SCT in
the system assumes the gateway function, and an additional SCT, typically located in the ETVS
Central Rack, is used as a systems maintenance and troubleshooting tool for both hardware
and software. Detailed information pertaining to the ETVS central rack system hardware,
peripherals, and operation can be found in TI 6650.53A and DoD Supplement to Technical
Instruction Book – Volume I, Enhanced Terminal Voice Switch (ETVS).
The ETVS is a digital voice communication system used in the air traffic control tower (ATCT)
and the terminal radar approach control (TRACON) environment. Its primary purpose is to
provide air traffic controllers the ability to communicate with commercial or general aviation
pilots and coordinate handoff procedures to the air route traffic control center (ARTCC) within
the National Airspace System (NAS). The ETVS is a non-blocking, fully integrated, digital voice
communications system. System design allows operators to communicate with each other and
establish communications between the radio, telephone, and interphone (intercom) voice
circuits to the system. A functional block diagram of the ETVS is shown in figure 1-1.

1.2 Scope.
This technical instruction book is a user’s guide, which provides the information necessary for
the user to operate the supervisor configuration terminal (SCT) to configure the ETVS system.
Section 1 contains a general description of the Configuration Control and Monitoring Subsystem
(CCMS), a discussion of the SCT and its capabilities, and an overview of system password
security.
Section 2 contains a detailed description of the SCT application software for the ETVS System.
Each CCMS component connecting to the router has a unique internet protocol (IP) address for
identification on the LAN. The IP addressing is as follows:
Router 192.168.1.1
Remote router 192.168.1.2
Gateway SCT 192.168.1.90*
Remote SCT 192.168.1.150**
RS-232/Ethernet converter (Nport) 192.168.1.50
Acromag unit (remote end) 192.168.1.60
Acromag unit (local end) 192.168.1.61
Additional SCT(s) in the network are given a dynamic IP address, assigned by the router
* There is only one SCT in the system that performs the gateway function.
** There is only one SCT in the system that interfaces to the remote system alarm panel
through the remote Acromag unit and it is designated as the Remote SCT.
The following paragraphs describe the components of the CCMS and their interrelationships.
The ETVS consists of many interrelated devices that must be configured before they can be
used in the system. The SCT application software allows the ETVS system user to configure
and implement changes to the system based on the system configuration requirements. The
system configuration files are created at the SCT and reside on the hard drive of the particular
SCT that performs the gateway function. Each system has only one SCT that performs the
gateway function. Users can customize system operational functions and characteristics, the
changes will then take effect after the configuration files are uploaded to the switching system
by sending a global map and are enabled at the operator positions. Configuration data can be
sent to multiple devices using a global map or to an individual operator position using a local
map. The SCTs will additionally monitor the ETVS and provide audible alarms when system
faults occur.
1-3
TI 6650.54B 09/24/2007
If a system has multiplexing equipment and/or a remote power rack, one SCT at the remote end
is configured as a Remote SCT and is used to report the status of the Remote System Alarm
Panel (SAP) and multiplexing equipment (if any). Only one Remote SCT is allowed in the
system.
A unique SCT in the system performs a gateway function. These functions include:
1. Storage of current system configuration files.
2. Storage of all map files.
3. Storage of maintenance log information.
The application software will also allow the SCT to be modified. Modification includes SCT
timed logout, background image, status bar icon display customization, Remote SCT
configuration, and SCT audible alarm tone duration and frequency.
1.3.2 Router.
The router serves as a hub for the 10/100BaseT LAN. It routes data to/from the components on
the LAN, as well as makes dynamic IP address assignments to all SCTs in the system that are
not performing the gateway or remote function.
The RS-232/Ethernet converter (Nport) converts the Ethernet signal from the LAN to serial data
going to/from the High Speed Serial interface in the ETVS central rack.
The High Speed Serial Interface is the interface to the redundant A/B busses in the ETVS
central rack.

2.3.4.3.6 Diagnostics.
These dialog boxes allow the user to perform maintenance and test functions on a selected
position from the maintenance position. The devices being monitored or looped must be in
maintenance busy mode. Maintenance busy is a device option allowing a device to be
reconfigured at the SCT. A device placed in maintenance busy mode can be tested and/or
reconfigured by maintenance personnel without affecting the other on-line devices. If the SCT
sends a global map, only the on-line devices will receive the map. It is recommended that a
position not be used if in maintenance busy mode. To place a device in this mode, the user
goes to the Main Selection Menu and selects configure-devices-cardcage-slot. The options for
the Class field are Online, Maintenance Busy, and Off Line. Click on Maintenance Busy
and then click on OK to save the new configuration and to close the Device dialog box. Exit the
Configure menu (do not send a global map), and proceed to the Diagnostics menu.
There are two types of tests: Monitoring and Loop Back. The Monitoring test allows the
maintenance position to monitor audio from a Tested Position. The Loop Back test allows the
maintenance position to send a tone from the maintenance position through selected paths of a
Tested position and back to the maintenance position, testing the audio path and circuitry.

Maintenance Busy Maintenance busy is a device option (set via the SCT application
program) which allows a device to be reconfigured. A device
placed in maintenance busy mode can be tested and/or
reconfigured by maintenance personnel without affecting the other
on-line devices. If a global map is sent, only the on-line devices
will receive the map. If a maintenance user sends a local map, it
can only be sent to a device in the maintenance busy mode In
addition to reconfiguration capabilities, maintenance busy allows
maintenance personnel to perform monitoring and loop back
testing from a maintenance position to an operator position as
configured in the SCT.
Map A map defines the function of the keys at a position. A map can
be shared by many positions at the same time.

B.1.1 Introduction.
This document provides the user’s interface information for a Request/Acknowledge Unit (RAU)
and Single Button Crash Alarm (SBCA) in the Enhanced Terminal Voice Switch (ETVS) using
Supervisor Configuration terminal (SCT) software.
B.1.2 Background.
The United States Air Force (USAF) requires direct communications between selected radar
approach control (RAPCON) positions and selected local control positions in the tower. These
communications can consist of voice and visual signal coordination. Voice communications are
provided on an on-demand basis that instantaneously connects selected users without
interfering with other ongoing operations. Visual signals are provided to allow selected users in
the RAPCON and tower to coordinate the aircraft approach and landing without the use of voice
and without interfering with other ongoing operations. This audible and visual coordination
function is currently performed in USAF systems by a subsystem known as the Request
Acknowledge Unit (RAU).
Also, the USAF prefers to have a button which is visible on the position Touch Entry Displays
(TED) at all times regardless of which direct access (DA) page is currently displayed to provide
a multi-party conference for emergency situations. This feature is referred to as the Single
Button Crash Alarm (SBCA).
The RAU and SBCA functions can be fully integrated into the existing ETVS system by
implementing the hardware and software modifications described in this document. These
push-to-talk (PTT)/shout, Light Coordination System (LCS) and SBCA functions have been
added to the ETVS baseline and are available to any Department of Defense (DoD) site
installation, as ordered by the Government.
B.1.3 Scope.
This appendix contains the detailed information for the users to configure, operate and monitor
an RAU and SBCA in the ETVS system using SCT software.

The ETVS RAU and SBCA use networked computers called SCTs for the following reasons:
The new functions for the RAU and SBCA have been added to the existing SCT design
including the new edit screens for naming the logical connections and button selectors.
Positions will be configured through class marking or other means to identify them as RAU
positions. The keys will be defined through typical key-editing menus. Any new button labels
will be programmed via the appropriate editors within the SCT design.
The SCT also provides alarm-reporting functions. The new MTED and RAU CCA have been
designed so their status can be monitored and reported along with the rest of the existing
position modules.
The RAU and SBCA functions can be enabled or disabled through the SCT for an RAU position.
The RAU light coordination function provides a means for two RAPCON RAU and tower RAU
operators to communicate the status of an incoming flight through the use of visual indicators
without requiring additional voice contact.
The RAPCON RAU page displays seven light coordination buttons for visual signal
communications between RAU RAPCON and RAU tower positions as shown in figures B.2-1,
B.2-2 and B.2-3. Each light coordination button is color coded in white, yellow, green or red.
An active (flashing or steady-on) white button indicates the aircraft is fifteen miles from the end
of the runway. An active yellow button indicates the aircraft is seven miles from the end of the
runway. An active green button indicates the aircraft is four miles from the end of the runway
and is on final approach. An active red button indicates a priority or emergency. When two
aircraft are the same distance from the end of the runway, one of them will be designated as
primary and the other is secondary. The light coordination system shall consist of two columns
of colored selectors (Refer to figures B.2-1, B.2-2 and B.2-3). The column on the left,
representing the primary aircraft, shall contain, from bottom to top, primary white, yellow, and
green range lights, along with a red priority (emergency) indicator light. The column on the
right, representing the secondary aircraft, shall contain, from bottom to top, secondary white,
yellow, and green range lights.

SBCA 3K ASU CCA and each dual phone agency requires two SBCA 3K ASU CCAs.
In order for the software to recognize a single phone SBCA agency or a dual
phone SBCA agency:
1. For a single phone agency, the SBCA 3K ASU CCA must be inserted in an ODD
numbered slot (slot number 1,3,5,…) of a FIRST phone cage of a phone card cage pair.
Note that the slot number is marked on the phone cage.
2. For a single phone agency, the EVEN numbered slot that is adjacent to the crash phone
SBCA 3K ASU CCA must be left blank.
3. For a dual phone agency, the SBCA 3K ASU CCAs must be inserted in the FIRST
phone card cage of a phone card cage pair.
4. For a dual phone agency, the SBCA 3K ASU CCA for the first member must be inserted
in an odd numbered slot and the SBCA 3K ASU CCA for the second member must be
inserted in an even slot (slot number 2, 4, 6), adjacent and to the right of the SBCA 3K
ASU CCA of the first member.
5. The first and second members of a dual phone agency must have consecutive channel
numbers.

Appendix B
6. If a SBCA 3K ASU CCA in an odd numbered slot goes bad then the SBCA 3K ASU CCA
in the even numbered slot will not work. The SBCA 3K ASU CCA in the even numbered
slot might need to be moved to the odd numbered slot until the replacement for the bad
SBCA 3K ASU CCA becomes available.
7. Slot 15 of a phone card cage can’t be used for the SBCA application.
2. After the SBCA button is activated, all SBCA 3K ASU CCAs and positions configured in
the preset conference will begin to ring or chime. An SBCA indicator, a green bar on the
SBCA button, will activate in a steady state and ring back will be presented to the calling
operator.
3. When an agency is called, the position displays an indication (a green bar in a steady
state) and each phone rings.
4. When an agency answers, the answered phone connects to the position and an
indication (a green bar in a flutter state) is provided at the position.
5. An unanswered phone will continue to ring until the phone is off the hook or the
conference is disconnected.
6. The position indication of the first member is the only position indication displayed on the
TED screen for the dual phone agency.
7. For a dual phone agency, after the first phone answers the call, the unanswered second
phone will stop ringing and the unanswered phone can join the conference by going off
hook, either phone can join or disconnect by going off hook or hang up as long as one
phone remains in the conference, and the position indication remains the same whether
there are one or two phones connected.
8. After the first distant end answers the call or upon a third selection of the SBCA button
(the SBCA indicator will change to a flutter state), the ring back call progress tone will be
removed, but the unanswered conference parties will continue to ring or chime.
9. Individual users may disconnect from the conference by pressing the REL key or
another IC or IP selector on the TED screen.
10. The crash originator can terminate a conference call by pressing the REL key or the
CONF key on the TED screen. All parties will be disconnected upon termination by
originator and the indicators will return to the normal idle states.
12. All parties can hear each other when a conference is established.

13. The conference notification tone (zip-zip) will be heard by the crash originator only when
any of the single phone agencies at distance end answers the crash. This zip-zip tone
will not be heard by the crash originator if any of the dual phone agencies at the distant
end answers the crash.
14. Agency phones cannot communicate with each other unless a conference is initiated by
the tower position.
15. A single phone agency can expand to a dual phone agency with additional hardware.
16. When a dual phone agency only has one phone connected, it will act as if it were a
single phone agency.
