In the future, buildings will be built underground for the sake of space and low energy cost. In
Singapore, a series of extended tunnels are being constructed to create subways, huge shopping
centres, warehouses and offices. Even bus terminals are going below street level. This way, the
land above can be freed up for housing, community uses and greenery.
Rising population adds realistic demands for more underground space development. With the
expected population of 7 million by 2030, Singapore has invested 118 millions of dollars in
underground technology research and development. It also has reformed the land laws so
homeowners can own the underground space to their basements and the deeper land can be used
by the government. Recently, it has built the most advanced deep tunnel water treatment plant
which can turn 176 million gallons of used water a day.

8
In Scandinavia, where land is plentiful, moving underground is for the reason of climate.
Extremely cold winters would no longer be important when people in Helsinki go down.
Warmth under the ground helps warm up water so they can take a dip in the environmentally-
friendly heated pools. Earthquakes would be only about one-fifth as damaging below the
ground. Besides, the basement resource can be used to create pedestrian networks to limit
uncomfortable travel and reduce traffic congestion.
The coming cities even have underground farms where agricultural products are made under
high-efficiency LED lights, directly beneath homes and offices. Fruits and vegetables become
more organic because beneath the earth, most pests are not trouble and as a certain result, pest
resistance is redundant.
Question 1. In Singapore, the increasing use of the space beneath saves the above ground for

This year, the rainy season arrived earlier than usual, bringing higher volumes of rainfall.
Compared to the same period last year, the amount of rainfall in both the southwest and
southeast regions has increased by 50-130%, with Soc Trang Province experiencing an
alarming increase of 247%. In the Central Highlands, rainfall has risen by 60-70%.
According to Le Dinh Quyet, an official at the Hydro Meteorological Observatory's southern
office, the recent storm, Doksuri, has intensified the southwest monsoon, leading to unusually
heavy rainfall in the southern region of Vietnam. This increase in rainfall is a result of the
southwest winds blowing from the Bay of Bengal towards the mainland. The southwest region,
being the first to receive this moisture-laden wind, has experienced significant rainfall.
In late July, the Bay of Bengal experienced a tropical storm that caused the southwest
monsoon to blow even stronger towards the mainland. The impact of storm Doksuri further
intensified the monsoon.
Similarly, storm Talim in mid-July had also contributed to heavy rains and strong winds in Ho

In 1960, Americans spent 10% of their healthcare dollar on medicines. Most of the
money came from their own pockets, and was spent on drugs that largely treated infections
heart disease, arthritis and depression. Beyond that, there was little that science could offer.
Today, the range of diseases for which medical research has some partial treatment is vast.
Despite this, and the double digit increase in drug spending - 75%-90% of which is paid for by
insurance companies - prescription drugs now account for 9% of total health expenditures.
Similarly, claims by insurers and corporations - that drug costs are driving insurance
costs up in general - are overstated. According to health analyst J.D. Kleinke, since pharmacy
costs represent only 9% of all spending, even increases of 20% could not be responsible for
insurance premium increases of 10%-15% over the last two years: Premiums have been
increasing far out of proportion to increasing total medical costs over the past three years.
The fact is we should spend more on newer, more expensive medicines because they are
worth the investment. Medical innovation creates what Harvard economist David Cutler calls
health capital — the ability of people to stay well early and consistently throughout their lives,
and remain that way at an increasingly older age. In fact, under the most conservative
assumption, the U.S would have needed only about 30% of the improvement in medical
progress over the period in time. In the case of congestive heart failure, Mr. Cutler found that
increased consumption of new and more expensive drugs and other innovative technologies
generated longer life, more productivity and lower health costs that offset the cost of their
development and consumption.
