ABSTRACT

Roads are one of the main means of transport worldwide. When using the

roads there are certain rules and regulations to be observed. Failure to


observe these

regulations can land one in jail, life sentence, death or disabled for the rest of
their

life. Some people fail to observe the rules, and they end up committing
traffic

offense. The main objective of this project for the better performance of
Traffic

Offense Reporting services and to manage that services through


computerized

system.

“Traffic Offense Reporting” comprises of a web application that aims at

helping the public to report traffic offenses easily. The application will also

contain the road traffic act which helps the drivers/ public know their rights

and the procedures they are supposed to follow, once caught with a traffic
offense.

Additionally, it seeks to reduce corruption through the introduction of an


online

payment system where the offenders will pay their fines or bails. It mainly
contains

four actors.

 Admin
 Officers
 Users
 Offender
CHAPTER ONE
1.1. INTROEDUCTION
1.1. 1. PROJECT OVERVIEW
The actual strength of this project lies not merely in regulating traffic laws
and offences,

but also, in developing deeper bonds with users and providing a high
standard of service and support. A software program called the Online Traffic
Offense Reporting System

Project eliminates the need for additional human record-keeping and


report-generating hours.

This website maintains the data in a central location that is simultaneously


accessible to all users. It oversees the database's historical data. New things
that are included in this project are that the public also have access to the
web where he/she can view all the services such as reporting offense, rules,
offense and fines. The admin can access and manage all the data and
features of the project while the Staff has only limited access. This system
stores the list of traffic offenses and along with this data is the fine or penalty
rate in each of these. This project has a user side where he/she can view and
register the complaints. The admin can also add the officers if he/she wants.
It is a State based Traffic offence reporting system.

1.1.2. PROJECT SPECIFICATION


The proposed system is a website on which users can report offense online.
Also, that the

Users can see the rules and offense details by accessing websites.

The system includes 4 actors. They are:

 Admin:

Overall control of the system.


 Officers:

Control over application.

 Users:

View services and can make an information request according to their


needs.

Can report Traffic Offense and its related documents.

 Offender:

Payment of committed offence and vice committed offence list.

1.2. BACKGROUND
In recent years, Mizan-Aman has experienced significant growth in vehicle
ownership due to urbanization and economic development. This surge has
led to an increase in traffic violations, creating a pressing need for an
efficient system to manage and collect traffic fines. Traditionally, the process
of paying fines has been cumbersome, often requiring individuals to visit
traffic offices, endure long queues, and navigate complex bureaucratic
procedures. This not only wastes time but also discourages compliance,
leading to a backlog of unpaid fines and a loss of revenue for the
government.

The challenges associated with the current system are multifaceted. Many
citizens, particularly those in rural areas, face accessibility issues when
attempting to settle their fines, resulting in frustration and confusion.
Additionally, the lack of transparency in the fine collection process can lead
to misunderstandings regarding the amounts owed and the status of
payments. Consequently, the government misses out on substantial revenue
that could be reinvested into public services and infrastructure
improvements.
Recognizing these challenges, there is a critical need for a modernized
approach to traffic fine management that leverages technology to enhance
efficiency and user experience. An online traffic fine payment system would
provide a convenient platform for citizens to pay their fines from anywhere at
any time, thereby reducing the administrative burden on traffic authorities.
By integrating secure payment methods and offering features such as fine
lookup, notifications, and user accounts, the system would promote
transparency and encourage compliance with traffic laws.

Moreover, this initiative aligns with global trends towards digital governance
and citizen engagement, which are essential for fostering trust between the
government and its citizens. By making the payment process more
accessible and straightforward, the online system has the potential to
transform traffic management in Mizan-Aman, ultimately leading to safer
roads and improved public safety. Through this project, Mizan-Aman can take
significant strides towards modernizing its administrative processes while
enhancing overall road safety and compliance with traffic regulations.

1.3. EXISTING SYSTEM


Existing system is not a fully automated system. The existing system has
the

disadvantages such as time consuming and expensive.

It is necessary to modify the existing system to include additional


information and

make the system efficient, flexible and secure. Using the new system
customers can view

all information related to traffic offense and can report offense.


1.3.1. DRAWBACKS OF EXISTING SYSTEM
 No proper online management of system

 Human effort is needed.

 It is difficult to maintain important information in books.

 There is no automated report generation.

 Lack of validations.

 No proper Data collection and processing

1.4. STATEMENTS OF THE PROBLEM


Currently, most traffic management systems in our country are done with
manual record keeping. traditional information sharing and implementing
tasks. In Mizan-Aman Traffic management system is done in manual system.

Relating to this manual working process, the system faces many problems.

Some of the problems identified to be addressed by our study in the existing


system are:

 The traffic police cannot know if the driver is the first time or done the
fouls before this.
 The traffic police officer cannot easily check whether the driver's
license is valid or not.
 People cannot make a flagellation/nomination.
 The traffic police cannot know if the car is done a foul or not.
 People cannot know if the car is done a foul or not.
 The people and traffic policemen can't know the position of the car, if
the car is done. foul/mistake.
 The record can be thrown out.
 Low data handling and security.
 Traffic police must report the incident directly to the administrator.
 It is difficult to handle when drivers make mistakes and escape and
change their work area.
 The lack of communication and exchange of information is as much as
possible at the.
 fastest growing sites and defenders.
 Time duration.
 When the people point it out.
 When Duration of the Traffic Police Report.
 Previously registered information about an accident history is difficult
to obtain.

1.5. OBJECTIVE OF THE PROJECT

To create a user-friendly online platform that enables individuals to efficiently
pay their traffic fines, thereby enhancing compliance, reducing
administrative burdens, and improving overall traffic management.

To achieve this, several specific objectives have been identified. First, the
system will be designed to be mobile-responsive, allowing users to access it
from any device, ensuring accessibility for all. It will integrate multiple
payment options, including credit/debit cards, digital wallets, and bank
transfers, providing users with the flexibility they need when settling fines.

Real-time processing capabilities will be implemented to ensure that the


status of fines is updated immediately upon payment completion, enhancing
user experience. A secure user authentication process will protect sensitive
information and prevent unauthorized access. Additionally, an automated
notification system will alert users about outstanding fines, payment
confirmations, and deadlines via email or SMS, keeping them informed
throughout the process.

To support authorities in managing the system effectively, a reporting feature


will track payment statistics, outstanding fines, and user engagement
metrics. The system will also include an integrated customer support feature,
such as chat or FAQs, to assist users with any inquiries related to payments.
Furthermore, a feedback mechanism will be incorporated to allow users to
share their experiences and suggestions for improvement. Lastly,
educational resources on traffic laws and penalties will be provided to raise
awareness and encourage compliance among users. Through these targeted
objectives, the online traffic fine payment system aims to create a
streamlined and effective solution for both users and authorities.

1.6. SCOPE AND LIMITATION:


1.6.1 SCOPE
The scope of the Online Traffic Fine Payment System encompasses the
development and implementation of a digital platform that enables users to
efficiently pay traffic fines online. This system aims to streamline the process
of fine payment by providing a user-friendly interface accessible via web
applications. It will cater to various stakeholders, including traffic authorities,
financial institutions, and the public. Key functionalities include user
registration, fine lookup, secure payment processing, and receipt generation.
The system will integrate with existing traffic management databases to
ensure real-time updates and accuracy of fine information. Additionally, it
will support multiple payment methods, enhancing convenience for users.
The project will focus on ensuring data security and privacy, complying with
relevant legal and regulatory standards.
1.6.2. LIMITATION
Despite its comprehensive scope, the Online Traffic Fine Payment System has
certain limitations. Initially, the system will be deployed in a limited
geographical area, restricting its accessibility to users outside Mizan-Aman.
The integration with existing traffic management systems may face
challenges due to varying data formats and legacy systems, potentially
affecting real-time updates. Furthermore, the system's performance is
contingent on internet connectivity, which may pose issues in areas with
poor network infrastructure. While efforts will be made to support multiple
payment methods, For the initial launch, payments will be processed in
Ethiopian Birr only. Support for additional currencies will be considered in
future development phases. Additionally, the system's reliance on digital
literacy means that individuals unfamiliar with online platforms may require
additional support to utilize the service effectively.

1.7. METHODOLOGY AND DEVELOPMENT TOOLS


1.7.1. DATA COLLECTION
Interviewing: to understand briefly which problems are available in the
current system

important questions raised while interviewing. We are interviewed with


several stockholders such as traffic management Dispatcher, Traffic Police.
They side that the current system is working hardly to manage traffic
management, but due to the reason of manual style or non-computerized
way of working, there are many problems like file lost, hard to retrieve the
document and soon.

Observation: In our observation process we have tried to investigate the


information by

making our selves participant in the process and observation also help us to
relate information obtained from interviewee by looking to the reality of the
Traffic management's current management system and working process from
Mizan-Aman traffic administrative office. In existing system, we observed
directly many problems such as; the customers are wasted the time by
keeping the order of service to report and get service, when record officer
search file it takes more times. So, we must solve this and similar problems
of existing system.

Document Analysis: The project team have looked and referred at


available relevant literature to obtain facts and data regarding to the specific
subject matter of Traffic Management System. We have read written
document that the office manager gives us like, forms, reports, general
working overview descriptor documents (working guidelines) and online
documents. We have read document about rule and regulation of traffic
based

The V-shaped model is a structured approach that emphasizes verification

collected. This includes user interface requirements, payment
processing, and security features.
 System Design: Develop a system architecture that outlines the
components and their interactions. Use tools like flowcharts and UML
diagrams.
 Module Design: Break down the system into smaller modules, such as
user authentication, fine calculation, and payment processing.
 Coding: Implement the design using development tools like VS Code,
HTML, CSS, JavaScript, PHP, and MySQL. Ensure code quality through
peer reviews and testing.
 Testing: Conduct unit testing for individual modules, integration testing
for combined modules, and system testing for the entire application.
 Deployment: Deploy the system in a live environment and conduct
acceptance testing with end-users.

1.7.3. DEVELOPMENT TOOLS


 VS Code Editor: A versatile code editor for writing and managing your
codebase.
 HTML, CSS, JavaScript: For front-end development, creating a
responsive and user-friendly interface.
 PHP: For server-side scripting and handling business logic.
 MySQL: For database management, storing user data, and transaction
records.
 Other Tools: Consider using version control systems like Git for code
management and collaboration tools for team communication.

1.8. FEASIBILITY STUDYA


feasibility study is conducted to determine whether the project will, upon
completion,fulfil the objectives of the organization in relation to the work,
effort, and time invested in it. A feasibility study enables the developer to
predict the project's usefulness and potential future. A system proposes the
workability, which includes the influence on the organization, capacity to
satisfy user needs, and efficient use of resources, is the basis for a feasibility
study. As a result, before a new application is accepted for development, it
often undergoes a feasibility assessment.

The document outlines the project's viability and contains a number of


factors that were carefully taken into account throughout this project's
feasibility study, including its technical, economic, and operational
viabilities. It has the following characteristics: -
1.8.1. TECHNICAL FEASIBILITY
The system needs to be assessed first from a technical standpoint. An
overview design of the system's requirements in terms of input, output,
programs, and procedures must serve as the foundation for the assessment
of this viability. The inquiry must next advise the kind of equipment,
necessary procedure for building the system, and means of once it has been
created, using the system after having identified an outline system. The
following technical difficulties came up throughout the investigation:

 Is the proposed technology compatible with the current


technology?
 Can the system grow if it is improved?

The project should be designed in such a way that the necessary


functionality and performance are met within the constraints. The project
uses cryptographic methods and calls for a high resolution scanning device.
The system may still be used even though the technology may become
outdated after a while because a newer version of the same software still
works with an earlier version. Therefore, this project only has a few
limitations. The system was created using html , css and javascript for the
front end and a MySQL server for the back end; it is technically feasible to

Cost and benefit analyses are required to support the emerging system.
Criteria to make sure that focus is placed on the project that will yield the
best results the earliest. The price that would be involved in developing a
new system is one of the variables.
The following are some of the important financial questions asked during
preliminary investigation:

 The benefits in the form of reduced costs or fewer costly errors.

The proposed system was created as part of a project; hence, there are no
manual expenses associated with it. Additionally, the fact that all of the
resources are already at hand indicates that the system may be developed
afford ably.

The cost of the Traffic Squard project was broken down into three categories:
system costs, development costs, and hosting costs. All calculations indicate
that the project was developed at a modest cost. As open-source software
was used to develop it entirely.
