13h00: departure from the EUD in Phnom Penh, by bus, to Siam Reap

19h30: Dinner between Cambodian representatives, (MoEYS), Team Europe including Twinning
Malis Siem Reap (https://g.co/kgs/DzH4sKH) – Participants to confirm their attendance.

I. Twinning project steering committee All participants in the
(PSC) (technical discussion) 8.30 to 10.30 main hall

o Participants: All EU (EUD, Twinning representatives, EUMS representatives, EuroCham, EU4PFM),


All MoEYS, All MEF, All teachers and principals of the target schools and universities

o Logistics: table for 30 people of the SC; and cinema-style chairs for the rest of participants.
Projection facilities and micro; translation and headsets provided for 100.

o Purpose of the meeting: The Steering committee oversights the implementation of the Twinning
and takes important decisions, such as for instance the progress and approval of the rolling
working plans, every 3 months.

08.30-8.50 - Introductory remarks by Mr Bryan FORNARI, 5-7 minutes per speaker

Following the end of the Twinning Steering Committee we will split in 2 groups working
concomitantly:

 GROUP 1 (10.50- 12.15) Education Budget support steering committee: all EUDs and Team
Europe, central MoEYS and MEF officials related to BS, PL and RTA, European Twinning
Experts (as preferred) for approximately 35 people
 GROUP 2 (10.50- 12.15) Further technical consultations on the Twinning with Cambodian
Schools, universities and relevant institutions under the leadership of the MoEYS component
leaders, divided by component.

GROUP 1
II. Education Budget support steering committee Main hall
(10.50 to 12.15)

o Participants: MoEYS, MEF and relevant line-ministry officials working on the BS and Variable
Tranche indicators, All EU (EUD, EUMS representatives, RTA, PL of the Twinning, EU4PFM)-
Twinning European component leaders (optional) as they can join the in-depth consultations with
schools (see explanation below) if they prefer

o Logistics: table for 40 people of the SC; projection facilities and micro; translation and headsets
provided for XX.

o Purpose of the meeting: The Budget Support Steering committee oversights the progress of the

BS, including the review of the performance indicators targets. It also prepares the main
conclusions for the High-Level policy dialogue to be held between the Minister and the EU
Ambassador.

10.50-11.00 - Introductory remarks by Mr Bryan FORNARI, Head of 5 minutes each

III. Further technical consultations on the Twinning Classrooms 1-2-3
(10.50 to 12.15)

o Participants: All participants who are not joining the BS policy dialogue
The 3 MoEYS Component Leaders (+ Horseng and Kouy Eng and possibly Sokyeng) shall facilitate
and pursuit technical exchanges in classrooms number 1-2-3 with the teachers, principals, and
relevant officials not attending the Budget Support Steering Committee.
EuroCham is invited to be part of these exchanges.
European experts of the Twinning can decide to attend the breakout sessions (where informal
translation will be provided) to further consult and work with Cambodian counterparts in the field
and at central level, or attend the Budget Support Steering committee. following

o Logistics: Classrooms (3, one per component), informal sitting arrangements

o Purpose of the meetings (divided by Component): Group discussion on ways forward/next step
plan of each Twinning project component, Q&A on the Twinning from the schools to the MoEYS,
Consultations by experts and schools and private sector, including EuroCham

10.50- 12.15 Facilitate by Component 1 leader (MoEYS in the Classroom 1


lead)
Facilitate by Component 2 leader (MoEYS in the Classroom 2
lead)

 GROUP 1 (15.00- 16.30) EU-Cambodia High Level Policy Dialogue: all EUDs and Team
Europe, MEF, designated central MoEYS officials related to BS, PL and RTA, European
Twinning experts as preferred.
 GROUP 2 (14.30- 16.15) Debriefing of each component leader to the main group under the
leadership of the MoEYS component leaders to the main group.

AFTERNOON SESSION
IV. EU-Cambodia High-Level Policy Dialogue Teachers’ meeting room
15.00 to 16.30

o Participants: all EUDs and Team Europe, MEF, central MoEYS officials related to BS, PL and RTA,
European Twinning experts as preferred.

o Logistics: table for 40 people; projection facilities and microphone, additional chairs for technical
attendees sitting behind

o Purpose of the meeting: High-level policy dialogue between the European Union and Cambodia,
represented by the EU Ambassador to Cambodia and the Deputy Prime Minister, Minister of
Education, Youth and Sport of Cambodia and representatives from the Ministry of Economy and
Finance as well as relevant government line ministries with the participation of the Team Europe
(FR and DE confirmed) and the Twinning main representatives (PL and RTA)

15.00-16.30 -Remarks by H.E Igor DRIESMANS, European

- Remarks by H.E Dr HANG CHUON Naron,

o Purpose of the meetings: The three components will bring upon the conclusion of the group work
to the plenary

European Scholarships outreach session Angkor University Hall
o Participants: All – Sitting arrangements for VIP on the stage and in the first lines.
o Logistics: Sopheak in the lead, with support by Thearo – LM for the logistics. Students to arrive
and sit from 8-8.20.
o Purpose of the event: Presenting scholarships and study opportunities provided by Team Europe
to five Siem Reap universities, which have previously been engaged in the Erasmus+ programme.
08.30-9.30 -Welcoming Remarks by Dr. SOK Tonh, Vice Chairman of the Board of Trustees, Angkor
