1.

SCOPE OF WORK:

1. Shifting of the materials from client central store to working site location.
2. Erection & Alignment of Fixed Tilt module mounting structure as per approved Drawing of
client with proper torquing & marking.
3. Crimping of types of male & female connectors with using proper crimping tool.
4. DC side cable trenching including excavation, laying of bricks (if required) inside trench near
ICRs / building etc., laying of warning tape, backfilling, Soil crowning, compaction / consolidation,
route marking and identification of all works.
5. Laying and dressing of DC cable & conduit as per approved drawing.
6. Interconnection of cable from module to string inverter, from string inverter to ACSB with
proper shrinking sleeves and Tagging the cable route using Aluminium cable tags.
7. Laying & Routing of HDPE conduit pipe 50/38 MM Dia. with solar cable as per drawing & Hume
pipe laying at road crossings in underground trenches. Hume pipe supply shall be in sub-
contractor scope as per field requirement.
8. All the C class material and small accessories like cable tie (UV protected), Aluminum laser
etched cable tags, cable tag (required for cable numbering), bituminous paint, cable route
market, painter (for marking of structure, Inverter, ACCB, ACSB/LT Panel and ICR
nomenclature using proper MS board).
9. Installation of String Inverter, ACSB and fire fighting equipments with proper foundation as per
drawing will be in contractor scope.
10. Earth Station, LA and earth strip laying with proper welding joints will be in contractor scope.
Supply of earth pit chamber also will be in contractor scope.
11. Glands & Termination of cable at string inverter, ACSB with proper heat shrink sleeve &
bimetallic or copper lugs as required. All aluminum cable tags, cable ties and heat shrink
sleeve & Bimetallic/copper lugs will be in Subcontractor scope.
12. All the tools, testing equipments, heavy machinery (JCB, Hydra, tractor etc.) will be in
contractor scope.
13. All the tools, testing equipments, heavy machinery (JCB, Hydra, tractor etc.) will be inspected
and cleared by client’s safety officer before use at site.
14. Application of zinc spray in the rusted area & wherever required regardless of area of rusting.
15. The contractor/sub-contractor should follow the client’s standards and guidelines for
Filed Quality Plan, Sampling criteria, Inspection criteria, Field reports formats, checklists and
closure of all the quality observations and NCs.
16. Qualityobservations / NC’s shall be closed within stipulated time duration. If the quality
Observations /NCs are not closed within the given timeline an equivalent amount against the
pendency’s shall be kept under hold from the RA bills against non-closure of Quality
observations /NC’s.
17. Subcontractor shall submit the calibration certificate of all measuring & testing equipment.
18. If there is any material damaged during installation the same shall be debited from the sub-
contractor or adjusted against the running payments.
19. Any temporary structures/platform required for module installation will be arranged by
Sub contractor only.
20. Separate resting shed for workers to take rest while working at site should be provided by the
contractor/sub-contractor at the work place.
21. Any other works not specifically mentioned but required for completion of scope of DC works
shall be in Subcontractor scope. Reconciliation of all the materials should be done once every
week with the site store In-charge and excessively issued material should be handed over
immediately after reconciliation. If the material more than scope is not returned, then the
equivalent cost shall be debited from contractor.
22. Empty MS cable drums should be returned by the contractor after consumption of cable
issued for construction.
Testing and Commissioning
1. Testing of all the individual strings (Voc) shall be done simultaneously with the stringing of the
modules in series and records should be maintained as per the format provided. Imp of each
string needs to be checked after commissioning in prescribed checklist format. All the Test
reports should be submitted to the site In-charge after completion of block-wise testing.
2. Meggering of all the cables before the cable laying, the termination and the back filling of the
cable trench should be done as per the format provided for cable laying & testing.
3. Testing of DC input supply to the inverters before switching ON the Inverters.
4. Testing of all the String inverters, ACCB and ACSB/LT Panel should be done for voltage
& current after the Grid supply is switched ON.
5. Testing of the Earth grid & all the Earth pits with marking of the value on each earth pit with
date.
All the other necessary tests required for successful commissioning of DC works should be
recorded and submitted to site In-charge after commissioning of the plant.

COMPLETION SCHEDULE:
Time is the essence of the project; hence all work shall be completed in all respect as per PO
terms & conditions. The duration, commencement & completion dates for intermediate
milestone shall be as per Client’s requirement. The Sub-Contractor shall immediately mobilize
the team at site, within 7 days from the acceptance of this LOI.

The Contractor/Sub-Contractor shall arrange adequate resources including men, material and
machinery at every stage of installation (skilled, experienced and competent labor,
professionals, Supervisors, managers, P&M, tools & Tackles etc.) to adhere the agreed
schedule. All Material /machinery/tools & tackles should reach the site well in advance, and
in no case, work should suffer for want of resources. If work is not completed as per
deadline the Sub-Contractor must work during night hours at own risk and ensure plant is
complete in all respects and no extra claim shall be entertained.
PRICE
The rates for the DC scope of work are to be provided as per the details given in Annexure-2
and Annexure-3. Client holds the rights to vary the BOQ provided in Annexure 2 & Annexure-3
as per requirement of the project from time to time. Rates will be FIRM throughout the period
of work and are not subject to any escalation for any whatsoever reason. However, the rates
shall be reduced if the specification is diluted based on the final requirement.

SITE ORGANISATION CHART


Subcontractor shall depute full time following site staff with proper qualified and same field
experience of at least 4-5 Yrs–
1. Quality Control Engineer – 01 No
2. Safety Officer – 01 No
3. Site Engineer – 02 Nos
4. Site Supervisor – 04 Nos
5. Store Keeper (Material Management) – 01 Nos
6. Team of skilled / unskilled for structure & Module – 15-20 Nos
7. Team of skilled / unskilled for cabling, earthing, termination etc – 15-20 Nos

LABOR LAWS AND FACILITY


Sub-Contractor shall comply with all the labor laws of the State Government, Central
Government and Local authorities as applicable to the place of work. All records to be
maintained under these laws shall be maintained by Sub-Contractor and produced to the
concerned authorities as and when directed to do so. No extra payment will be made to
comply with these labor laws.

LAND, LABOR & STAFF ACCOMMODATION


Subcontractor will have to arrange accommodation, conveyance and other facilities for the
staff, labor.
CONSTRUCTION WATER & POWER
Water & Power required for carrying out your works will be in sub-contractor scope.

EHS RULES AND REGULATIONS


Sub-Contractor shall abideHigh degree of safety standards, Sub-Contractor are responsible
for the safety of their staff and employees. Sub-Contractor shall appoint minimum one safety
staff for each work package. All safety appliances like safety helmets, Personal
Protection equipment’s, safety belts shall Contractor’s scope Sub-Contractor shall be bound to
comply with client’s Environment, Health & Safety regulations.

Penalty for breach of Environment, Health & Safety Violations:


1. Failure to appoint Safety Representative, a penalty of 5,000 INR (Five Thousand Rupees Only)
shall be levied per day per violation.
2. Failure to close the findings raised by the Client representatives within the time frame
agreed, a penalty of 5,000 INR (Five Thousand Rupees only) for every open finding for every
day of delay shall be levied.
3. Failure to report injuries / near misses / first aid cases and other incidents, a penalty of 10,000
INR (Ten Thousand Indian Rupees Only) shall be levied for every non-reporting on time.
4. Failure to comply with PPE (Personal Protective Equipment) requirements on site, a
penalty 5000 INR (Five Thousand Rupees Only) shall be levied for every single violation by
every worker.
5. Failure to train workers on Job Safety Analysis before start of every work activity, a penalty of
5,000 INR (Five Thousand Rupees Only) shall be levied for every single violation.
6. Failure to give safety orientation for every worker working onsite, a penalty of 5,000 INR (Five
Thousand Indian Rupees Only) for every single violation.
7. Non-compliance to requirements of Environment, Health & Safety Requirements for Client
Contractor Manual, a penalty of 5,000 INR (Five Thousand Rupees Only) to 10,000 INR (Ten
Thousand Rupees Only) shall be levied based on severity of the violation which shall be
discretion of client to decide on severity.
8. For any injury like first aid to sub-contractor’s personnel or to ReNew Power personnel due to
any sub-contractor’s activity, a penalty of 10,000 INR (Ten Thousand Rupees Only) shall
be levied on every such case.
9. For any injury resulting in hospitalization for more than 24 hours or lost workday case to any
workers and site personnel onsite and for injuries which are reportable to local health & safety
authorities, a penalty of 25,000 INR (Twenty-Five Thousand Rupees Only) shall be levied.
10. Failure to start the construction activities without required Health & Safety Permit required by
the Sub-Contractor, a penalty of 10,000 INR (Ten Thousand Rupees Only) shall be levied.
11. Failure to dispose the Hazardous Waste and Construction Waste as per environmental
and local Municipal regulations, a penalty of 5, 000 INR (Five Thousand Rupees Only) shall be
levied.
12. For any fatality on site under Sub-Contractor’s scope onsite, penalty of 5, 00,000 INR (Five
Lakh Rupees Only) shall be levied.
If there is more than one default by the Sub Contractor under the above clauses, the penalty
levied shall be the aggregate mentioned against these defaults.

HOUSE KEEPING
Sub-Contractor is responsible for housekeeping (daily) of construction area assigned to Sub-
Contractor and room occupied till the completion and handing over of the works. All the
materials uses at site should be stacked properly and unwanted materials after use to be
disposed of immediately. All the unwanted materials, debris, scrap materials after the
execution of the job shall be cleared as soon as work is executed as per instruction of
engineer–in-charge.

DEFECT LIABILITY PERIOD


The defect liability period shall be 1 years from the completion and handing over of works. In
case of any defects in the construction work pointed out to you due to usage of defective
material / bad workmanship as a result of inspection, examination or testing and not in
accordance with BOQ/Drawings and scope of work specified, Sub-Contractor have to
immediately repair or construct newly without claiming any extra cost during the defect
liability period by client.

VARIATION IN QUANTITIES
The quantities mentioned in the work order are tentative and will be subjected to variation as
per requirement of Project Manager/Planning Engineer at site. The quantities may vary to any
extent, but the rates are firm and are not subjected to any variation on this account. The Unit
rate shall be firm throughout the period of work till the completion of entire job as mentioned
in scope of work and shall not be subjected to any escalation for any reason whatsoever.

QUALITY CONTROL
Quality of the work / material executed by Sub-Contractor will be randomly checked by the
engineer in charge / quality control person. The facilities required for site quality inspection
(i.e. tools, tackles, materials, manpower, survey equipment’s like total station, auto level,
surveyor etc.) to be provided by Sub-Contractor at Sub- Contractors cost.
Clearance/Approval by engineer/QA- QC person does not absolve Sub- Contractor from
responsibility towards correctness of construction & erection activities & fulfilling the
requirement of subject Work Order /specification(s).

LIQUIDATED DAMAGES
If Sub-Contractor fails to complete the scope of work within the stipulated time period as
agreed in the completion schedule, liquidated damages will be applicable as per the work
order terms and conditions and shall be levied on Sub-Contractor.
MODE OF MEASUREMENT
Joint Measurement which will be recorded and signed by the representative of Client and
Sub- Contractor will be the basis for payment. All the measurements will be strictly done as
per drawings.
STATUTORY TERMS AND CONDITIONS

1. The work will not be deemed as completed until the Sub-Contractor has obtained completion
certificate from the PM/RE as well as Quality inspector.
2. Along with RA bills all statutory documents such as ESI, PF, ESIC, registers and so in both hard &
soft formats shall be submitted on time unless otherwise 10% of amount shall be hold
against the RA bills.

3. The Sub-Contractor is responsible for wastage of material given to him for use in the work and
any damage he may cause to the work already existing.

4. The Sub-Contractor is liable and responsible for complying with the provisions of the
employees Provident Funds &Miscellaneous Provisions Act, 1952 and the Schemes
framed there under, in so far as they are applicable to his establishment.
Mobilization of all P&M along with all fixtures, templates in good working condition and with
all safety attachment, licensed driver, supervisor, fitters etc. suitable for driving the section as per
approved drawing & standards is in Sub-Contractor’s scope.

SUB-CONTRACTOR REPRESENTATIONS AND WARRANTIES


The contractor shall provide a warrantee for 1 year for all the workmanship carried out by
him against the given work contract. The 1-year warranty will be applicable from the date
of handing over the work after closure of all the punch points.
