6 SOLID WASTE RATE ORDINANCE PURSUANT TO CHAPTER
7 715, ORDINANCE CODE; STATING THE GENERAL
8 DESCRIPTION OF SERVICES; PROVIDING FOR SERVICE
9 COST; PROVIDING FOR ASSESSMENT RATE; REPEALING
10 MAXIMUM ASSESSMENT RATE; SETTING A PUBLIC
11 HEARING FOR THE ANNUAL RATE ORDINANCE; DIRECTING
12 PREPARATION OF THE ASSESSMENT ROLL, PUBLICATION
13 OF NOTICE, AND MAILING OF NOTICES; PROVIDING AN
14 EFFECTIVE DATE.

16 BE IT ORDAINED by the Council of the City of Jacksonville:
17 Section 1. General Description of Services. This
18 Ordinance constitutes a Preliminary Rate Ordinance pursuant to
19 Subsection 715.208(b), Ordinance Code, regarding Solid Waste
20 collection services provided to residential properties.
21 Section 2. Service Cost. The total estimated Service Cost
22 as defined in Subsection 715.101(u), Ordinance Code, for Calendar
23 Year 2025 is approximately $100 million.
24 Section 3. Assessment Rate. The estimated monthly
25 assessment rate for Calendar Year 2025 is $30.40 for an estimated
26 annual rate of $364.80 per Residential Premises.
27 Section 4. Maximum Assessment Rate Repealed Ordinances
28 2010-446-E and 2010-673-E set the maximum rate of $18 per month. The
29 maximum rate of $18 per month is hereby repealed and there will no
30 longer be a maximum rate.
31 Section 5. Public Hearing for the Annual Rate Ordinance.
1 Pursuant to Section 715.208, Ordinance Code, the City Council hereby
2 sets the date, time, and place of a public hearing to consider the
3 adoption of the Annual Rate Ordinance to occur on May 27, 2025, 5:00
4 p.m., in Council Chamber, 117 West Duval Street, Jacksonville, Florida
5 32202.
6 Section 6. Directing Preparation of the Assessment Roll,
7 Publication of Notice and Mailing of Notices. The City Council hereby
8 directs the Mayor to:
9 (a) Update the Assessment Roll as required by Subsection
10 715.208(b)(6), Ordinance Code; and
11 (b) Provide notice by publication and first-class mail to
12 affected Owners as required by Section 715.208, Ordinance Code.
13 (c) Provide supplemental or additional notice as deemed proper,
14 necessary or convenient by the City.
15 Section 7. Effective Date. This Ordinance shall become
16 effective upon signature by the Mayor or upon becoming effective
17 without the Mayor’s signature.
