A list of items finally approved and included in the Machinery & Plant Programme
2024-25 for all Zonal Railways/PUs is enclosed. Zonal Railways/PUs are hereby
authorized to initiate procurement action in the prescribed manner. ltems which are
under procurement but not received during the currency of the Programme year may
be included in the future'Works-in-Progress' statements.

2. ln respect of items on replacement account, the same are approved subject to

formal condemnation of the existing machine by the survey committee. Existing
machine should be condemned within 6 months after issue of PTC of replaced new
machine.

3. M&P items may be sanctioned under lump sum/ Out of Turn powers delegated to
GMs in accordance with the ceiling limit provisions for 2024-25 as under:

Sanction under GM's power in a financial year may be kept up to three times of the
funds allotted as per Board's letter no. 97IM(M&P)/1063/NA/AL dated 04.09.1998.
Procurement of machine is to be made within 3 years othenarise Railways need to
take approval of competent authority in terms of MSOP.

4. Regarding allocation of items being sanctioned by GMs, it is clarified that the cost
of items on additional and replacement account may be charged under either of CAP,
DF-2, DF-3, DF-4 or DRF.

5. Total Funds granted under DF can be utilized for the M&P under DF-21DF-3tDF-4
interchangeably.

6. The validity of sanctions of M&P items under GMs powers is three years,
subject to overall funds allotment in the year of actual purchase as already advised
vide Board's letter No. 2006/M(M&P)/1063152 dated 23.05.2006.

7. Certain proposals submitted by Railways having unit cost less than Rs. 50 lakh
have not been included in the sanctioned list as these can be sanctioned by
Railways/PUs under GM's Power.

8. Regarding vehicles proposals, Multi Utility Vehicles and Ambulances are not
included in the sanctioned list. These vehicles can be taken from market on hiring
basis.
