1. BRIEF DESCRIPTION OF ITEM:

Bag made from PP RAFFIA CIRCULAR WOVEN open mouth gusseted type fabric
externally laminated with PP FILM.
A. FABRIC / LAMINATION

1.1 Specifications of material of construction of the PP woven sack:

PP Homo Polymer meant for Raffia tape with good Processability on water bath and chill
roll with excellent mechanical properties shall be used. The PP material should be
formulated for low water carry over having following specifications:

Criteria for conformity: The lot shall be considered as conforming to the requirements for
acceptance if all the following conditions are satisfied:
(i) Acceptable quality limits max. 5% failure on total no. of samples checked in case of visual
inspections, dimensions, ends, printing material etc.
(ii) None of the box of 500 bags weighs less than the respective lower specified limit.
The average breaking load of fabric is not less than the value specified and none of the
individual values is more than 10 percent of the specified value.
(iii) The test for the laminated sack shall be carried out on center portion of the sack as well as
at lamination joint
(iv) The seam strength of none of the sacks is less than the specified value

(v) IOCL reserves the option to vary the dimensions of the bags to the extent of + 2%.
However, supplier has to maintain the upper limit of specified size.
(vi) Gusset on both sides should be same.
(vii) IOCL reserves the option for minor changes in the design of the bags.
(viii) The bag should ensure moisture does not enter inside.
(ix) The bag should not burst or tear off during the process of loading, transporting or
unloading at customer’s premises.
(x) The bags should not slip from the pile while kept in the warehouse.
(xi) Marking: Each box shall be marked with the name of the supplier, type and size of bag,
Serial No. of box, No of bags in the box and the box – gross and net weight
(xii) The bidder shall give all test reports in a Pre printed approved form.
(xiii) Fabric to be made from PP raffia externally laminated with PP film.
(xiv) Lamination is of PP film thickness: 37-40 micron, lamination should not peel off. The
lamination should be of uniform adhesion and free from pinholes, patches, tears, blisters,
overlapping or any other visual defects.
(xv) Stitching thread to be used of PP / HDPE fabricated yarn having a breaking strength of min
4 kgf.
(xvi) Calcium carbonate should be added for stiffness and content should be max 5%.
(xvii) Gusset lamination after cutting should be 8-10 mm.
(xviii) Bag surface should not be extra smooth. It must have mirror surface.

3.0 QUALITY ASSURANCE PLAN (QAP)

3.1 Size Conformance: Following parameters are required to be covered -


 Length
 Width
 Gusset Width
 Denier
 Weight of bag

3.2 Breaking Load:


Breaking load for the sample should be carried out as per IS: 1969:1985.

3.3 Seam Strength:


Seam Strength of the bags should be analyzed as per IS: 9030: 1979

3.4 Print Matter:


 Print Size: Compare with standard provided
 Colors: Compare with standards provided
 Scotch Tape test: Should withstand the standard test procedure
3.4.1 Bags will be printed by photopolymer stereo method in two colour both sides.

3.4.2 Bags will be printed as per artwork with appropriate colour and size provided herewith.
However, minor variation in artwork, if any, shall be intimated at the time of placement of
order.

3.4.3 The ink used for printing should be Polyamide resin based ink of different colour. The ink
should be bright and non-washable with water. The ink should not smudge off or peel off.

3.4.4 Bidder’s identification mark with lot no., month and year of manufacturing should be
invariably indicated on each bag as per sample bags / artwork.

3.4.5 Bags shall be printed only after corona treatment.

3.4.6 IOCL reserves the option for minor changes in the design / printing of the bags.

3.5 Cleanliness Certification:


3.5.1 The bidder will certify that the bags are clean as per cleanliness requirements set by IOCL
at the time of dispatch. The certificate will also include the cleanliness will remain same
till the plastic woven sack is taken out for usage.
3.5.2 The bags shall be checked for cleanliness of all parts. The cleanliness check shall include
dust check inside and outside the bag, foreign material check inside and outside the bag.

3.6 Bale Packing:


3.6.1 Bale must be properly packed in a corrugated tray made up of cardboard as per
specification with supports to avoid damage during transit and to ensure that not a single
bag should be crumpled.
3.6.2 Each bundle / bale should contain 500 no. of bags making set of 250 bags.
3.6.3 Bales should be covered so that the bags are protected from oils or any other damage in
handling.
3.6.4 Each & every bundle / bale should be marked with bags identification & suppliers name.
3.6.5 Bags must be transported in flat condition only so as to avoid any crumple, which may
lead improper mouth operability of the bags.
3.6.6 The wrapping over cardboard with pp bags/sheet must be provided.

3.7 Unpacking:
3.7.1 Unpacking of the bags by cutting of the thread and pulling it out and open the bag should
be easy to handle to minimize the time required for unpacking, avoid messing. To pull the
thread out comfortably, the thread needs to have certain lubrication properties.

3.8 Tensile strength:


3.8.1 The fabric bursting strength has to be high enough to take the loading, transporting and
unloading hazards. Hence the tensile strength of the fabric should be as prescribed in the
specification sheet.

3.9 Anti Slip Agent:

3.9.1 Proper anti slip agent’s usage in the bag processing, especially in the lamination process is
essential for ensuring antislip characteristic, the specialty chemical responsible for anti
slip characteristic will be about 0.1 to 0.15 %.

3.10 Test Reports


3.10.1 The bidder shall give all test reports in a Preprinted approved form having the following
features
(i) A table giving all the above mentioned test names, standard values (minimum/
maximum/ tolerance), actual, variance, acceptance/ rejection decision
(ii) Bidder name and address
(iii) Batch number tested
(iv) Testing standard followed (like BIS or EN etc)
(v) Date of report
(vi) Unique test report number (for traceability of who conducted the tests, whether
the test equipments were calibrated and certified at that point of time, were there
any deviations in the test procedures, were there variations by mistake in records
kept at bidder end and test reports forwarded to IOCL)
(vii) Dates during which tests conducted
(viii) Number of bags of that batch
(ix) IOCL order reference number (For one order there can be more than one test
report also depending on the batches produced for that order.)
(x) Report produced by – person’s name, designation signature
(xi) Report approved by – person’s name, designation, signature
(xii) Validity of the test report should be as provided by the manufacturer.
3.11 Other aspects
3.11.1 IOC appointed Third Party Inspection Agency (TPIA) shall be conducting all the above
inspections in addition to bidders own inspection schedule. The clearance of batch by the
TPIA shall be submitted along with each batch.
Sampling size to be carried out for testing of different tests at manufacturer’s end as well
as at receiving end as per below criteria:-

Sampling shall be done on random basis.

3.11.2 Criteria for Conformity:

The lot shall be considered as conforming to the requirements of the Standard if the following
conditions are satisfied:
(a) The number of defective Sacks in case of visual inspections, ends picks and
dimensions is up to 10 percent of the sample size subject to rounding off
the fraction to next higher integer.
(b) None of the Sack or Bale of 500 Sacks weighs less than the respective lower
specified limit after allowing tolerance of ±6 percent on individual Sack ±3
percent on a Bale of 500 Sacks, higher weight can be accepted.
(c) The average Breaking Strength of Fabric in both Lengthwise and Widthwise
is not less than the value specified and none of the individual Bag value is
more than 10 percent below the specified value. The Samples selected for
Breaking Strength tests will be free from defects in visual Inspection,
Dimensions Ends, Picks and Mass requirements.
(d) The average Breaking Strength of Fabric at Bottom Seam is not less then
the value specified and none of the individual Bag value is more than 10
percent below the specified value. The Samples selected for Breaking
Strength tests will be free from and defects in visual Inspection,
Dimensions Ends, Picks and Mass requirements.
(e) None of the HDPE / PP Sack samples after exposing to UV radiation and
weathering shall have breaking strength less than 50 percent of the original
value.
(f) None of the sample Sacks shall have percentage elongation and Ash
content outside the specified range.

3.11.3 The bidder for any future verification shall retain test samples of the specified batch. This
should be properly marked, secured and kept by the bidder after proper authorization by
appropriate authority of bidder organization.
3.11.4 Copy of the test reports shall also be maintained at bidders end.
3.11.5 All reports at bidder side should be kept confidential and not to be shown completely or
in part to any other customer or other agencies without prior written consent from IOCL.

4 Sweep Bags:
4.1 Sweep Bags will be only of two forms: (a) PP Sweep (yellow/green colour)
4.2 The Sweep Bags for PP will have the same dimensions as that for PP Bags.
4.3 The color band (strip) for the sweep bags shall be advised separately.

4.4 Specifications for the sweep bags will be same as that for their respective polymer bags
with “SWEEP” mentioned on the bag.

Section II: Dimensions and design matters to be printed on bags:

Note : Following changes to be incorporated in Bag Art work:-

 Lower down hook symbol and umbrella symbol by 1.5” from current position – from
mouth opening side.
 To standardize art work a reference sample has to be presented by supplier which shall be
approved by IOCL .The signed sample shall act as reference for tender supply with respect
to art work.
 Swachh Bharat logo (as given in the tender) should be printed on bags as well as on bales
along with existing art work. Before supply commences, art work to be approved by IOCL.
 All bags supplied during the contract should be as per BIS 16703 :2017 and Ash content as
specified in tender document i.e. 5% of calcium carbonate in the form of master batch
and should have ISI logo on the bag supplied. BIS certification to be obtained on issuance

of Letter of Intent (LOI). Once BIS approval is obtained then ISI logo (16703: 2017) to be
printed on the bags.
