The YES, NO, NO is for the case in which the file was created after the retention policy was activated, and depending when the file was created &
subsequently deleted relative to the backup schedule, the ability to recover the file is not guaranteed - @Ksseba gave a good example of that.
But if the file existed before the policy was activated, the answer is YES, NO, YES - as either based on monthly of early backups, we should be able
to recover some instance of that file ( but by no means, the latest copy of the file before deletion).

This is a tricky question, but I prefer YES, NO, YES.
If you answer YES, NO, NO. I cannot say you are wrong, because that is the case.
And you even should say that we cannot guarantee the file that you deleted today for example. Isn't it? because the file may be created today!

It depends on when the deleted file was created. In case the file was created last year between two monthly backups and deleted before the next
monthly backup, one won't be able to recover it. Answer is YES NO NO
