    ORGANIZING THE BARANGAY DEVELOPMENT COUNCIL (BDC)


    OF BARANGAY SAN JUAN, MUNICIPALITY OF CANAMAN, CAMARINES
    SUR

    WHEREAS, in realizing the objectives of barangay governance and as provided under existing
    laws, certain mechanisms have to be established in order to address the needs of the barangay
    and to actualize its development;

    WHEREAS, Section 106 of Republic Act 7160 otherwise known as Local Government Code of
    1991, provides for the organization/reorganization of the Barangay Development Council (BDC)
    as the primary planning body of the barangay;

    NOW THEREFORE, I ELIEZER F. AVERILLA, Punong Barangay of Barangay San Juan, Canaman,
    Camarines Sur, by virtue of the power vested in by the Local Government Code of 1991 and
    other existing laws, do hereby order and direct the following:

    Section 1. There is hereby organized the Barangay Development Council of Barangay San Juan,
    Canaman, Camarines Sur, composed of the following:

    Chairman: ELIEZER F. AVERILLA Punong Barangay


    Members: EDDIE A. SAN JOAQUIN Barangay Kagawad
    EDITHA S. MAPA Barangay Kagawad
    JERICO S. TRAQUILINO Barangay Kagawad
    RITCHEL T. PANTE Barangay Kagawad
    NICANOR M. VARGAS JR. Barangay Kagawad
    ALHER V. DECASTRO Barangay Kagawad
    IGMEDIO S.J. SALVA Barangay Kagawad
    ROBERTO T. ROMERO JR. SK Chairman
    NORA R. MADRID President, Barangay Senior Citizens Org.

    Section 2. Functions and Responsibilities. The Barangay Development council shall have the
    following functions:

    a. Mobilize a people’s participation in local development efforts;


    b. Prepare Barangay Development Plan based on local requirements.
    c. Monitor and evaluate the implementation of national or local programs and projects;
    and
    d. Perform such other functions as may be revived by law or competent authority.

    Section 3. Meetings. The Barangay Development Council shall convene at least once (1) every
    six (6) months or as may be necessary.

    Section 4. Executive Committee. There shall be an Executive Committee of the Barangay


    Development Council to be composed of the following:

    Members ALHER V. DECASTRO Barangay Kagawad
    NORA R. MADRID President, Barangay Senior Citizen Org.

    Section 5. Functions of the Executive Committee.


    a. Ensure that the decision of the council is faithfully carried out and implemented;
    b. Act on matters requiring immediate attention or action by the council;
    c. Formulate policies, plans and programs based on the general principles laid down by the
    council; and
    d. Act on matters may be authorized by the council.

    Section 6. Secretariat. The secretariat of the council shall be headed by the Barangay
    Secretary who shall be assisted by the Municipal Planning and Development Coordinator. The
    Secretariat shall be responsible for providing technical support, documentation of proceedings,
    preparation of reports and such other assistance as may be required in the discharge of its
    functions.

    DONE this 2nd day of December, 2024, at Barangay San Juan, Canaman, Camarines Sur.
