To develop and established guidelines and reference for each activity as described in the contract
and standard of Saudi Aramco.

This procedure covers the minimum mandatory requirements for VLF tan-delta Testing. The
contractor reserves the right to adapt the methods of testing as contained in the document from
time to time and modify as necessary according to specific site condition.

2. Scope of Work:
This procedure highlights VLF tan-delta MV cable Testing activities shall be carried out in
accordance with good working practice and shall comply with project specification and
acceptable standards.

4. Duties and Responsibilities:


The following personnel with the responsibilities entrusted to them shall be responsible for
carrying out the testing mentioned in the scope of work.

4.1 PROJECT MANAGER

Project Manager shall provide his team with appropriate resources to ensure that testing are
done in accordance with the project quality and HSE requirements and shall be responsible
for the overall site work management.

4.2 CONSTRUCTION MANAGER


Construction Manager shall ensure that control measures are taken before starting the
testing. He shall be responsible for training and awareness programs for all personnel
deployed for the activity and ensure the testing completion is as per the approved project
schedule. He reports to the Project Manager. He shall be responsible for formulating and

implementing Testing procedures. He shall communicate with QA/QC personnel in


advance for witnessing the testing activities.

4.3 TESTING ENGINEER


Testing Engineer shall be conducting the testing activities as per the Saudi Aramco
Standard, Scope of Work, HSE & QA/QC guidelines. He shall be responsible to
follow the Test Schedule. He shall ensure that All testing Equipment’s /Instruments
must be calibrated and with valid calibration certificates. He shall ensure that testing
activities are performed with proper tool / equipment, PPE’s and maintain good
housekeeping around the testing area. He shall ensure that all test reports are
signed by Testing Engineer, LTSA QC, I & QAG Representative & VCPD
representative and submit the signed test reports to LTSA Document Controller for
maintaining records.

4.4 QA/QC MANAGER/ QC SUPERVISOR

He shall guide QC inspectors and ensure testing conducting as per Saudi Aramco
approved standards and meeting the requirements

4.5 QC INSPECTOR

QC Inspector is responsible to raise RFI for Saudi Aramco I&QAS inspection and
witness the testing activities are conducting as per Saudi Aramco approved SATIP.

Review the test reports to ensure meeting the requirements and Obtain approval
from I&QAS representative. He shall maintain inspection log and records.

4.6 SAFETY MANAGER

Safety manager is responsible for reviewing this procedure and prepare JSA for the
activities to be performed under this Procedure. Be responsible and accountable for
the proper performance of field safety officers under his authority. Periodically inspect
the work site, report any unsafe acts/conditions to the testing Engineer, and provide
recommendations to correct deficiencies and follow-up to verify corrective actions
have been taken.

Safety Supervisor shall create awareness through toolbox talks. He shall participate in
investigation of all near misses and recommend corrective actions. He shall maintain all
safety related documents and update training records.

4.8 FIELD SAFETY OFFICER

The field safety officers shall visibly demonstrate the priority of safety in all
activities Understand the safety and health requirements of the contract, as well as
the CSSP/HIP and this procedure and related JSA. Conduct Toolbox meeting.
Communicate safety rules and standards to the LTSA workforce. Inspect the work
site daily, report any unsafe acts/conditions to the testing Engineer And area
supervisor and provide recommendations to correct deficiencies and follow-up to
verify Corrective actions have been taken. Ensuring the testing Personal is wearing
the necessary personal protective equipment respective to the job. Safety officer
shall monitor, report and advise on unsafe conditions.

5. Tools, Tackles and Equipment’s:

The following are the tools and tackles, and Equipment/Instruments were identified for
the scope of the work and shall be deployed as per the requirements:

 Digital Multimeter – Fluke 87V


 Digital IR Tester – Fluke 1550C or Motwane or Megger MIT525/1025
 VLF Tan Delta Tester – b2 HVA28
 Hand tools
 Ladder
 Power supply cable drum
 Portable Hand Tools
 Power Supply switch board.

1. Check the continuity of the cable Phase identification.


2. Insulation Resistance (IR) & Polarization Index (PI) (IEEE 400: 2012)
These were measured at desire voltage to have a basic idea about the insulation
condition.
a. Remove the terminal cover & disconnect the supply cables from the terminals.
Connect the test leads to the instrument Megger 10Kv, Connect BLACK lead of
instrument to the grounded frame (body) of the Cable comportment under test.
Connect RED lead to respective cable lead.
b. The following chart is the guideline for DC Test Voltage Setup.

c. Select the PI option and Press the START key and release it, continuous
measurement starts to run.
d. Wait until the set timer runs out and full test result displays on screen, Note the IR
& PI values.
e. Discharge the cable for at least 1 min. by using discharging rod of which one end
should be firmly connected to ground.
f. Repeat the same test for other two phases.

3. VLF Tan Delta Analysis (IEEE 400.2: 2013)

a. Voltage will be applied using a 0.1 Hz VLF source in steps of 0.5Uo, 1.0Uo& 1.5Uo
(where Uo is the rated phase‐to‐ground cable voltage).
b. At each voltage step, the voltage will be maintained for a period of 120 Seconds.
During the first 60 seconds, the parameters are allowed to stabilize & no data is
recorded.
c. Subsequently, six measurements will be taken at intervals of seconds. This will be
repeated at each voltage step.
d. The following parameters will be tabulated:

f. Delta tan delta = TD1.5Uo – TD0.5Uo

h. The above parameters will be compared to the recommended limits given in IEEE
400.2‐2013 in order to decide on the corrective actions.
i. Separate readings will be taken for each phase.
j. Specified Limits of tan delta is attached separately.

Accept/Reject the tested component after verifying the test result in manufacturer’s
technical particulars / catalogue cut / operating instruction manual.

7. Health Safety and Environmental (HSE) Requirements:

7.1 Procedures will be followed as per safety requirements of Saudi


Aramco CSM, GI’S and Safety Handbook.

 Certified WPR shall ensure obtaining and maintaining valid work permit
as per GI 2.100.
 The worksite supervisor responsible for this activity has to check the PPE of his
staff to
 Ensure that all required items are available and properly used.
 Inform all workers regarding permit condition before work starts.
 Worksite supervisor shall conduct toolbox talks about nature of works and
associated
 Potential hazards and their essential precautionary measure.
 In-case of any Isolation (LOTO) the working area with proper barricade
and signage posted as per GI-6.012.

 Assign signal man if the working condition is nearby vehicle access road.
All works shall be executed in accordance with the approved HSE plan (CSSP,

HIP, EMP, JSA, Heat stress plan etc.) for the project and necessary
precautions shall be made to ensure HSE requirements and associated
Traffic management Plan, Emergency response Plan, EMP, and Waste
Management Plan etc.

7.2 Job Safety Analysis (JSA)

 All safety measure must be taken care off as per approved JSA

7.3 Training Requirements:

 Personal safety training through Tools box talk shall be conducted.


 Ensure First aider awareness training shall be given to the workers.
 Method of statement explained to all team members.
 All workers must attend the safety induction training before going to site for work.

7.3.1 Training for Electrical activities.

 Hazard identification training.


 Electrical safety training.
 Heat stress training.
 Lifting safety.
 Emergency response training.
 PPE Awareness Training.
 Manual Handling.
 Work Permit System.
 Importance of safety signage.
 LOTO training.
 Ladder Safety.

7.4 Heat Stress:

 The workers at site must be given awareness of Heat stress precautions and
preventions.
 The workers working under open sky shall be provided frequent breaks as per
Heat Stress Management Program to minimize the chances of heat stress.
 Make sure that the Hygrometer is available for temperature monitoring.

 Temperature monitoring shall be done properly and should be recorded in


Temperature monitoring sheet.
 Cold water shall be readily available for the workers during the job execution.

7.5 Housekeeping

 Work areas and means of access shall be maintained safe and orderly.
 To ensure compliance with housekeeping requirements maintain the daily good
housekeeping.
 All workers shall use PPE such as, safety shoes GI-8.005 (ANSI Z41-1991), safety
glasses GI-8.002 (ANSI-Z87.1) hand gloves, earplugs, 3M dust mask. ANSI Z89.1,
Hard HAT CSM Vol.2- Part 1- Chapter 03- Personal Protective Equipment’s.
 Trash cans and drums shall be provided on site for garbage.
 Unwanted materials, Garbage shall not be left behind after working hours.
 Debris should be removed from site & dispose in approved SA dumping area in
accordance to the requirements of Saudi Aramco Engineering Standard SAES –S‐
007. SA G.I. 2.714- Environmental protection policy.

8. Welfare facilities:
 Welfare facilities i.e., Rest shelter/ /Drinking station/toilets must be provided
to people working at site.
 In case of any emergency standby vehicle must be available at site.

9. Plant and Equipment’s:


 Plant & Equipment and (hand/power) Tools must be in good working
condition and will be provided with backup alarms, lights, and all other
applicable safety devices.
 The equipment must be third party certified and operators must possess the
valid SAG license along with Saudi Aramco /approved third-party
certification.
 All the required checklists to be filled prior to starting the work and should be
properly documented.
 Daily basis safety checklist shall be filled before operating the heavy
equipment as per ARAMCO CSM and GI 7.025.

10. Quality Requirements:


 Approved ITPs to be followed.
 All testing equipment’s/instruments must be calibrated.
 Witness the testing activities and ensure all test are Passed/Approved.

11. Emergency Procedure:


 Emergency procedure must be strictly followed as stated in the Saudi

 Educate the workforce about Emergency Procedure during TBT.
 All Safety sign Boards Shall are displayed properly at site.
 In case of any emergency, all works shall be stopped & all running equipment
/ machinery shall be shut down and personnel shall assemble at the
Assembly point /Muster Points.
 Proper Access and Egress shall be available and should not be blocked or
hindered.
 All workforces shall know Assembly point /Muster.
 In case of contact with energized power line, do not touch the equipment /
part having contact with the energized power line.
 People in the affected area shall not move, because differential voltage may
pass through the body.
 Electrical safety training shall be provided to all the employees working near
the energized power line.
