TOP TABLE, REACH FINAL
The second ICC World Test Championship cycle ended
with India returning to the final – this time going up
against Australia.
The ICC World Test Championship 2021-2023 cycle was filled
with drama, with the world’s top Test teams battling to follow in
the footsteps of New Zealand – winners of the first ICC World Test
Championship Final in August 2021.
It was an action-packed two years, and a testament to the power
of this new format. Evidence suggests that the need to secure
Championship points is resulting in more positive cricket across
the board – just 12 of the 69 matches in this cycle ended in draws.
And when all was said and done, two teams secured their spots in
the second ever ICC World Test Championship Final.

Top dogs
Australia confirmed their place in the final at the Oval when
they sealed a nine-wicket victory over India in the third Border-
Gavaskar Trophy Test at Indore in March 2023. Nathan Lyon, the
leading wicket-taker in the two-year Championship cycle, took
11 wickets in the match, a Player-of-the-Match performance
that left Australia needing just 76 to win.
But while Australia secured their berth in the top two with that
victory, India went on to take the Border-Gavaskar Trophy 2-1
with a crucial draw in the series’ final match – keeping them very
much in the hunt to join the Aussies in the final.
India’s fate was out of their hands, and Sri Lanka could have
pipped them to the post with a 2-0 series victory in New Zealand.
But it wasn’t to be for the Lions – New Zealand took a nail-biting
victory in the first Test of the series by scampering a bye off
the very last ball of the match, sealing India’s second-place finish
in the table.
The second New Zealand-Sri Lanka Test in the series was also
the last in the cycle. Australia topped the nine-team table with
a tally of 152 points and 66.67% of points won, followed in second
by India (127 points, 58.8%). South Africa finished third ahead of
a resurgent England, whose “Bazball” approach under Brendon
McCullum led to a transformation in their fortunes. Sri Lanka’s
2-0 series defeat to New Zealand saw them slip to fifth, ahead
of New Zealand, Pakistan, West Indies and Bangladesh.

The ICC Board re-elected
Greg Barclay as its Independent
Chair – and three new
Associate Members joined
the ICC cricketing family.
At a meeting in Melbourne in November 2022, the ICC Board
unanimously re-elected Greg Barclay as the ICC’s Independent Chair
for a second two-year term from 1 December 2022 to 30 November 2024.
His re-election was followed by the similar reappointment of
Imran Khwaja as Deputy Chair.

Three new Members


Earlier in the year, the first Annual Conference and AGM to be held
in person for three years took place in Birmingham in July 2022.
The Conference awarded Associate Membership status to three
new countries, taking the total number of Associate Members to 96.
Cambodia and Uzbekistan brought the total number of Asian members
to 25, while Cote D’Ivoire became the 21st African Member of the ICC.
The Conference also saw the election of Imran Khwaja, Pankaj Khimji and
Neil Speight as the ICC’s three Associate Member Directors and Directors
on the Board, and of Imran Khwaja as Chair of the Associate Members,
all for two-year terms.

Host nations confirmed


The ICC Board also approved Bangladesh, India, England and Sri Lanka as
the four host countries for the ICC women’s white-ball events from 2024-
2027. Each host was selected via a bidding process overseen by a Board
sub-committee chaired by Martin Snedden, along with ICC Women’s
Cricket Committee Chair Clare Connor, ICC Men’s Cricket Committee
Chair Sourav Ganguly, and Cricket West Indies President Ricky Skerritt.
It was confirmed that the ICC Women’s T20 World Cup 2024 will be
hosted by Bangladesh for a second time; the ICC Women’s Cricket World
Cup 2025 will be staged in India; and the ICC Women’s T20 World Cup
2026 will be hosted by England and Wales, for the first time since 2009.
Sri Lanka will host the ICC Women’s T20 Champions Trophy 2027, subject
to their qualification for the event.

permitted Essel to proceed with an appeal against the anti-suit injunction granted by the Divisional Bench of the
Delhi High Court preventing it from suing the BCCI/ECB/ICC in England pending trial of the underlying Indian action.
On 1 September 2017, however, as the underlying suit (namely “Indian Action”) was in the final stages of being heard,
the Supreme Court dismissed the special leave petitions and directed that the District Court should hear and decide
the underlying suit within three months of the date of the order, without any interference from the Supreme Court.
The appeal proceedings (against the anti-suit injunction) have therefore effectively been dismissed and come to an end.
As at the date of issuance of the consolidated financial statements, the Group’s management remain unaware of any
momentum from the BCCI towards settling the Indian Action (and all related proceedings) in a way that is satisfactory
to all, but this possibility remains within the control of the BCCI.

External lawyers have been appointed to act collectively for the ICC, ECB and BCCI in defending the English Action
(including pursuit of and challenge to the anti-suit injunction in India). The advice received from those lawyers is that
the ICC and its Members will be able to mount a robust defence of the English Action and consequently no provision has
been made in the consolidated financial statements in this respect. In addition, in 2010, the court in England granted a stay
on hearing this matter until the Indian action is resolved and this remains the case.

Related to these actions, the ICC Board has agreed to provide an indemnity to Members in relation to all costs, damages
and awards that might be made against any of them as a result of the English Action. As at the reporting date, no amounts
in relation to such indemnity has been recognised on the consolidated financial statements as the probability of any such
outflow looks unlikely.
