RBI sets up panel to suggest steps for strengthening, consolidating UCBs

 The RBI has set up a committee to draw a vision document for strengthening urban
cooperative banks (UCBs) and exploring the potential of consolidation in the sector.
 The committee will suggest “effective measures for faster rehabilitation and resolution of Urban
Cooperative Banks (UCBs) and also assess their potential for consolidation in the sector.”
 The committee will be under the chairmanship of former RBI Deputy Governor N. S.
Vishwanathan.

RBI: India’s GDP growth projected at 10.5 per cent for FY22

 In the last bi-monthly monetary policy meet for the current, the Reserve Bank of
India projected India’s GDP growth rate at 10.5 per cent for the fiscal year 2021-22.
 The growth outlook has improved significantly, and the vaccination drive will further boost the
economic rebound.
 It expects the Indian economy to grow in the range of 8.3 per cent to 26.2 per cent in the first
half of FY22, followed by a 6 per cent growth in Q3FY22.

RBI releases Annual Report of Ombudsman Schemes for 2019-20

 The RBI has released the Annual Report of the Ombudsman Schemes for the year 2019-20.
 There was an increase of around 65 per cent in the receipt of complaints out of which almost
92 per cent have been disposed of.
 RBI has three Ombudsmen- Banking, Non-Banking Finance Company (i.e., NBFC) and
digital transactions. A common man can approach these Ombudsmen for their grievances.
 As per the RBI’s report, all three received in total 3,30,543 complaints in 19-20 as compared to
2,00,362 in 18-19.
 Banking Ombudsman received major complaints regarding ATM & Debit Cards, Mobile &
Electronic Banking while NBFC’s Ombudsmen received most complaints about non-
observance of regulatory guidelines, lack of transparency in contract/ loan agreement and levy of
charges without notice.

RBI Organises Financial Literacy Week from February 8-12

 The Reserve Bank of India (RBI) has launched the Financial Literacy Week (FLW) from
February 8-12, 2021, to propagate financial education.
 RBI conducts Financial Literacy Week (FLW) every year since 2016 to propagate financial
education messages on a particular theme every year across the country, through a focused
campaign.
 The theme for 2021 FLW is “Credit Discipline and Credit from Formal Institutions”.

 SEBI is considering a proposal to introduce a framework to ascertain the incidents of technical


glitches whereby compensation would be given to investors.

SEBI mulls cybersecurity fusion centre for securities market

 SEBI is in the process of setting up a cybersecurity fusion centre.


 It is aimed at detecting cyber threats faster and resolve such incidents efficiently and effectively.
 Establishing a cybersecurity fusion centre or a cyber-lab is part of Sebi’s three-tier structure for
monitoring cybersecurity-related events in the securities markets and taking actions as
deemed necessary in the interest of protection of the securities market.
 The three-tier structure would strengthen the cybersecurity preparedness or resilience of the
entire securities market ecosystem.
 Under the tier-1, high-powered steering committee on cybersecurity chaired by a whole-time
member of SEBI has been set up and a cybersecurity fusion centre would be established
under the tier-2.
 In the tier-3, division of technology and cybersecurity on SEBI would coordinate with the
steering committee, cyber security lab security and operations centres at the respective market
infrastructure institutions (MIIs).

IRDAI advises insurers to allow storing of policies in DigiLocker

 Insurance Regulatory and Development Authority of India (IRDAI) advised all insurers to put
in place IT systems that would allow policyholders access to DigiLocker facility for preserving
all their policy documents.
 DigiLocker is an initiative under the Digital India programme by the Ministry of Electronics & IT
(MeitY), where citizens can get authentic documents or certificates in digital format from original
issuers of these certificates. The issued documents in the DigiLocker system are deemed to be
at par with the original physical document.

IRDAI panel okays launch of index-linked insurance policies

 A committee set up by the Insurance Regulatory and Development Authority of India


(IRDAI) has recommended the introduction of index-linked insurance policies (Ilips).
 The committee was formed about four months ago after requests from insurers for reintroducing
Ilips, which were banned by the regulator in 2013.
 The returns from Ilips will be linked to benchmark indices.
 According to the IRDAI Working Group committee report, Ilips can be an alternative or
complementary option to the current conventional guaranteed products (including annuities and
savings products) and unit-linked insurance plans (Ulips).

Mis-selling complaints go down, shows IRDAI report

 The Insurance Regulatory and Development Authority’s (IRDAI) annual report outlined the
regulator’s focus on curbing mis-selling and reported fewer mis-selling complaints.
 The regulator also released data on claims settlement ratio of insurance companies.
 As per the IRDAI report, the analysis of mis-selling complaints data of private life insurers
shows that the number has reduced from 47,503 in 2017-18 to 35,178 in 2019-20.
 Also, the incidence of mis-selling complaints per 10,000 policies sold has reduced over the years.

BSE-owned India International Exchange’s debt listing platform.

NCDEX to launch Hi-pro soybean meal futures

 Leading agri-commodity bourse NCDEX will launch futures trading in animal feed ‘Hi-pro
soybean meal’.
 The futures contracts in Hi-pro soybean meal, expiring in the months of March to September will
be available for trading at the time of the launch.
 The contract will have a trading and delivery unit of 10 tonne.
 Hi-pro soybean meal is an animal feed with the high protein content of 50 per cent or more as
compared with around 46 per cent in normal soymeal.

 HDFC Bank has outdone State Bank of India (SBI) in disbursements under the Emergency
Credit Line Guarantee Scheme (ECLGS) introduced by the government as a part of the
COVID-19 relief package.
 The scheme involved a government guarantee for additional loans, up to Rs 3 lakh crore,
extended to businesses facing stress due to the COVID-19 pandemic.

Meghalaya police inks MoU with SBI for e-Challan

 A memorandum of understanding (MoU) was signed between the Meghalaya police and the
State Bank of India for implementation of the e-Challan within the jurisdiction of the Shillong
Traffic Police (STP).

PNB Restricts Withdraw of Money from non-EMV ATMs

 Punjab National Bank (PNB) has decided to restrict its customers from withdrawing money from
non-EMV automated teller machines (ATMs) with effect from 01 February 2021, in an attempt

PNB will introduce OTP based systems for withdrawing cash.

Laxity found in ensuring safety by SAIL at Bhilai plant: CAG report

 The Comptroller and Auditor General of India (CAG) has pulled up SAIL for “laxity” in ensuring
safety measures which led to the blast at the company’s Bhilai Steel Plant (BSP) in 2018, in which
14 people had lost their lives.
 On October 9, 2018, an explosion occurred at around 10:30 am in a gas pipeline connected to the
coke oven section of the plant in Bhilai town
 The CAG report further noted that there were a smaller number of safety officers posted in its plants
than the statutory requirement during the period.

NITI Aayog commissions study to assess “unintended” economic impact of select SC, NGT
decisions

 NITI Aayog has commissioned a study to assess the “unintended” economic impact of select
decisions of the Supreme Court and the National Green Tribunal and to review if the stated
objective behind the judicial pronouncements was met.
 Jaipur-based CUTS International has been asked to do the study on the apex court rulings on halting
consultation of Mopa Airport in Goa, stopping iron ore mining in Goa, and shutting down Sterlite
Copper’s Tuticorin plant in Tamil Nadu.
 To highlight the economic impact, five cases have been selected of which three were decided by the
Supreme Court and the other two by the National Green Tribunal.

FDI in insurance to attract international insurers and promote competition, says Fitch

 India’s recently announced union budget measures would help the Insurance sector attract foreign
capital, strengthen solvency and promote competition, said Fitch Ratings.
 The recently declared budget entailed the relaxation of foreign ownership limits on insurers from 49%
to 74%, thereby allowing majority foreign ownership, whilst also listing the Life Insurance
Corporation (LIC) of India on the bourses.
 The measures announced by the Finance Minister also include, to maintain local participation, the
requirement that majority of insurers’ key management personnel and board members to be resident
Indians, and that half of the board comprised of independent directors.

Government notified scheme to provide financial assistance to project proponents for enhancing
ethanol distillation

 Government has notified scheme for extending financial assistance to project proponents for
enhancement of ethanol distillation capacity or to set up distilleries for producing 1st Generation (1G)
ethanol from feed stocks such as cereals (rice, wheat, barley, corn & sorghum), sugarcane, sugar
beet etc.
 Under the scheme, Government would bear interest subvention for five years, including one year
moratorium, against the loan availed by project proponents from banks at 6% per annum or 50% of
the rate of interest charged by banks, whichever is lower, for setting up of new distilleries;
expansion of existing distilleries; converting existing distilleries to dual feedstock; setting up of new
dual feed distilleries; expansion of existing dual feed distilleries; and installation of Molecular Sieve
Dehydration (MSDH) column etc.

India

States’ fiscal deficit to narrow to 4.3 pc of GDP in FY22: Report

 The aggregate fiscal deficit of states is likely to be at 4.3 per cent of the gross domestic product
(GDP) in 2021-22 compared to 4.6 per cent in 2020-21, says a report by India Ratings and Research.
 It has revised the outlook on state finances to stable for FY22 from stable-to-negative.
 It had earlier forecast FY21 fiscal deficit of states to be at 4.5 per cent but revised it later due to a
sharper-than-expected contraction of 6.1 per cent y-o-y in the nominal GDP.

Singapore’s GDP shows signs of recovery, to grow by 4-6 per cent in 2021

 Singapore recently said its economy will grow by 4.0 to 6.0 per cent this year, making a gradual
recovery from the worst recession after weighing positive and negative developments in key external
economies.
 If the economy grows by 6%, this would be the best growth since 2011, when its GDP grew by 6.3%.

 Retail inflation eased to a 16-month low of 4.06 per cent in January mainly on account of softening
of food and vegetable prices, government data showed.

 It is for the second consecutive month that retail inflation based on the Consumer Price Index (CPI)
has remained within the target range of RBI which is 4 per cent (+/-2 per cent).
 The retail inflation stood at 4.59 per cent in December 2020 and 7.59 per cent in January 2020.

 Retail inflation measured in terms of the Consumer Price Index for Industrial Workers (CPI-IW) is the
benchmark for working out dearness allowance for central government employees and dearness relief for
pensioners.
 The Labour Bureau, an attached office of the ministry, has been compiling CPI-IW every month on the basis of
the retail prices of selected items collected from 289 markets spread over 78 industrially important centres in the
country.

Major ports get more powers; Private investors to get a leg-up

 Major ports will get to determine the tariffs for various port-related services as well as the terms for
private developers who team up with them, with Parliament passing the Major Ports Authority Bill,
2020.
 The new law will supersede a 1963 Act governing the country’s 12 major ports.
 The Tariff Authority for Major Ports (TAMP) will cease to operate and every port will now be
governed by a Port Authority (board) which will have the powers to fix reference tariffs for various port
services.

 However, despite this, the rating agency cautioned that such public sector lenders are likely to remain
starved of sufficient capital to absorb unexpected shocks and support credit growth.
 Banks were expected to see a sharp rise in NPAs last year when the pandemic slowed the Indian
economy down but despite the economic slump, the asset quality of banks has seen mild
improvement.

Finance Ministry to infuse Rs 3,000 crore in general insurance companies

 The Finance Ministry will infuse Rs 3,000 crore capital into state-owned general insurance
companies during the current quarter in a bid to improve their financial health.

Bank has committed to invest USD 100 million (around Rs 728 crore) in NIIF Fund of Funds

 With NDB's investment, the FoF has secured USD 800 million in commitments.
 NDB joins the Government of India (GoI), Asian Infrastructure Investment Bank (AIIB) and Asian

Denmark is creating the world’s first energy production island

 Denmark has decided to build the world’s first artificial island with the aim to provide clean energy.
 The island will be located in the North Sea (located between England and Scotland).

Cabinet nod for Rs 100 crore grant-in-aid to BVFCL

 The Cabinet Committee on Economic Affairs (CCEA) approved a proposal to give Rs 100 crore
grant-in-aid to Assam-based state-run Brahmaputra Valley Fertilizer Corporation Ltd (BVFCL).
 The grant-in-aid of Rs 100 crore to BVFCL will restore the urea production capacity of 3.90 lakh tonne
per annum and ensure timely availability of urea to the tea industry and farming sector in the entire

research testbed at Balasore.

UP govt announces a unique 16-digit Unicode to identify landholdings

 Uttar Pradesh government has introduced a unique 16-digit Unicode to mark all kinds of
landholdings.
 Every piece of land in the state will have its own unique identity from now onwards that would check
cases of land disputes and save people from falling into the trap of fraudsters.
 The revenue department will be issuing the Unicode for marking all kinds of agricultural,
residential and commercial land and a person will now be able to know the details of the land with a
single click.
 The Unicode number of the land will be 16 digits with the first six digits based on the population of
the land, the next 4 digits determining the unique identity of the land. The digits from 11 to 14
will be the number of the division of the land. The last 2 digits will have the details of the
category, through which, the agricultural, residential and commercial land will be identified.
 The Unicode will put an end to fake registries of disputed land and the scheme is being implemented
across the state.

Durgapur (West Bengal) and cater to gas demand of industrial, commercial and automobile sectors,
and city gas distribution across all major towns in the State.
 Catalytic-Isodewaxing unit: He also laid the foundation stone of the second Catalytic-
Isodewaxing unit of Haldia Refinery. This unit will have a capacity of 270 thousand metric tonnes per
annum, and once commissioned, is expected to result in a saving of about US 185 million dollars in
foreign exchange.
 4 Lane ROB-cum-Flyover: He also dedicated to the nation the 4 Lane ROB-cum-Flyover at
Ranichak, Haldia on NH 41. It has been built at the cost of Rs 190 crores. The commissioning of this
flyover will result in uninterrupted movement of traffic from Kolaghat to Haldia Dock Complex
and other surrounding areas, resulting in substantial saving in travel time and operating cost of heavy
vehicles plying in and out of the port.

ISRO tests satellites developed by private sector for the first time

 Two satellites by Indian startups—SpaceKidz India and Pixxel (incorporated as Sygyzy)—were


tested at the UR Rao Satellite Centre of the Indian Space Research Organisation in Bengaluru.
 This is a first for the space agency, which so far has only taken help in manufacturing and
fabrication of various parts of satellites and rockets from the Indian industry. ISRO helped these two
companies fix problems with the solar panels on their respective satellites.
 Earlier ISRO had only provided launch facilities to private firms at a cost.
 In June 2020, ISRO chairman K Sivan had announced that the agency will open its labs, testing
facilities and quality facilities to private companies so they don’t have to invest in infrastructure. An
independent body, Indian National Space Promotion and Authorisation Centre (IN-SPACe), was
set up to not only to oversee the space activity of the private sector, but also to handhold and share
ISRO facilities.

Agriculture highly vulnerable to climate change in 20% districts: ICAR

 Around 20% districts in the country are in a very high-risk zone in terms of vulnerability of agriculture to
climate change, while another 35% come under the high-risk classification, according to a study
undertaken by the Indian Council of Agricultural Research (ICAR).
 Temperatures are likely to go up by 1-1.3 degree Celsius in 256 districts and 1.3-1.6 degree in 157
districts by 2049, it said.

 Director PS Vinothraj's Koozhangal (Pebbles) won the coveted Tiger Award at the 50th International
Film Festival Rotterdam 2021.
