1. General
In addition to the general requirement as stated in CLPP Code of Practice No. PS-
COP-102, this civil design brief outlined some particular high level requirements
for Global Switch 132kV Substation.
This civil design brief is based on the substation layout discussed with Global
Switch Hong Kong Limited (GSHK) and her representatives that was recorded in
previous minutes of meetings and correspondences. Other detailed requirements, if
any, will be defined during detailed civil drawings review and approval and it is
subject to change to fit for CLPP substation application purpose.
The detailed civil drawings not limited to architecture, structure , building services,
MVAC, electrical installation, fire protection, drainage system, security system, etc.
shall be submitted by GSHK for CLPP review and approval on time to ensure
CLPP’s requirements (if applicable ) are met and incorporated before submission to
the Government for approval and commencement of construction works.
The design and construction of the substation & access route shall fully comply
with the HKSAR Statutory Regulations, Hong Kong Ordinances and CLPP
requirements.
GSHK is responsible for the design integrity of the substation with the whole
development in compliance with statutory requirements.

1.1. Substation Located in GSHK’s Area


Substation shall be provided with independent facilities. The facilities for
the substation and GSHK’s area should be completely separated from each
other with no shared amenities. To achieve this, the following must be
applied:
• The substation should have its own access ways and doors, which are
unobstructed at all times.

• Emergency exit passages and doors for the substation should be independent
from those for GSHK.

• Separate ventilation or air conditioning systems should be employed for the


substation. The air flow from the ventilation or air conditioning plant of the
substation should not be vented into the other occupancy in order to prevent
the passage of smoke in the event of a fire, or vice versa.

1.2. Access Road

The site access leading to the substation from the public road shall comply
with relevant statutory requirements and satisfy the following specific
requirements:

• Clear headroom: ≥ 5.5m

• Minimum width: ≥7.3m

• Minimum outer turning radius for bends: ≥13m

• Gradient: ≤ 1 in 10

• Load Bearing Capacity: - Transport weight of 132/11kV transformer itself is


90-tonne. This will be carried out by a tractor and trailer with size and
loading over 60-tonne as shown on the drawing in Section 7.3, subject to
final design of the transformer.

• Emergency Vehicle Access (EVA) requirement for the substation should be


fulfilled by the traffic road outside the substation.

1.3. Cable Trenches

• The proposed cable trenches are shown on the attached substation ground
floor plan. The trenches shall be designated for cabling by CLPP. The
trenches should not be used for running building services installation.

• Cable trenches entering different Plant Rooms/Bays (minimum 900mm


depth) shall be sealed with waterproof brick walls by GSHK at the boundary
before and after cabling by CLPP.

• Whenever cable trenches cross over each other, minimum headroom of


500mm shall be provided for the bottom cable trench, unless otherwise
specified on the drawing.

• All ramps shall be gentle and limited to 15 degrees (except the trenches
inside rooms).

• No water pipes or drainage pipes are allowed to be run across the cable
trenches. If unavoidable, they should be embedded below the bottom floor
slab of the cable trenches.

• No floor drain shall be installed in the cable trenches. Proper floor-falling


level, proper cable entries sealing-up shall be used.

• All the corners of the cable trenches shall be chamfered.

1.4. Environment

Pre and post commissioning noise impact assessment for the substation shall
be conducted by GSHK to evaluate any noise mitigation measures are
required. Both reports shall be provided to CLPP for comment / record.

2. Highlights of Plant / General Areas

2.1. 132/11kV Transformer Bays

• The design of Transformer Bays shall enable heat dissipation by natural


ventilation. If natural ventilation is not sufficient to cope with the total heat
dissipation of transformer, forced ventilation shall be provided with access
provision for maintenance and inspection.

• The design of Transformer Bays shall enable heat dissipation by natural


ventilation.

• The foundation system shall be designed to take up a total loading of 120-


tonne (with minimum 10% safety margin additional). The foundation
design of the transformer bays shall allow changing the transformer plinth
dimensions and orientation to suit the actual transformers to be installed. For
initial design purpose, please refer to the attached GLS substation layout
drawings.

• Reinforced concrete plinths which are 100mm above finished floor level
(F.F.L.) are required within the transformer bays to support the transformer.
The leveling requirement shall be within +3mm, please refer to the final
transformer drawings for details.

• To facilitate transformer installation, two 20-tonne SWL haulage lugs that


can sustain such pulling force at any direction vertically or horizontally, at a
height of 400mm above the F.F.L. shall be provided one at each rear corner
of the transformer bay.

• Drainage facilities shall be provided inside the transformer bay and every
cable trench to allow rain water discharging.

• All electrical provisions in Transformer Bay shall be weather-proof type.

• At the front side of each Transformer Bay, a removable metal fence on bund
wall with access gates at two sides shall be constructed after complete
installation of transformer. The metal fence shall be connected to the main
earth ring mesh in the Transformer Bay.

• As the Transformer Bay is covered, I-beams for hoisting with 3-tonne SWL
shall be provided under the ceiling of Transformer Bay to facilitate
transformer installation. The setting out and dimensions of I-beams are
shown on the attached section drawings in 7.1.

• One waterproof type 63A 5-pin switched socket outlet integrated with 30mA
RCCB for SF 6 gas handling equipment shall be provided at each transformer
bay.

• One waterproof type 100A TP&N isolator shall be provided at Transformer


H2 Bay.

2.2. 132kV SF6 Ring Main Unit (RMU) Rooms

• As the RMUs are installed on upper level, appropriate cable trenches and
through floor openings with specified dimensions shall be provided for
running of power cables to transformer bay underneath and running of
auxiliary control cables to the Protection / Control Rooms, etc.

• The approximate weights and dimensions of each SF6 3-way RMU are
approximately 14-tonne (Static Loading) and 5.6m (Length) x 4.0m (Width)
x 3.2m (Height) respectively, subject to final design of the RMU. XLPE
cables are used for the cable termination of RMU.

• Landing platform with rolling shutter, 1100mmH stainless steel lockable


folding gate shall be provided to assist manoeuvring of the RMU being
raised. Two anchor points for personnel safety belts shall be provided and
attached to the adjacent walls at 1m above the floor level of the landing
platform.

• One 5-tonne and one 2-tonne lifting beams shall be installed at the ceiling on
top of each RMU inside the RMU Rooms to facilitate the installation and
maintenance of the RMU as well as cable installation.

• 3-tonne haulage lugs may be required at the back of each RMU Room to
facilitate manoeuvring the RMU into the room.

• Drainage facilities shall be provided inside the cable trenches of RMU


Rooms to allow rain water discharging.

• 150mmH R.C. curb is to be built, at the equipment entrance to avoid


seepage of water into the RMU Rooms, after the installation of the RMU.

• One waterproof type 63A 5-pin switched socket outlet integrated with 30mA
RCCB for SF 6 gas handling equipment shall be provided at each RMU
Room.

• The exit doors of the RMU Rooms shall be equipped with heavy duty panic
bar of approved type with lock cylinder operated at outside. All locks shall
be CLPP’s approved type, provided by CLPP and installed by GSHK. The
dimension of the exit door is 900mm wide x 2100mm high.

2.3. Protection / Control Rooms

• Two nos. of exit doors, one 1500mm wide x 2500mm high double-leaf type
shall be provided. Safety glass or wire-mesh type of the view panel shall be
provided on all exit doors. The exit doors shall be equipped with heavy duty
panic bar of approved type with lock cylinder operated at outside. All locks
shall be CLPP’s approved type, provided by CLPP and installed by GSHK.

• A proprietary steel false floor with high pressure laminated vinyl surface
shall be provided 400mm above the concrete floor slab in the room. The
false floor panels shall be 600mm x 600mm, light grey and shall be easily
removed or reinstated. Lifting tool for false floor panel shall be provided.
For the dimensions and setting out of the cubicles, please refer to the layout
in Section 7.1.

• A separate steel framework shall be provided to support the


protection/control cubicles. Fixing holes on the steel framework for
mounting the cubicles shall be drilled during cubicle erection. The
openings shall be covered with 6mm thick non-slippery metal plates
(chequer plates) painted with black colour before the installation of cubicles.
For the dimensions and setting out of the cubicles, please refer the layout in
Section 7.1.

• Sufficient split-type air conditioners (100% standby A/C units shall be


provided in each room) and two dehumidifiers with drainage provision to
cater for the condensate shall be provided. The quantity of air conditioner is
to be designed by GSHK and shall be sufficient to maintain the operating
condition of the equipment. The temperature is set to 25oC with resulting
maximum allowable room temperature of +5oC on non-critical facilities
inside the room and relative humidity less than 65%. Please refer to CLPP
PS-COP-102 for details. Location of the air-conditioners shall be arranged
so that the cool air shall not blow directly onto the protection/control
cubicles. Besides, the air-conditioners shall not be mounted above the
protection/control cubicles to avoid dripping of condensed water onto the
cubicles.

• Two lifting U-lugs (100mm diameter, 0.5-tonne capacity) shall be provided


under the ceiling beam inside the Protection / Control Room with one U-lug
near each exit door for handling protection/control cubicles.

• A separate 95mm2 earthing cable directly connected to the substation earth


without any teeing off or sharing with other facilities for the
telecommunication equipment racks shall be provided.

• A 8-way earth connection terminal block shall be provided.

• Separate conduits interconnecting the telephone sockets to the TCMB shall


be provided.

• 2 x Φ32mm G.I. conduits completed with respective accessories including


draw wires shall be provided for connecting GPS antennae installed on top
roof to GPS cabinet inside each Protection / Control Room. The conduit
opening for GPS should be located at the raised floor level and underneath
the GPS cabinet. The conduits shall comply with the following.
a) Must not have 90 degree sharp turns
b) Junction boxes should be placed in easily accessible location
c) Opening at the rooftop must be tightly covered in a weatherproof
junction box to avoid water ingress

• A 150mm wide x 100mm high telecommunication plastic trunking for


Telecom interconnecting the relevant equipment between the Telecom
Room and Protection / Control Room shall be provided under raised floor.

• A 100mm x 100mm trunking interconnecting the ISMS cubicle and ISMS


panels through raised floor shall be provided.

• 1000mm x 300mm holes on the concrete floor slab shall be provided under
the raised floor for multicore cables routed to other parts of the substation.
Openings on concrete floor shall be surrounded by 50mm high concrete curb
and covered with fire rated covers until cable installation. Proper sealing of
cable entry openings shall be performed during and after cable works. For
other through floor/wall openings, please refer to attached substation layout
drawings.

• One 16A 5-pin switched socket outlet integrated with 30mA RCCB shall be
provided.

• A 63A 3-ph 4-wire 4-way AC Distribution Board directly from PA Board


shall be installed for Telecom equipment in each Protection / Control Room.

• 150mm high curb to be provided after equipment installed, subject to


whether sprinkler system is provided at corridor.

2.4. Telecom Rooms

• The size of the door opening is 1500mm wide x 2500mm high double-leaf
type same as that for Protection / Control Room.

• A proprietary steel false floor with high pressure laminated vinyl surface
shall be provided 400mm above the concrete floor slab in the room. The
false floor panels shall be 600mm x 600mm, light grey and shall be easily
removed or reinstated. Lifting tool for false floor panel shall be provided.

• A separate steel framework shall be provided to support the


telecommunication cubicles. Fixing holes on the steel framework for
mounting the cubicles shall be drilled during cubicle erection. The openings
shall be covered with 6mm thick non-slippery metal plates (chequer plates)
painted with black colour before the installation of cubicles. For the
dimensions and setting out of the cubicles, please refer to the layout in
Section 7.1.

• A lifting U-lug (100mm diameter, 0.5-tonne capacity) shall be provided


under the ceiling beam inside Telecom Room near exit door for handling
telecommunication cubicles.

• A LAN socket and a telephone socket at 1300mm above raised floor level
shall be provided.

• A 8-way 3-phase TP & N MCB distribution board with the grounding


isolated from a 63A isolator shall be provided.

• A 8-way earth connection terminal block shall be provided.

• A separate 95mm2 earthing cable directly connected to the substation earth


without any teeing off or sharing with other facilities for the
telecommunication equipment racks shall be provided.

• 1 x Φ32mm G.I. conduits completed with respective accessories including


draw wires shall be provided for connecting TETRA antennae installed on
top roof under a clear sky view to TETRA cabinet inside each Telecom
Room. The conduit opening for TETRA should be located at the raised floor
level and underneath the TETRA cabinet. The conduits shall comply with
the following.
a) Must not have 90 degree sharp turns
b) Junction boxes should be placed in easily accessible location
c) Opening at the rooftop must be tightly covered in a weatherproof
junction box to avoid water ingress

• 150mm high curb to be provided after equipment installed, subject to


whether sprinkler system is provided at corridor.

2.5. Battery & Charger Rooms

• The size of the door opening is 1500mm wide x 2100mm high double-leaf
type.

• The room shall be mechanical ventilated to open air by two extraction fans
(one duty and one standby). Both fans shall be interlocked. Each fan shall be
provided with motorized damper to prevent the air short-circuiting. The
central monitoring system should receive signal(s) if any fan fails. The fan
failure signal shall be transmitted to CLPP System Control Centre via the
environmental alarm signal. Normally the extraction fans located near to the
ceiling with low level louvers so as to remove hydrogen gas released by
batteries, if any. Please refer to CLPP PS-COP-102 for details.

• The fresh air intake louvers shall be positioned away from the air extraction
grilles to ensure an efficient flow of fresh air throughout the room.

• 150mm high curb to be provided after equipment installed.

2.6. 11kV Switchgear Rooms

• The size of the exit doors mainly for equipment manoeuvring is double-leaf
type with 2000mm wide x 3000mm high. The other exit doors for personnel
entry is single-leaf type with 900mm wide x 2100mm high. All the exit
doors shall be equipped with heavy duty panic bar of approved type with

lock cylinder operated at outside. All locks shall be CLPP’s approved type,
provided by CLPP and installed by GSHK.

• Steel support frame shall be provided for switchgear and so arranged as not
to cause any obstruction to the power cables laying.

• Each panel is fixed to the floor by foundation bolts embedded in pocket


holes and with metal support structure to support the panel (detailed design
subject to CLPP approval). To facilitate alignment of the panels, the
tolerance of the finished floor level and metal support structure must be kept
within +1mm/1m length and +2mm over the total length of the switchboard.

• The foundation shall be designed to take up the total loading of 2-tonne per
11kV switchgear panel. Total 17 and 8 nos. of 11kV switchgear panel in
11kV Switchgear Room “A” and Room “B” respectively will be installed.

• Two cat ladders are required in each 11kV Switchgear Room for accessing
the cable trench under the 11kV switchgear. To save space, cat ladders with
adjustable grip pipe as shown in the reference drawing in Section 7.2 are
recommended.

• 1000mm x 300mm floor openings with 2500mm high GMS plate enclosure
shall be provided for mechanical protection of multicore cables routed to
Protection / Control Rooms. The details of GMS plate enclosure are attached
in Section 7.2 for reference.

• Stainless steel overhead railing with black and yellow mark strips shall be
provided at the ceiling right above 11kV switchgear panels as the anchorage
for fastening safety harness. A reference drawing is attached in Section 7.2.

• Drainage facilities shall be provided inside the cable trenches of 11kV


Switchgear Rooms to allow automatic water discharging.

• Two 32A 5-pin switched socket outlets integrated with 30mA RCCB for
SF6 gas handling equipment shall be provided.

• Mechanical ventilation of the Switchgear Room shall be provided with


sufficient louvres and two ventilation fans, one at each end of the room to
ensure the heat generated from the plant equipment could be properly
dissipated.

• A control panel for manual operation of the ventilation fans shall be


installed at the main entrance just outside the 11kV Switchgear Rooms.

• Ventilation switch and the respective signage board shall be provided


outside each entrance of 11kV Switchgear Rooms.

• 150mm high curb to be provided after equipment installed at 11kV


Switchgear Room A, subject to whether sprinkler system is provided at
corridor.

2.7. L.V. Switch Rooms

• The size of the door opening is 1500mm wide x 2100mm high double-leaf
type.

• The layout is to be designed by GSHK.

• The L.V. main switchboard should be ASTA or KEMA type tested to IEC
60439-2 or BSEN 60439-2 in laboratory located in either Europe or
Australia. The L.V. main switchboard should be IP31; of Form 4b, floor
standing and rear access type with minimum working space of 900mm
should be provided at both back and front of the L.V. main switchboard
respectively. Minimum clearance of 650mm should also be provided for the
left and right sides of the L.V. main switchboard.

• Mechanical ventilation shall be provided.

• An alarm indication panel for the environmental alarm signals shall be


provided to monitor the different zones. The fault signal should be able to
identify which zone the fault signal would come from within the substation
area.

• 150mm high curb to be provided after equipment installed at L.V. Switch


Room A, subject to whether sprinkler system is provided at corridor.

• 150mm high curb to be provided after equipment installed at L.V. Switch


Room B.

2.8. CLPP L.V. Transformer Room

• The layout is to be designed by CLPP West & East Region after receiving
the detailed architectural drawings from GSHK. However, GSHK can refer
to the typical drawings as shown in the CLPP PS-COP-102 for initial design
purpose.

3. Substation Earthing

3.1. Earth Mat

• GLS 132kV Substation’s earth mat shall be installed in accordance with the
layout as shown on CLPP drawing No. T/GLS/59000/D/E33/3000/01/D/A.

• The earth mat installation and earthing resistance measurement shall be


witnessed by CLPP engineers.

3.2. Branch Connections to Equipment

The table below indicates the typical branch connections and conductor
sizes to the equipment in a substation.

3.3. Equipotential Bonding of Metalwork

All fixed metalwork shall be earthed including working platforms,


supporting structures, metal louvers, metal gates, metal doors, metal ducts,
cat ladders, lifting beams, trunkings, metal doors, etc.

However, it is impracticable to earth the cable trench covers, haulage lugs,


power cable cleats, rolling shutters, removable steel covers, etc.

Metal doors must be earthed to the door post with the use of a flexible
conductor such that reliance is not placed on the door hinge.

two ends. Steel supports for mounting power cables should also be earthed.

3.5. Building Services

Dedicated risers from the earth ring mesh are used to earth the air
conditioning plant, luminaries, overhead cranes in the plant rooms, low
voltage supplies, etc.

3.6. Buried Water and Sewage Pipes

In substations where the Rise of Electrical Potential (ROEP) exceeds 650V,


metallic buried services pipework that enters the substation shall be
provided with a section of non-metallic pipe not less than 10m in length
immediately outside the boundary of the substation prior to connecting to
the pipework within the substation. This is to reduce the risk of transfer
potential under fault conditions, occurring at the remote locations. The
pipework inside the substation shall be bonded to the earth grid above the
ground to facilitate maintenance and also to prevent corrosion.

4. General Civil & Building Services

4.1. Architectural
Evacuation Plan(s) indicating sufficient “Fire/Emergency Escape Route”
shall be provided as appropriate at all workplaces and exits.

Anti-flooding measures shall be incorporated into the architectural design of


the substation.

Floor demarcation marks, lines or patterns on floor/wall shall be provided on


durable tiles to distinguish F.S. equipment, functional areas, restricted areas,
etc. (or painting only where tiling is not feasible, e.g. on the raised floor at
Protection / Control Room, etc.)

Standards for signage of confined space, fire extinguisher, etc. shall comply
with the CLP Power requirements (further details to be provided during
design stage).

Appropriate directional signs shall be provided on the walls, where


necessary, for demarcation of the two 132kV substations within the same
building. Details are to be agreed with CLPP.

Confined space inside the substation area shall be avoided as far as possible
by provision of mechanical and/or natural ventilation. Any unavoidable
confined spaces shall be identified and recorded by CLPP.

Floor tile colour for plant rooms shall be brown, red, or alike colour in order
to minimize the cleaning effort. Self-cleansing tile (external wall tile with
self-cleansing coating) shall be installed to reduce the maintenance cost.
Wall adjacent to the overhead lines shall be finished with self-cleansing and
durable materials. Non-slip type floor tiles shall be provided to stairs and
open/semi open corridor. Appropriate intermediate horizontal and vertical
thermal expansion joints shall be provided to minimize the thermal impact to
the tile bonding. A reference drawing is attached in Section 7.2.

Natural painting shall be used in the interior space. Off form/Fairfaced


concrete finish shall be provided for transformer bay ceiling. Appropriate
environmental paint shall be used to the soffit and walls of the equipment
bays. A reference drawing is attached in Section 7.2.

Trowelled concrete finish shall be provided for the open yard floor.

The design of the building shall enable the implementation of the safety
systems of work during the operation and maintenance work of the
substation.

The design shall enable the maintenance of:


a. All means of access to and egress from the workplace.
b. A safe and healthy working environment with no negative impact on
the environment.

All mechanical and electrical installations shall be within 3.5m in height


from the finished floor level to allow for maintenance works to be conducted
in a safe manner if possible.

Level difference shall be avoided in escape doorway as far as possible for


safety reasons. Clear demarcation shall be provided at the kerb or sudden
floor level change.

Sliding type hatch shall not be provided for the access to any roof.

All platforms, pits, or openings on the floor of workplace which could be


dangerous to persons shall be securely fenced to a height of 900-1150mm
with mid rail between 450-600mm.

Adequate exit signs shall be provided to indicate the Exit route clearly.

Labels shall be provided to all switches on all panels/pipe ducts.

Protective guarding shall be provided to the normally accessible moving


parts of the equipment, such as pumps, fans, etc.

• Three-phase 8-way 63A TP & N MCB board with 63A isolator name
‘1-TEL-1’ and ‘2-TEL-1’ shall be provided for lighting and power in
Telecom Room A and Telecom Room B respectively.

4.2.2. General Lighting Systems

• No light fitting shall be installed directly above the L.V. switchboard.

• Power sockets shall also be provided in open yards, corridors as


necessary.

• Lighting shall be designed to produce adequate illumination, safety


and amenity, and shall be free from excessive glare, stroboscopic
effects and flickers from the lights. The design shall permit ease of
erection, maintenance, cleaning, lamp replacement and future
extension, without the need for shutdown of any plant. Fluorescent
light fittings will be mounted at 2.5m or not higher than 3.5m above
floor in the staircases and corridors.

• Lamp switches shall be 1.4m above floor level. 2-way switches for
general lighting shall be provided for plant rooms with two access
doors.

• Fluorescent light fittings shall be provided for the Battery & Charger
Room. The switches for the Battery & Charger Room lights shall be
mounted outside the room near the entrance door.

• Radio frequency suppression luminaries shall be used in the Telecom


Room.

• The minimum illumination levels shall be as follows:

• The above luminance figures are average values only. The positions
of the lamps/lighting devices inside the equipment room should be so
arranged to eliminate the possible shadow effect on the operational
devices/control panels after the installation of the relevant electrical
plant and other building services equipment.

4.3. Air Conditioning and Ventilation

4.3.1. Air-conditioning

Split type air conditioning units shall be provided as necessary for


the following locations:

• Protection / Control Room


• Telecom Room

Two dehumidifier units (Oasis model D125 Capacity 22L/day with


built-in control of the unit or equivalent is recommended) with
automatic water discharge feature and associated drainage facilities
shall also be provided in each of the above rooms with adequate
capacity required to sustain the room humidity.

The air conditioners in Protection / Control Room and Telecom


Room shall be 100 percent full-load capacity standby with each unit
of 10kW cooling capacity to sustain the room temperature.

The air conditioners shall be automatic controlled with alternating


operation, auto re-start and back-up features; and also equipped with
dry contact alarm outputs to indicate air conditioner failures.

4.3.2. Forced Ventilation System

The inlet and outlet of a forced air ventilation system shall be


adequately separated to avoid short-circuiting and re-circulation of
warm air. The discharge of exhaust air shall be arranged to avoid
disturbance to the public outside the substation.

Ventilation fans and louvres shall be provided for Battery & Charger
Rooms and 11kV Switchgear Rooms, the fresh air-intake louvres
shall be provided with filters.

Duplicate non-sparking ventilation fans with automatic changeover


capability shall be provided for the Battery & Charger Rooms. The
fans shall be supplied directly from the electrical system and
controlled from a lockable control panel located outside the Battery
& Charger Rooms. This panel shall be weather-proof if it is exposed
to rain.

Delayed auto-restart facilities (with adjustable time delay) for the


ventilation fans shall be provided as necessary. This is to ensure that

the fans restart automatically following a momentary supply


interruption.

Fans shall be mounted in the walls at accessible high level as far as


possible. Safety wire guards shall be provided for wall-mounted fans.

The mechanical ventilation system for the Battery and Charger


Room is considered as a gas extracted system by Fire Services
Department HKSAR. Fan failure or being turned off shall cause
automatic transmission of a signal to the Fire Services Main Control
Panel, Security Control Centre (CLPP) and System Control Centre
(CLPP) for prompt response. The signal shall also be displayed on a
separated panel near the door of the room.

Failure of important ventilation or air conditioning systems, such as


air conditioning units for Protection / Control Rooms and Telecom
Rooms shall be group alarmed to System Control. There will be one
alarm group to cover both ventilation and air conditioning failures. In
addition to the group alarms to System Control, each fan or fans
group will be alarmed locally at their individual control panel.

For substation located in noise-sensitive areas, acoustic louvres and


silencers shall be provided wherever necessary to limit noise level
due to forced ventilation plant, air conditioning plant and power
transformers.

Maintenance access shall be provided for all forced ventilation


systems. Plant shutdown shall not be necessary for maintenance
work. A lifting lug should be provided above a large ventilation fan.

4.4. Fire Protection

General

• Fire services installations shall be provided to the requirements of Hong


Kong Fire Services Department and shall be approved by CLPP.

• Audible and visual fire alarms shall be located in all normally accessible
areas and plant rooms.

• An automatic fire detection system comprising smoke and / or heat


detectors shall be provided in accordance with the latest edition of LPC
rules complying with B.S. 5839-1:2002 + A2:2008 to entire building.

• A manual fire alarm system comprising breakglass unit and alarm bells
installed throughout the building will be incorporated as part of the
automatic fire alarm and detection system. On actuation, it will
automatically activate fire alarm bells.

• The fire protection control panel shall be conventional type (non-


addressable) and installed in the Protection / Control Room. In addition,
a stainless steel repeater panel with a mimic diagram showing each fire
zone with LED indicator on the layout floor plans to be displayed at a
prominent position near the substation’s main entrance.

• “Fire” and “System Fault” signals of the fire control panel shall be
transmitted to CLPP Security Control Centre via the IPACS inside the
Protection / Control Room. A remote fire link testing facility shall also
be provided for biweekly testing of the fire link.

• 5.0kg portable carbon dioxide fire extinguisher shall be provided at each


exit door of plant rooms and transformer bays.

• The provision of fire hose reel and hydrant system is not required, but
subject to the final acceptance of HKFSD.

4.5. Doors and Warning Notices

All doors facing external area shall be stainless steel. A reference drawing is
attached in Section 7.2.

Emergency exit deadlock set with panic bar and lock for substation door
shall be provided by CLPP and installed by GSHK. All other materials of
door shall be provided by GSHK.

4.6. Wall and Floor Penetrations

There shall be no unsealed openings left in any wall, floor or ceiling for any
reason. Openings for cable trays, pipes and conduits, etc., and cable
trenches/ducts leading outside a plant room or transformer bay, shall be
sealed by approved methods to provide a Fire Resistance Rating in
accordance with the FSD’s requirements. Sealant containing asbestos
materials is prohibited. All floor openings shall be covered by non-slippery
steel plate (chequer plate) with the same strength as the floor.

4.7. Security and Access


4.7.1. Controlled Access

Integrated Security Management System (ISMS) card reader,


Electromagnetic lock (E-lock) and CCTV are the standard security
provisions for the doors of a substation. The system shall be provided
by CLPP while the associated conduits / trunkings shall be provided
by GSHK. Please refer to the drawings for conduits / trunkings
arrangement as attached in Section 7. It shall be reviewed by CLPP
when the detailed substation layout is developed.

4.7.2. Detection Systems

Limit switches shall be provided for the doors of 11kV Switchgear


rooms, Protection / Control Rooms, Telecom Rooms, Battery &
Charger Rooms, L.V. Switch Rooms, subject to final design agreed
by CLPP. Drawings showing the details of concealed conduit
provisions are attached in Section 7.

4.8. Telephone System

The required telephone lines shall be provided as follows: -

i. Each 11kV Switchgear Room: -


One PAX line.
ii. Each Protection / Control Room: -
One PAX line.
iii. Each Telecom Room: -
One PAX line.

GSHK shall be responsible for the provision of conduits and outlet boxes.
Other provisions regarding telephone system as mentioned in this Design
Brief, e.g. separate conduits interconnecting the telephone sockets to the
TCMB inside the Protection / Control Room shall also be provided.

The PAX system shall be provided by CLPP.

4.9. Cable Trenches and Trench Covers

All cable trench covers shall be numbered to ensure that it will be put back
in the correct place after removal.

The cable trench requirements including covers shall be applied to those


located inside CLPP substation area as well as those located inside GSHK’s
area leading to CLPP substation.

4.10. Substation Building Finishes

Floor demarcation in yellow colour (shall be yellow homogeneous tiles if


the floor finishes is tiles, and shall be yellow paint for non-tiles floor) for all
equipment in various equipment room shall be provided after the installation
of equipment.

4.11. Name Plates of Substation and Different Plant Areas

The 700mm (height) x 420mm (width) x 2mm (thick) stainless steel name
plate of the substation shall be provided at the main entrance of the
substation. Exact wordings on this name plate shall be confirmed with CLPP.

Name plates shall bear both English & Chinese names. 300mmx75mm
stainless steel plate with etched and painted blue colour to B.S. 0-013
lettering shall be used.

4.12. Lifting and Hoisting Facilities

• All lifting equipment and haulage lugs shall comply with the relevant
Standards and shall be tested, examined and certified in accordance with the
Factories and Industrial Undertaking (Lifting Appliances and Lifting Gear)
Regulations before being used on site.

• All lifting equipment shall bear a permanent inscription, preferably on each


side, clearly visible from ground level stating the safe working load (SWL).
A relevant Certificate in accordance with the Factories & Industrial
Undertaking Regulations showing the SWL shall be posted at a prominent
position associated with the gear installation location.

• Safe working load of haulage lugs shall be marked at a visible location close
to the lug.

• All lifting mechanisms shall be self-sustaining and brakes necessary for this
purpose shall be incorporated in the design.

• All lifting or hoisting I-beams shall be provided with electric hoist or


manual-operated geared trolley, end stops and metal chain. The S.W.L. of
the gear trolley shall be the same as that of I-beam.

4.13. Plumbing and Drainage Facilities

Any water pipes including plumbing and drainage pipe works should not be
designed to run inside the substation area.

5. Major Works to be carried out by GSHK after Plant/Cable


Installation by CLPP

5.1 Bund walls, removable expanded metal fences, metal steps.

5.2 Sealing of holes (also required before plant/cable installation by CLPP).

5.3 150mm high curb painted with black & yellow stripes at door sill of
equipment rooms.

6. Handover Conditions of CLPP Substation from GSHK to


CLPP for Plant Installation

6.1 It is preferable to have the permanent L.V. power supply available. If not, a
temporary 380V 3-phase power supply of at least 150A must be available
for the plant installation work by CLPP.

6.2 For the sake of safety, the whole site for CLPP’s substation shall be handed
over to CLPP in one go with all the scaffolding work removed and the site in
a clean condition with all the civil and building services work substantially
completed. There shall be no other contractors carrying work in the
substation.

6.3 The site access leading to CLPP substation from public road shall be ready
meeting CLPP’s specific requirement so that CLPP can transport plant into
the substation for erection.

6.4 Full sets of the door keys for plant rooms and access doors should be
provided, once the substation is handed over to CLPP. The substation will
then be under the control by CLPP. Unauthorized persons will not be
allowed to access the substation without CLPP’s permission.

8. Global Switch 132kV Substation Project Programme

The latest key dates as advised by GSHK in the letter ref. HOK-201603-001 dated 3
March 2016 (for the two transformers substation) and letter ref. HOK-201611-002
dated 29 November 2016 (for the single transformer substation) are as follows:-

• Target Plant Room handover to CLPP for Power Plant installation : 2019 Q1
• GSHK Required Power energization : 2020 Q2

The key dates for the single transformer substation are verbally advised to be the
same as that for the two transformers substation.

GSHK is requested to submit a detailed project programme and charts to show the
project schedule including relevant civil design and construction, submission of
relevant civil drawings for CLPP comment and approval, electrical access date for
CLPP Power Plant installation, power energization, etc. This is important that CLPP
will base on this information to arrange procurement of the Power Plants such that
actual Power Plant details and foundation details can be submitted to GSHK for
civil design and construction on time.
