    Introduction
    In order to improve network call drop rate KPI further, link re-
    establishment feature is introduced by Huawei RAN system.

    The related scenarios are shown as bleow:


    Scenario 1: After the RNC sends an ACTIVE SET UPDATE or MEASUREMENT CONTROL
    message to the UE, the SRB is reset. Then, the RNC releases the RRC connection.
    Scenario 2: After receiving an NBAP RADIO LINK FAILURE message from the NodeB, the RNC
    releases the RRC connection.
    Scenario 3: After receiving a CELL UPDATE message from the UE, the RNC releases the RRC
    connection if the message carries the AM_RLC error indication IE and the value of the Cell
    Update Cause IE is "RLC unrecoverable error".

    Solution/Mechanism:
    For scenario 1&2: RNC does not release the RRC connection but instructs the NodeB not to
    send radio signals on this RRC connection. Network triggers the UE to report CELL UPDATE
    message. After receiving CELL UPDATE message from UE, RNC re-establishes a radio link.
    For scenario 3: After receiving the CELL UPDATE message from the UE, RNC does not
    release the RRC connection but re-establishes a radio link.

    Advantage and Disadvantage
    Advantage:
    After enabling the feature Link Re-establishment in RNC, call drop rate will be
    improved obviously.

    Below is a case from another project which implemented the feature. Case in one Huawei swap
    project. This feature was
    enabled on 31th Aug

    Disadvantages:

    1. In the process of link re-establishment the voice packet data cant be transmitted, so
    the end user cant hear the other party.
    2. After enabling this feature, AMR CDR will improve obviously and the existing RF
    problems in the network may be in hidden.
