BARANGAY DEFINED
 Barangay is the basic political unit which serves as
the primary planning and implementing unit of
government policies, plans, programs, projects and
activities in the community, and as a forum wherein
the collective views of the people may be
expressed, crystallized and considered, and where
disputes may be amicably settled. (Sec. 384)

( BDC )- RA 7160
Composition:

- Representative of the Congressman
FUNCTIONS OF THE BARANGAY
DEVELOPMENT COUNCIL (BDC)
 1. Mobilize people’s participation in local

development efforts;
 2. Prepare barangay development plans based on
local requirements;
 3. Monitor and evaluate the implementation of
national or local programs and projects;
 4. Perform such other functions as may be provided
by law.
1A. BARANGAY DISASTER RISK
REDUCTION AND MANAGEMENT
COMMITTEE ( BDRRMC )- RA 10121
 There shall be an established Barangay Disaster Risk
Reduction Management Committee ( BDRRMC ) in
every barangay which shall be responsible for setting
the direction and development, implementation and
coordination of disaster risk management program
within the barangay.
 Shall be a regular committee of the existing
Barangay Development Council ( BDC ) and shall be
subject thereto.
 The BDRMMC shall establish a Barangay Disaster Risk
Reduction and Management Operations Center. Section 12c
( 23 )
 The Barangay shall allocate not less than Five Percent ( 5 %

) of estimated revenue from regular sources as Barangay
Disaster Risk Reduction and Management Fund ( BDRRMF )
to support disaster risk management activities such as, but
not limited to :
- Pre-disaster preparedness programs including training
- Purchasing life-saving rescue equipment
- Supplies and medicines for post disaster activities
- Payment of premiums on calamity insurance
 Ensure that 30% of BDRRMF shall be allocated for
Quick Response Fund ( QRF ) or stand-by fund for
relief and recovery programs.
 Formulate and implement BDRRM Plan in accordance

with the national, regional and provincial framework
and policies on disaster risk reduction in close
coordination with the barangay development council.
2. THE BARANGAY PEACE AND ORDER
COMMITTEE (BPOC)- EO 366
Composition:
 PB as Chairman
Members:
 SK Chairman
 A member of the Lupong Tagapamayapa
 A Barangay Tanod
 A Public School Teacher
 A representative of Religious Organization/Senior Citizen
Representative
 At least 3 members of existing barangay based anti-crime
or neighborhood watch groups
 A PNP officer
FUNCTIONS OF THE BPOC
 1. Monitor and coordinate the implementation of

peace and order programs and projects at the
barangay level;
 2. Serves as an information-gathering mechanism;
 3. Monitor and check the nefarious activities of
criminal elements;
 4. Identify barangay constituents with strong
deviant behavior for referral to appropriate
authorities
 5. Maintain continuing dialogue, close
coordination and rapport with the higher
levels of the peace and order and public safety
councils in their area of responsibility.
 6. Monitor, coordinate and supervise the
operation of all community-based anti-crime
movements within the barangay
 7. Make periodic assessment of the prevailing
peace and order situation in their respective
areas of responsibility and submit report with
appropriate recommendations to the higher
level Peace and Order Council
 8. Perform such other functions, which may be
assigned by the higher level peace and order
councils
3. THE BARANGAY SOLID WASTE
MANAGEMENT COMMITTEE (BSWMC)-
SECTIONS 10 OF RA 9003 & MC 2001-38
Composition:
 PB as Chairman
Members:
 Kagawad on Environmental Protection/Health and Sanitation
 SK Chairman
 President –Home Owner’s Association
 Public/Private School Principal or Representative
 Religious Organization Representative
 President or Representative from the Association of Business Community
 NGO Representative
 President of the Market Vendor’s Association
FUNCTIONS OF THE BSWMC
 Integrate the Ecological Solid Waste Management

program in the Barangay Development Plan and/or
Annual Investment Program
 Find alternative sources of funds other than the
regular barangay budgets
 Submit a monthly report to the City/Municipal
ESWMC on the progress of the program, copy
furnished the local DILG Office.
RA 9729- CLIMATE CHANGE ACT OF
2009
 The Barangay shall be directly involved with

Municipal and City Governments in prioritizing
climate change issues and in identifying and
implementing best practices and other solutions.
4. THE BARANGAY COUNCIL FOR THE
PROTECTION OF CHILDREN (BCPC)-PD 603,
MC 90-04 AND MC 91-57
Composition:
 PB as Chairperson
 SK Chairman as Vice Chairperson
Members:
 A Representative of the municipal/city government
concerned with the welfare of children
 A Representative of all NGOs concerned with the
welfare of children
 An Active responsible member of the Community
 An Active Member from each of the people’s
organizations in the barangay
 A Representative from DepED, DOH and
Human Rights
 A Child Advocate whose age ranges from 9-14
duly chosen by the barangay officials
FUNCTIONS OF BCPC
 1. Foster the education of every child in the barangay

 2. Encourage proper performance of duties of parents
 3. Protect and assist abandoned and maltreated
children
 4. Take steps to prevent juvenile delinquency and assist
parents of children with behavioral problems
 5. Adopt measures for the health of children
 6. Promote opening and maintenance of playgrounds
and day care centers and other services necessary for
child and youth welfare
 7. Coordinate the activities of organizations devoted
to the welfare of children and secure their
cooperation
 8. Promote wholesome entertainment in the
community
 9.Assist parents whenever necessary in securing
expert guidance counseling from the proper
governmental or private welfare agency
 10. Protect working children from abuse and
exploitation
