Structure : The Commission is headed by a Chairperson and two Commissioners. Plays a strategic role in developing the corps of professionals Regulates and supervises the practice of professionals through 43 professional regulatory boards including the BOARD OF DENTISTRY. History of the PRC June 23, 1973 – PRC was created with the signing of Presidential Decree (PD) No. 223 by Pres. Ferdinand E. Marcos. January 2, 1974 – 1st PRC Commissioner, Arch. Eric Nubla, assumed office February 1, 1974 – PRC officially adopted its Coat of Arms designed by the Heraldry Commission. PRC made its offices at the burned Civil Service Commission building at P. Paredes St. in Manila PRC began to issue certificates of registration in Filipino with English translation Proclamation No. 1276 issued declaring June 22 to 29 of 1974 as “Professional Consciousness Week” PRC Coat of Arms/Logo 1974 – database of registered professionals was computerized with the assistance of the National Computer Center Dec. 9, 1974 – Implementing Rules and Regulations of PD 223 was promulgated 1975 – began to issue computer printed registration cards with 1 yr validity. Starts to accredit professional organizations 1986 - Hon. Julio B. Francia assume office as Commission Chairman and launch drive against graft and corruption. 1992 - the Hon. Hermogenes P. Pobre assumes office as third Commission Chairman. 1998 - The PRC Vision and Mission is adopted during the Annual Planning Conference PRC Vision and Mission Vision The Professional Regulation Commission is the instrument of the Filipino people in securing for the nation a reliable, trustworthy and progressive system of determining the competence of professionals by credible and valid licensure examinations and standards of professional practice that are globally recognized. Mission To deliberately, scientifically, and consistently determine the competence of professionals through the provision of professional standards and judicious issuance of professional license. Important dates December 5, 2000 – RA 8981 PRC Modernization Act of 2000 was approved, repealing PD No. 223 Feb 2001 - Commissioner Alfonso G. Abad assumes office as Acting Chairman in February. Feb 15 2001 - The Implementing Rules and Regulations of R.A. 8981 are adopted August 1, 2001 - Hon. Antonieta Fortuna-Ibe assumed office as the first lady Chairperson Relevant Events December 7, 2004 Pres. Gloria Macapagal Arroyo signed the appointment of Dr. Leonor M. Tripon-Rosero as Acting Chairperson Former CA Justice Nicolas P. Lapeña Jr formally assumed office on August 26, 2008, as Chairman of the PRC succeeding Dr. Leonor T. Rosero, who finished her term last July 2008. He joins incumbent PRC Commissioners Nilo L. Rosas and Ruth Raña Padilla. Without finishing his term, Chairman Nicolas P. Lapeña Jr. retired on December 31, 2010. Commissioner Antonio S. Adriano assumed as Officer-in-Charge from January 1 to 9, 2011. Atty.Teresita R. Manzala assumed office as the new PRC Chairperson on January 10, 2010. The New Chairperson joins Commissioner Alfredo Y. Po and Commissioner Jennifer J. Manalili, who replaces Commissioner Nilo L. Rosas and Commissioner Antonio S. Adriano, respectively. Dr. Florentino C. Doble assumed office as the new PRC Chairman replacing Atty. Teresita Manzala on Nov. 19, 2014 (?) Present Chairman : Hon. Cueto Commissioner Powers of the PRC Aside from administering and conducting the licensure examinations of the various reg boards, it also exercises: general administrative, quasi-legislative and quasi-judicial functions Administrative body Administer, implements, and enforces the regulatory policies of the national government, including the maintenance of professional and occupational standards and ethics and the enforcement of the rules and regulations relative thereto. Quasi Legislative body Formulates rules and policies on professional regulation. When published in the official gazette, these rules have the force and effect of law. Quasi-Judicial body To investigate and decide administrative matters involving officers and employees under jurisdiction of the PRC To investigate motu propio or upon filling of a verified compalint, any member of the Professional Regulatory Boards. To issue summons, subpoena and subpoena duces tecum To hold in contempt an erring party or person only upon application with a court of competent jurisdiction To call upon or request any department, instrumentality, office, bureau, institution or agency of the government including LGUs to render such assistance as it may require To initiate an investigation upon complaint under oath by an aggrieved party, of any person whether private or professional, local or foreign, who practices the regulated profession or occupation without being authorized by law Mandate "Nurture Filipino professionals towards technical proficiency and civic responsibility in the service of the Filipino nation" RA 8981, otherwise known as the "PRC Modernization Act Of 2000", mandates the following: Institutionalization of centerpiece programs full computerization careful selection of Professional Regulatory Board members, and monitoring of school performance to upgrade quality of education Updating of organizational structure for operational efficiency and effectiveness; Strengthening of PRC's enforcement powers, including regulatory powers over foreign professionals practicing in the country; Authority to use income for full computerization; and Upgrading of compensation and allowances of Chairperson to that of a Department Secretary and those of the Commissioners to that of Undersecretary. Board of Dentistry Qualifications : Be a natural born citizen of the Philippines and actually resident thereof; Be a duly registered dentist in the Philippines; Must have had at least ten years practice of the profession; Must not be a member of the faculty of any school, college or university where dentistry is taught, nor shall have, directly or indirectly, any pecuniary interest in such Institutions; Must not be connected in any capacity with any business enterprise, firm or company engaged in the buying, selling or manufacture of dental goods, equipment, materials or supplies; and Must be a member of good standing of the Philippine Dental Association and/or any other bona fide dental association for the last five years.
