GENERAL REQUIREMENTS

A. Permits and Licenses


Specifications:
- The contractor shall be required to accomplish all the
necessary permits and licenses needed from the local
and national government offices and the preparation of
As-Built Drawings, to be submitted to the Project
Management Office for documentation.

FINDINGS:
The contractor has been able to pass all the requirements of
the Project Management Office of the University since they have got
building permit from the government.

B. Field Offices and Temporary Facilities

Specifications:
- Temporary structures shall be constructed for its workers,
material storage and fabrication. Temporary fence is for keeping
unauthorized persons from the construction site.

FINDINGS:
There is no field office for staffs and laborers of the project
site and the temporary facilities were too small for storage.

C. Occupational Safety and Health

- All employee and workers will be required to wear company


uniforms and identification while inside the campus work place and
are expected to be courteous toward the students, faculty and staffs
and other visitors coming the campus.

FINDINGS:
Majority of the laborers are not following nor wearing the
PPEs provided by the contractor.

DEMOLITION AND EARTHWORKS
Specifications:
Earthworks shall in include excavation for column
footings, wall footings and grade beams based on the
measurement indicated in the construction drawings. And
all backfilling process shall be done in the specified
manner and compacted accordingly.
DEMOLITION AND EARTHWORKS

FINDINGS:
We’ve not been able to observe the Demolition and
Earthworks of the site since it is already done when we
started our site visit.
CONCRETE WORKS

Specifications:
Concrete works for this project only includes
structural member up to ground floor corridor level only,
and shall include all structural members, but not limited to;
columns, footings, tie beams, and slabs, and shall conform
to a minimum strength of 3000psi at its 28 day curing
period.
CONCRETE WORKS

FINDINGS:
Based on the concrete cylinder testing result, only 1
out of 21samples have failed the quality test of materials
with a result of 2,797.67psi.
The concreting of slabs, beams, columns and other parts of
the building were done intensively.
MASONRY WORKS

Specifications:
Concrete Hollow Blocks (CHB) shall be non-load
bearing and of the approved type as per DPWH standards.
It shall be laid in a workmanlike manner, plumbed and
true to line.
MASONRY WORKS

FINDINGS:
The Concrete Hollow Blocks used are too dry,
they’ve not been able to maintain its moisture content. But
they’ve laid the CHBs properly and true to line.
REINFORCING STEEL BARS

Specifications:
The fabrication and installation of all reinforcing
steel bars shall be executed under the direct supervision of
a duly registered civil or structural engineer.

FINDINGS:
During the reinforcement of steel bars, the foreman and the
Engineer were there to inspect and execute the plan .
FORMWORKS & SCAFFOLDINGS

Specifications:

All works for concrete works shall be properly braced or


tied together so as to maintain the correct position and
shape of the concrete member. Forms shall constructed
sufficiently tight to prevent bulging and seepage of water.
A. FORMWORKS

FINDINGS:
Based on the photo, the forms were tightly braced
where it is able to hold the form of the concrete of the
beam and is also can protect it from seepage of water.
B. SCAFFOLDINGS

FINDINGS:
They are using new scaffoldings in doing elevated
works such as painting, installation of electrical wirings
and ceilings.
CARPENTRY WORKS

Specifications:
All carpentry works herein shall include the
installation of ceilings at the ground floor comfort rooms
and third floor level only.
CARPENTRY WORKS

FINDINGS:
All the ceilings were completely installed in all
floors including the comfort rooms. The ceilings are made
of good quality of gypsum fiber boards.
TINSMITHRY & ROOFING WORKS

Specifications:

All metals used in this scope of work shall be free


from rust and any deteriorated aspect and shall be
properly welded and primed with red oxide primer.

FINDINGS:
All of the tinsmiths used for ceilings are new and free from
rust and are properly welded and the same with the roofs. The roofs
were new and primed with red oxide primer.

A. SCHEDULE OF DOORS AND WINDOWS

Specifications:
All doors and windows to be used shall be in
accordance with the detailed schedule of doors and
windows.

FINDINGS:
The doors and windows that being installed are
built according to the size of the schedule given by the
plan. Also, the doors are made of wooden materials and
still they are not installing the windows and its frames.

B. PARTITION WORKS

Specifications:
Included in this Item of works is the installation of
phenolic comfort room cubicle partition and shall use
12mm thick phenolic board cubicle partition assembly with
complete accessories.

FINDINGS:
The cubicles are not yet installed from our last visit.
In our observation, the partition of the cubicles in
the comfort room is too small.
The rooms’ partition are spacious enough for
usage.

C. TILE WORKS

Specifications:
Floor finishes for comfort rooms, shall use
0.60mx0.60m non-skid ceramic floor tiles and for comfort
room’s wall finish, use 0.60m x 0.60m glazed ceramic
wall tile.

FINDINGS:
The structure is using red cement in their floors.
While the tiles installed in the comfort rooms are ceramic
tiles.

D. RAILINGS

Specifications:
Stair railings shall be of 2” x 4” x 1.2mm thick
tubular with 2-2’ x ¼” inches thick flat bar baluster and
16mm square steel bar while corridors shall be 1 ½” Ø
G.I. pipe.

D. RAILINGS

FINDINGS:
They have not followed the specification for the
stair railings. The stair railings were not made from tubular
steel pipes. But all other railings were executed according
to the specifications.
PAINTING WORKS

Specifications:
Proper surface preparation shall be done with
respect to the kind of surface to be painted, prior to any
final paint application. Final paint color coating shall first
be approved prior to the completion of this Item.
PAINTING WORKS

FINDINGS:
All are under final coating. They are cleaning the
subject for painting before they carefully painted the doors
and parts of the building.
PLUMBING WORKS

Specifications:
All works, slopes and materials included herein
shall be in conformity with the provision of the latest
edition of the Plumbing Code of the Philippines.
PLUMBING WORKS

FINDINGS:
All of the sewage pipes are under fixation and is
installed according to the plumbing layout of the plan. Still
there is no water supply in the building.
ELECTRICAL WORKS

Specifications:
All electrical works and materials to be used shall
be conform to the provision of the latest edition of the
Electrical Code of the Philippines, Bureau of Fire Protection
(BFP) and the Palawan Electric Cooperative (PALECO)
ELECTRICAL WORKS

FINDINGS:
All of the electrical wirings, outlets, lighting
materials and panel boards are already installed but still
the building is not supplied with electricity.
FIRE PROTECTION

Specifications:
All fire protection system apparatus and fixtures
shall be installed strategically for emergency situations
and must be located as near as possible to the reach of
people as required by the Bureau of Fire Protection and
for the general safety precautions.
FIRE PROTECTION

FINDINGS:
The fire alarm buzzer is in the ground floor near the
first room’s door.
Sprinklers are attaching the ceilings and is enough
to supply water in case of fire emergency.
