According to Child Hope Asia-Philippines, “Poverty is stated as the
primary contributor to the high growth of OSY but given that low education
as the precarious employment contribute to poverty the OSY phenomenon
largely occurs amongst the poor which is difficult trend to escape. High
population growth causes increasing stress to the other educational system.
Department of Education has now a program for out of school youth which
is the Alternative Learning System (ALS) in which all the non-schoolers are
given opportunity to pursue schooling. And even for those who are already
married, they can still attend this program if they want to have a certificate
that will help them find a better job.

The number of Out of School Youth in the country has dropped to 1.2
million from 2.9 million, a study by the Philippine Institute of Development
Studies (PIDS) said. The study also recommended a stronger cooperation
among the DepEd, local government units, schools, and parents to track and
monitor school attendance and the various reasons and tendencies for student
drop-out. The report also called on the DepEd and its partners to continue
intensifying the campaign for Early Childhood Education and on-time school
entry in Kindergarten.

Dropping out of high school culminates a long-term process of

disengagement from school and has profound social and economic
consequences for students, their families, and their communities. Students
who drop out of high school are more likely to be unemployed, to earn less
than those who graduate, to be on public assistance, and to end up in prison

This study focused on differences by sex, race, and family background of the Out of
School Youth. Data for this research come from a new, national sample of youth who
were 14 to 21 years of age in. A multivariate model is developed to estimate the effects
of family background and other factors on the decision to drop out of school. Several
results emerge from the study: The reasons students cite for leaving school vary
widely, with women more likely to leave because of pregnancy or marriage and men
more likely to leave to go to work; family background strongly influences the
propensity to drop out of school and accounts for virtually all the racial differences in
dropout rates; various other factors, including ability and aspirations, also influence
this decision.
