HRH – MEDICAL COORDINATOR
IMPLEMENTING GUIDELINES FOR THE 2019 DOH HUMAN
RESOURCE FOR HEALTH (HRH) DEPLOYMENT PROGRAM
 Strategies of the FOURmula one Plus for Health and the goals
of Universal Health Care (UHC) and health-related Sustainable
Development Goals (SDGs)
 To promote and guarantee access to quality health services
by the marginalized, vulnerable and disadvantaged
population
 To augment health workforce
 To provide employment and work experience in rural areas /
public setting and increase employability of HRH

RATIONALE
 1. GIDA barangay without a dedicated health worker
 2. Identified municipalities with indigenous cultural
communities
 3. 4th, 5th, and 6th class municipalities
 4. Focus areas based on the PPAN for the Nutritionist
 5. Areas with DOH pharmaceutical programs for Pharmacists

SELECTION OF PRIORITY AREAS FOR DEPLOYMENT


 Accepted HRH shall NOT in any case be
deployed in private facilities,
government hospitals, provincial DOH
office except for PHAs to be deployed in
Provincial DOH Offices.

SELECTION OF PRIORITY AREAS FOR DEPLOYMENT


 HRH shall perform the duties and
responsibilities expected of the position
and shall serve in their area of
assignment for 40 hours per week.

DEPLOYMENT
 Nightduty may be allowed but should
be minimized, in exigency of service, to
give ample time for community work.
 Providedalso that the total number of
working hours shall not exceed the 40
hours per week.

DEPLOYMENT
 HRH may be required to render services
beyond regular working hours or exceed
the 40 hours per week,
 ThenHRH is entitled to a compensatory
time off (CTO), subject to the CSC-DBM
Circular.

DEPLOYMENT
 HRHshall be assigned in GIDA or farthest
barangay of municipality; and in
barangay with high urban poor
concentration.

DEPLOYMENT
 HRHare allowed to report to RHU ONCE
a week to attend meetings / activities
and update / submit reports / work plan.

DEPLOYMENT
 HRH are expected to be in the
community or RHU from Mon – Fri, 8am to
5pm except during holidays, during night
duties and official travel.

DEPLOYMENT
 Actual working hours including overtime,
night shift, weekend duties shall be
reflected in the DTR of HRH.

DEPLOYMENT
 Any modification of schedule of duty
shall be notified and approved by IPHO
upon recommendation of Head of Unit.

DEPLOYMENT
 Deployed HRH shall NOT be designated
as the focal person of any national or
local health programs.

DEPLOYMENT
 HRH deployed are allowed to attend
health program related training
applicable to their job functions within
the province / region only.

DEPLOYMENT
 HRH shall work under the technical
supervision of the Integrated Provincial
Health Office, as appropriate, in close
coordination with the respective
regional officials.

DEPLOYMENT
 HRH shall NOT have direct supervisor
(MHO, PHN) who is a relative up to the
third degree, either by consanguinity or
affinity.

DEPLOYMENT
 HRHarea of assignment is subject to
change dependent upon the needs of
certain barangay / municipality upon
proper validation and approval from
IPHO and MOH-BARMM.

DEPLOYMENT
 HRH shall NOT run for a government
office position nor campaign for any
candidate.

DEPLOYMENT
 HRH with a performance rating of at
least “VERY SATISFACTORY” should be
highly considered for renewal, subject to
availability of funds.

DEPLOYMENT
 HRHshall submit required documents
and records for processing of
compensation, performance evaluation,
and for other purposes based on the
prescribed timeline to IPHO-LDS and
MOH-BARMM.

DEPLOYMENT
 HRHshall be monitored semi-annually by
MOH-BARMM using prescribed
monitoring tools for the program,
designed by the Central Office.

MONITORING AND EVALUATION


 HRH issues shall be resolved subject to
the 2017 CSC Rules on Administrative
Cases in the Civil Service.

 RULE 10 ADMINISTRATIVE OFFENSES AND PENALTIES

 Section 50. Classification of Offenses: Grave, less and light offenses depending
 on their gravity and effects on the government service.

 The following offenses shall be punishable by dismissal from the service:


 1. Serious Dishonesty
 2. Gross Neglect of Duty
 3. Grave Misconduct
 4. Being Notoriously undesirable
 5. Conviction of a Crime Involving Moral Turpitude
 6. Falsification of Official Document
 7. Physical or mental disorder or disability due to immoral or vicious habits
 8. Receiving for personal use of gift / fee in the course of official duties
 9. Contracting loans of money or other property from persons with whom the office of the employee
has business relations.

MONITORING AND EVALUATION


HRH shall be terminated subject to Civil
Service Rules and Regulations on the
following grounds:

duties and responsibilities
MONITORING AND EVALUATION
The Public Health Nurse (if available) is
designated as the focal person who will
initially respond / manage the SAFETY and
SECURITY issues and CONCERNS of the
HRH and will escalate the issue to the next
level of command (MHO / LGU / IPHO)

The HRH should also make a report to
IPHO for documentation and appropriate
action.

Timely threat and risk assessment to
determine the safety and security crisis of
the HRH should be conducted and
response / actions should be taken within
3 hours upon reporting.

FINANCIAL MONITORING SCHEME


NURSE DEPLOYMENT
PROJECT (NDP)
EXPECTED FUNCTIONS TO
PERFORM
Prepares health profile and status reports of
families in every households per barangay
assigned. This shall be submitted to the MHO
and IPHO;

Conducts regular visits to priority households


with health problems

Plans for appropriate interventions on the


identified health concerns of
families/households;
Assist in the preparation of barangay health plans;

Supervise, train and orient the CHT/BHWs/BNS’ and conduct


regular monitoring and evaluation of various health
programs under the guidance and supervision of the MHO,
and PHN;
Participates in the implementation of health programs of
DOH and the LGU in the community;

Assists in the conduct of disease surveillance;

Conducts health education, advocacies and training on


different DOH programs;

Prepares reports of home visits, follow up patients, track


referrals and community activities conducted;
Coordinates with the Public Health Associates
to ensure timely data collection and reporting;

Assist the MHO and PHN in the conduct of PIR,


MDR and Death/Mortality reviews;

Participate in data gathering and response


during health emergencies and disasters

Perform other related functions as may be


assigned
Completes the eight (8) working hours per day or forty (40) working
hours a week

May render night shift duty together with an organic RHU staff as
deemed necessary in a Functional Birthing Facility / MCP
Accredited Facility.

Works with the Municipal Health Officers (MHOs) / Head of Unit


who shall oversee his/her activities under the guidance and
supervision of the Integrated Provincial Health Office – Lanao del
Sur (IPHO-LDS).
Submits:
Daily Time Records (DTRs) – RHU - DHO
Accomplishment Reports: Master lists, ITR, TCL, FHSIS,
TseKap, and others – RHU – IPHO
Leave of Applications – RHU – DHO
Individual Performance Commitment and Reviews (IPCRs) -
RHU – DHO

and other administrative related documents / reports


required from all deployed HRH signed / approved by respective
MHOs and validated by the IPHO or his authorized
representative and submitted to MOH - BARMM.
Submits other necessary documents and records for purposes
of compensation, program monitoring and evaluation as may be
required by the IPHO and MOH BARMM.

Report to the respective immediate supervisor (MHO/Head of


Unit), DHO, IPHO, MOH-BARMM or DOH - HHRDB as necessary,
any untoward events that can threaten his/her safety and
security and that of his/her community.
PUBLIC HEALTH
ASSOICATE (PHA)
EXPECTED FUNCTIONS TO
PERFORM
a. Assists the MHO in the installation of effective Monitoring and
Evaluation Systems for UHC programs for health sector
performance, monitoring and evaluation

a. Assists in the collection, validation, analysis and evaluation of


UHC program indicators

b.Participates in the analysis of health-related data/information

c. Assists in the encoding/updating of data/information in the


established MOH Information Systems, and submits health
reports/data/information to MOH- BARMM and DOH-Central
Office
e. Coordinates with different stakeholders for the
submission of national health data reports.

f. Enhances and sustain logistics management system


g. Participates in data gathering, disease surveillance and
response during health emergencies and disasters

h. Performs other related functions as may be assigned


subject to the approval of DOH.
i. Completes the eight (8) working hours per day or forty (40)
working hours a week

j. Works with the Integrated Provincial Health Officers


(IPHOs) who shall oversee his/her activities in coordination
with the Municipal Health Officer or the designated officer-
in-charge.

k. Submits Daily Time Records (DTRs), Accomplishment


Reports, Leave Applications, Individual Performance
Commitment and Reviews (IPCRs) and other administrative
related documents / reports required from all deployed HRH
signed / approved by respective PHOs, or authorized
signatories of Integrated Provincial Health Offices (IPHOs)
l. Submits other necessary documents and records for
purposes of compensation, program monitoring and
evaluation as may be required by the Regional Offices.

m. Reports to the respective DMOs / immediate supervisor,


DOH Regional Office, DOH-ARMM or HHRDB as
necessary, any untoward events that can threaten his/her
safety and security and that of his/her community.
MEDTECH
EXPECTED FUNCTIONS TO PERFORM
a. Performs laboratory examinations

b. Manage and maintains laboratory facilities, supplies and equipment in good


working condition at all time;

c. Maintains and secure laboratory record of patients;

d. Conducts health information and dissemination in the community;

e. Provides technical assistance related to laboratory procedures;

f. Prepares, analyzes and submits report as required by IPHO, MOH- BARMM


and DOH Central;
g.Participates in data gathering and response during health
emergencies and disasters;

h. Performs other related functions as may be assigned

i. Completes the eight (8) working hours per day or forty (40)
working hours a week

j. Works with the Provincial Health Officers (PHOs) who shall


oversee his/her activities in coordination with the Municipal
Health Officer or the designated officer-in-charge.

his/her safety and security and that of his/her community.
NUTRITIONIST
EXPECTED FUNCTIONS TO
PERFORM
a. Organizing local nutrition action planning workshop and ensure its finalization and
annual updating;

b. Assist the Local Government Units (LGUs) in preparing nutrition-related inputs for
the LGU Annual Investment Program;

c. Assist in the implementation of nutrition education and advocacy campaigns and


programs in coordination with the MHO and the MNAO;

d. Advocate for the adoption and financing of the local nutrition plans by the LGU;

e. Assist LGUs in converging nutrition-specific and nutrition-sensitive interventions


to nutritionally-at-risk beneficiaries and their families, and in areas with high level
of malnutrition;

f. Assist in the implementation of Philippine Plan of Action for Nutrition (PPAN)


programs;
a. Assists in documenting good practices and initiatives in nutrition and nutrition
related programs and activities;

b. Participate in data gathering and response during health emergencies and disasters
on nutrition related concerns;

c. Perform other related function as may be assigned subject to the approval of DOH.

d. Shall submit to the HHRDB through the Regional Office a Strategic Annual Health
Plan, Annual Calendar of Activities, Monthly, Semi-Annual and Annual or Final
accomplishment reports;

e. Research study / program or project proposals and implementation plan and other
health systems developed based on the priority needs of the locality;

f. Capability building projects / packages for health workers and other stakeholders;
g. Sustainability Plan with monitoring and evaluation mechanism of the
program/s or project/s implemented;

h. Final Report of accomplishments including programs / projects / policies /


standard / systems developed and implemented in the area of assignment.

i. Completes the eight (8) working hours per day or forty (4) working hours a
week

j. Renders night shift duty together with an organic RHU staff as deemed
necessary

k. Works with the Provincial Health Officers (PHOs) who shall oversee his/her
activities in coordination with the Municipal Health Officer or the designated
officer-in-charge.
l. Submits Daily Time Records (DTRs), Accomplishment Reports, Leave
Applications, Individual Performance Commitment and Reviews (IPCRs) and
other administrative related documents / reports required from all deployed
HRH signed / approved by respective MHOs, PHOs, or authorized signatories

m. Submits other necessary documents and records for purposes of


compensation, program monitoring and evaluation as may be required by the
Regional Offices.

n. Reports to the immediate supervisor, MOH-ARMM or HHRDB as necessary,


any untoward events that can threaten his/her safety and security and that of
his/her community.
MEDICAL TECHNOLOGIST
DEPLOYMENT PROJECT
(MTDP)
EXPECTED FUNCTIONS TO
PERFORM
a. Performs laboratory examinations

RURAL HEALTH
MIDWIFE PLACEMENT
PROGRAM (RHMPP)
EXPECTED FUNCTIONS TO
PERFORM
a. Conducts house-to-house health education and awareness campaigns for reproductive
health and health maintenance;

b. Conducts home visit to households for monitoring and proper referral of pregnant and
post-partum mothers;

c. Reports status of families/household visited especially the pregnant and post-partum


mothers;

d. Assist in the conduct of health education and advocacy campaigns on MNCHN and
demand generation activities and provision of FP services;

e. Facilitate community participation in implementation and monitoring of MNCHN


programs and projects;

f. Provides direct maternal, handle deliveries and direct child care services (preventive and
curative under DOH guidelines) in coordination with the Rural Health Midwife;
g. Provides direct maternal, handle deliveries and direct child care services (preventive
and curative under DOH guidelines) in coordination with the Rural Health Midwife;

h. Maintains referral systems for difficult/complicated pregnancies in the SDN;

i. Refer new FP acceptors for counseling and FP provision and assist in the inventory of
DOH procured FP commodities;

j. Mans the birthing facility together with the Rural Health Midwife;

k. Participate in the conduct of maternal and neonatal death review and surveillance
activities with the PHN and MHO;

l. Participate in data gathering and response during health emergencies and disasters on
FP/MNCHN related concerns
m. Performs other related functions as may be assigned subject to the approval of the
DOH.

n. Completes the eight (8) working hours per day or forty (40) working hours a week

o. Renders night shift duty together with an organic RHU staff as deemed necessary.

p. Shall report to his/her area/barangays where assigned for a minimum of two


weeks every month to conduct and assist on implementation of TSEKAP
(TamangSerbisyo para sa Kalusugan ng Pamilya) Program.

q. Works with the Provincial Health Officers (PHOs) who shall oversee his/her
activities in coordination with the Municipal Health Officer or the designated
officer-in-charge.
r. Submits Daily Time Records (DTRs), Accomplishment Reports, Leave
Applications, Individual Performance Commitment and Reviews (IPCRs) and
other administrative related documents / reports required from all deployed
HRH signed / approved by PHOs, or authorized signatories of Integrated
Provincial Health Offices (IPHOs) in BARMM.

s. Submits other necessary documents and records for purposes of compensation,


program monitoring and evaluation as may be required by the Regional Offices.

t. Reports to the respective immediate supervisor, MOH-BARMM or HHRDB as


necessary, any untoward events that can threaten his/her safety and security and
that of his/her community.
DENTIST DEPLOYMENT
PROJECT (DDP)
EXPECTED FUNCTIONS TO
PERFORM
a. Conducts community dental surveys and diagnosis of the area of assignment on
oral health and prepare an Annual Area-Based Oral Health Plan to be submitted to
the LGU

b. Implements Basic Oral health care services which includes:

1) Preventive Services
i. Oral Examination/ Case Finding
ii. Oral Hygiene Program
 Oral prophylaxis (with priority for pregnant women and children)

 Daily Supervised Tooth brushing drill


iii.Pit and Fissure Sealant Program
iv.Fluoride Utilization Program
1) Curative Treatment Services and intervention
i. Permanent filling
ii. Gum treatment
iii.Atraumatic restorative treatment
iv.Temporary Filling
v. Extraction
vi.Treatment of post extraction complications
vii.Drainage of localized oral abscesses

2) Promotive services

3) Rehabilitative and habilitative services

4) Risk behavior education/ counselling

5) Oral health instructions/ advice

6) Referral and follow up of dental clinical cases


c. Implements and supervise oral care activities in the community

d. Maintains facilities and dental equipment in good working condition at all times.

e. Establishes and operationalize an effective two-way referral and follow-up systems


for cases not within the scope and capability for the RHU with other agencies and
practitioner

f. Integrates oral health program activities with the overall framework of the health
unit in the delivery of health services

g. Participates in data gathering and response during health emergencies and disasters

h. Performs other related functions as may be assigned

i. Completes the eight (8) working hours per day or forty (40) working hours a week
j. Works with the Provincial Health Officers (PHOs) who shall oversee his/her activities
in coordination with the Municipal Health Officer or the designated officer-in-charge.
