DISASTER

• A disaster is a serious disruption of the functioning


of a community or a society causing widespread
human, material, economic, or environmental
losses which exceed the ability of the affected
community or society to cope using its own
resources. Over 96% of all deaths from natural
disasters occur in developing countries. Natural
disasters kill one million people around the world
each decade and leave millions more homeless
each year.
DISASTER MANAGEMENT
• The body of policy and administrative decisions and
operational activities that pertain to various stages of a
disaster at all levels.
An applied science which seeks, by systemic observation
and analysis of disasters, to improve measures relating to
prevention, emergency response, recovery and mitigation.
Encompasses all aspects of planning for, and responding
to disasters, including both pre and post disaster activities.

• Disaster prevention, mitigation and preparedness are better than disaster
response in achieving the goals and objectives of vulnerability reduction.
• The records and stats show us that the disaster of same magnitude in USA
and Japan have far less impacts regarding loss of life and property as
compared to India as the Disaster prevention, mitigation and preparedness
were not given due consideration.
Considering the same, the Government of India has adopted
mitigation and prevention as essential components of their development
strategy. Accordingly, the Tenth Five Year Plan document has a detailed
chapter on disaster management. The plan emphasises the fact that
development cannot be sustainable without mitigation being built into the
developmental process.
DISASTER PREPAREDNESS
• Disaster preparedness is an ongoing multi-sectoral activity (multi-
sectoral means at community, national , international level).It is a
broad concept that describes a set of measures that minimizes the
adverse effects of a hazard including loss of life and property and
disruption of livelihoods. Disaster preparedness is achieved through
readiness measures that expedite (doing something quickly)
emergency response, rehabilitation and recovery and result in rapid,
timely and targeted assistance. Most important factor is to increase
capacities of people and communities to cope with and minimize the
effects of a disaster on their lives. It must be done with their active
participation.

The first objective of disaster preparedness is to reduce the
disaster impact through appropriate actions and improve the capacity
of those who are likely to be affected most (poor and handicapped).
The second is to ensure that the ongoing development
continues to improve the capacities and the capabilities of the system
to strengthen preparedness efforts at community level.
Finally it guides reconstruction so as to ensure reduction in
vulnerability.

Key Disaster Preparedness include the following activities:-

• Training programs for response personnel, exercises and drills of


emergency plans.

• Educational programs to inform citizens.

• Hazard detection and warning systems.

• Identification of evacuation routes and shelters.

• Maintenance of emergency supplies and communication systems.

• Establishment of procedures for notifying and mobilizing key


personnel.
• Individual household measures.
• Evolving local response structures such as community based disaster
management teams (DMT).
COMPONENTS OF PREPAREDNESS PLAN
Generally preparedness depends upon following major components:-
a) Population characteristics i.e number of children , squatter settlement (lazhel
wael)etc.
b) Building and critical infrastructure such as food, drinking water ,
communication network , health and sanitation.
c) Physical environment.
d) Social environment.
e) Awareness level about hazards which have reasonably higher probability of
occurrence.
f) Organisation of community to face a disaster i.e existence of community at
community level, task force, volunteers of civil defence and other local
volunteers,trained disaster management teams (red cross teams) etc.
SIMPLE STEPS FOR DISASTER PREPAREDNESS
Disasters can strike at unexpected times but being prepared can make the
best of a terrible situation.
Here are the simple steps that can be followed at individual or say
community level:-
1. Make an action plan like where to meet if separated etc.
2. Build a first aid kit, making sure it is accessible to everyone easily and it
contains the important ingredients (materials).
3. Know about the common disaster of your area and prepare yourself
accordingly.
4. Stay informed. Keep up to date on the hazards and conditions in your
area.Use social media apps like twitter,facebook and keep notifications
on from important government offices (accounts) like meteorological
deptt. , I&FC Deptt. etc.
SIMPLE STEPS FOR DISASTER PREPAREDNESS
5. Get trained. First aid, CPR (Cardio pulmonary resuscitation),rescue
training, boat riding etc. should be known to everyone.
6. Recovery. Keep stocks for atleast one week (unfortunately not
applicable to Kashmir).
