was the leading sugar producing province in the
Philippines and by 1880, the Philippines produced over
200,000 tons of sugar for the first time, making it the
third largest producer in the world, next to Cuba and
Java (Henderson, 2000). The commercialization of sugar
cane crop started in the Philippines in the 18th century,
and by the 19th century, sugar became a major
commodity for export. By the 20th century, the growing
needs of America for sugar fuelled a major expansion of
the crop. This, together with new technology in sugar
milling and the provision of adequate financing, created
what is now known as the Philippine sugar industry
(Zabaleta, 1997)
