FUNCTIONS AND POWERS OF THE ZILA NAZIM

• Provide vision for the district-wide development, leadership


and direction
• Strategies and timeframe for accomplishment of the relevant
goals approved by Zila Council
• Oversee formulation and execution of the annual development
plan, delivery of services and functioning of the District
Government
• Present proposal to the Zila Council for approval of budget for
District Government, Zila Council and intra-district fiscal
transfers
• Nominate a DDO at Tehsil level to liaise during emergencies,
natural calamities and extraordinary situations
• In temporary absence authorise Naib Zila Nazim to act on his
behalf
• Personal responsibility for any loss financial or otherwise

• Maintain administrative and financial disciplin


• Tax proposals
• Performance report of the District Government
• Chair meetings of the Zila Mushawarat Committee
• Relief activities in disasters or natural calamities
• Inspections of TMAs and UAs in the District (section 135)
• Internal Audit Office
• Executive orders to DCO, EDOs and DPO
• Represent District Government on public and ceremonial
occasions
• Request for transfer of DCO and EDO in case of 7

unsatisfactory performance
With the approval of the Council:

a) exempt any area from the application of section


141(c)

b) appoint Inspectors as specified in section 142

Compound an offence

Delegate any of his powers

Refer the matter to the Mohtasib for reconsideration

Refer the matter to Chairman PLGC (Para 7 of the Third


Schedule)

FUNCTIONS OF DCO

• Coordinating head of District Administration


• Head of District Coordination Group of Offices
• Principal Accounting Officer of the District Government
responsible to the PAC
• Co-ordination among groups of offices for coherent
planning and synergistic development, effective and
efficient functioning of the District Administration
• Exercise general supervision over programs, projects,
services, and activities of the District Administration
• Assist the Zila Nazim in accomplishment of administrative
and financial discipline and efficiency

• Prepare a report on the implementation of development
plans of the District Government for presentation to the
Zila Council in its annual budget session
• Initiate the PERs of the EDOs and countersign the reports
of the DOs
• Implement government policy and to collect and
disseminate information on behalf of the Provincial or
District Government from other tiers of local governments
• Seek recourse from the Local Government Commission if
in the opinion of a DCO an order of the Zila Nazim is
motivated or unlawful

a. Efficient functioning of the group of offices under his


administrative control
b. Act as Departmental Accounting Officer for his respective
group of offices and be responsible to the District Accounts
Committee of the Zila Council
c. Supply information to the Monitoring Committees of the
Zila Council and Union Councils
d. Take appropriate corrective actions based on the
information received from Monitoring Committees
e. Enforce relevant Federal, Provincial laws and rules,
including tax laws

f. Prepare development plans and propose budgetary


allocations for their execution
g. Propose relevant bye laws on service delivery to the District
Coordination Officer

• Approve bye-laws proposed by the District Government


• Approve taxes proposed by the District Government on the
subjects specified in Part-I of the Second Schedule or in case of
a City District, on subjects specified in part-II or the Second
Schedule
• Approve long term and short term development plans, annual
and supplementary budgetary proposals of the District
Government and, where required, intra-district fiscal transfers
• Approve annual budget of the Zila Council
• Elect committees of the Zila Council for monitoring the
performance of the District Government

• Review the Monitoring Committees’ quarterly reports on the


performance of the District Government
• Elect :

a. Code of Conduct Committee for enforcing the code of


conduct and regulating the conduct of the members of
the Zila Council

b. Insaf Committee to facilitate access of the people to the


Member Inspection Team of the High Court for
redressing their grievances

c. Sports and Culture Committee to promote sports and


cultural events in the district and youth participation in
healthy pursuits

d. Members of the Zila Council for representation in the


District Public Safety Commission
e. Zila Accounts Committee

• Constitute Farm Produce Market Committee under the


relevant law

• Approve the proposals of the District Government for changes


in the number of posts of officials and employees of the
decentralised offices of District Administration and Tehsil
Municipal Administration and Town Municipal
Administration as part of the budget statement

• approve master plans, zoning, land use plans, including


classification and reclassification of land, environment
control, urban design, urban renewal and ecological
balances;
• review implementation of rules and bye-laws governing
land use, housing, markets, zoning, environment,
roads, traffic, tax, infrastructure and public utilities;
• approve proposals of the District Government for
public transport and mass transit systems and
construction of express ways, fly-overs, bridges, roads,
under passes, and inter-town streets;

• approve development schemes for beautification of areas
along rivers and review development of integrated system
