The document discusses the decline of legislatures in three main points:
1) Modern societies have become more complex with social and economic issues transforming states into welfare states, enlarging executive powers and making them multi-functional.
2) As deliberative institutions, legislatures today lack competency and quality discussions due to uneducated politicians, unruly behavior, and party biasness affecting their prestige.
3) Delegated legislation has increased where executives are delegated authority to make laws, reducing legislatures to mechanical debates, due to lack of time, expertise, and the need for flexibility and technical responses. This has further contributed to the decline of legislatures.
