Legal Basis

 Section 4.2.2.1 The CSO conference shall be


handled by the DILG PD, City Director, CLGOO and
MLGOO or their designated DILG personnel and
the concerned Planning Development Officer.

Section 4.2.2.2 The CSO conference shall cover


MC 2019-72 four major topics:
a) relevance of participatory governance;
b) guidelines on LGU accreditation of CSOs
and reconstitution of LSBs;
c) avenues of CSO participation as provided in
RA 7160; and
d) formation of a local CSO network.

DILG REGIONAL OFFICE
 
1. Direct the SLGP RPCT, together with the concerned regional
offices, to conduct regional orientations to orient the LGOOs on
the conduct of CSO conference and monitor their implementation;

2. Direct the concerned Provincial Offices to assist the Regional


team in carrying out the regional orientations, inform the LGUs re
the conduct of CSO conferences and help monitor the
implementation of the activity.
DILG SLGP REGIONAL AND
PROVINCIAL COORDINATION
TEAM (RPCT)
 
1. Help ensure, monitor and when necessary, assist
the LGOOs in the conduct of CSO conference at the
local levels;
2. Assist and/or help ensure the submission of
reports of the LGOOs re the conferences
conducted to the SLGP PMO google sheet.
DILG PROVINCIAL OFFICE
1. Ensure the conduct of CSO conferences at the provincial,
city and municipal levels.

2. Disseminate the information to the LGUs and CSOs re the


conduct of the conference;

3. Direct the LGOOs to handle the preparation and actual


conduct of the activity, together with the LPDCs, 0ffice of
the LCE and the Sanggunian Secretary;

4. Provide technical assistance to LGOOs and concerned LGUs;

5. Help ensure the submission of report of the LGOOs to the


SLGP-PMO google sheet.
LOCAL GOVERNMENT OPERATIONS OFFICER (LGOO)
1. Conduct preparatory meetings with the LPDC, reps of the office of the LCE
and Sanggunian Secretary to discuss the following;
• Schedules, program and resource persons
• Facilitator and documenter
• Food and venue
• Participants and invitations
• Laptop and LCD for the audiovisual presentations
• Reproduction of materials
• Supplies, e.g. ball pens, notebook, metacards, pentel pen, manila
paper and other logistical requirements
2. Facilitate the conference together with the concerned LGU officials
3. Serve as one of the resource persons
4. Prepare and submit a report by filling the forms in the SLGP-PMO google
sheet, e.g.
• CSO Conference report
• Participants profile
• LSB Survey
LOCAL GOVERNMENT UNIT (LGU)
 
The LGU shall conduct the CSO conference together with the DILG
Provincial Office at the provincial level and the concerned LGOOs at
the city and municipal levels. In particular, they shall:
 
a) Assign the LPDCs, Office of the LCE and the Sanggunian
Secretary to work with the DILG in the preparation and
actual conduct of the conference;
b) Invite CSOs to send representatives to attend the
conference; and
c) Provide administrative guidance and make available
logistical and staff support to facilitate the conduct of the
activity.

V. Regional Orientation Program

The program is generally aimed to increase the number of accredited


CSOs and further strengthen the citizens and civil society participation
in the local special bodies.

Specifically, the regional orientation intends to:


 
1. orient the concerned LGOOs on the specific provisions of MC
2019-72;

2. present the guidelines and reporting scheme on the conduct of


CSO conference; and
 
3. generate plan to roll out the circular and the conduct of CSO
conference at the provincial, city and municipal levels.

Specific Objectives:
 
To discuss with the CSO representatives the following:

1. the specific provisions of MC 2019-72 or the guidelines on the


LGU accreditation of CSOs;
2. Relevance of participatory governance;
3. Code mandated avenues of participation;
4. Importance of Local CSO network formation; and
5. Issues and recommendations to enhance participation.

Expected Outcome:

• increase the number of accredited CSOs and further strengthen the


citizens and civil society participation in the local special bodies.

will be provided
o Facilitator will gather, classify, post the responses on the manila paper or
white board, then read, ask for clarifications and additional comments
o The workshop will be 1/1/2 hours including reporting of outputs.
