Climate and Disaster Risk Assessment

STEP 3: Develop the exposure

database
OBJECTIVES

1 Prepare an exposure database that will contain baseline

information on potentially affected elements

2 Describe the vulnerabilities/sensitivities of the

elements using indicators

3 Describe the adaptive capacities of elements using

various indicators

4 Provide the baseline information for the conduct of the

Climate Change Vulnerability Assessment (CCVA) and
Disaster Risk Assessment (DRA)
OUTPUTS

Exposure and Sensitivity Database

Attribute information on exposure,

sensitivity/adaptive capacity of the various
exposure elements

Base (Exposure) Map

PROCESS

1. Prepare exposure
and sensitivity
database and compile 2. Gather indicators
attributes related to adaptive
• Prepare exposure maps capacity of the exposed
• Prepare the exposure elements
database
• Prepare the sensitivity
database
what is at risk from climate change
EXPOSURE (e.g. population, resources, property) –
multi-sectoral

the degree to which a system is

affected by the biophysical impact of
SENSITIVITY climate change. It considers the socio-
economic context of the systems that
are exposed.
Structuring the Analysis of Exposed and Sensitive Elements

the ability of a system to adjust to climate
change (including climate variability and
ADAPTIVE extremes) to moderate potential damages, to
take advantage of opportunities, or to cope
CAPACITY
with the consequences

a combination of ability and efforts in both

physical elements (infrastructure, material
wealth, technology) and social/institutional
elements (human/social capital including
information, governance/institutional
strength,) to adapt to climate change
6 Dimensions of Adaptive Capacity

Wealth
• Financial resources

Information
• Level of knowledge, info dissemination

Technology
• Example: drought resistant crop types being tested, research conducted

Institution and Governance

• Policies, plans and programs

Social capital
• Capacities, organized groups, CSO, trained staff

Infrastructure
• Structures to withstand climate projections
