• Who has power during martial law?
Martial law involves the temporary substitution of
military authority for civilian rule and is usually invoked
in time of war, rebellion, or natural disaster. When
martial law is in effect, the military commander of an
area or country has unlimited authority to make and
enforce laws.
Clear patterns
Many other civil society organizations have also documented similar crimes under
international law and human rights violations during martial law, including the Task
Force Detainees of the Philippines, the International Commission of Jurists, the
Lawyers Committee for International Human Rights, and the
Foundation for Worldwide People Power.
Lack of accountability
Given the immensity and pervasiveness of violations, keeping records of violations,
including precise figures, remains a difficult and unfinished task to this day. One of
the reasons why it is difficult to ascertain the exact number of human rights violations
is the lack of accountability and genuine processes of truth-telling to seek more
detailed information and contribute to the fight against impunity.
Historical revisionism
A lack of justice and accountability can lead to further human rights violations and
erasure of the horrors of the past fuels attempts to revise history. Former President
Marcos was never held accountable and was instead granted a hero’s burial with full
military honours by the Duterte administration in 2016.

34,000 were tortured, and 3,240 were
killed by the military and police.
• 6 out of 10 Filipinos were poor during
martial law.

• 464 media outlets were closed after
martial law was declared.

The Shadow of Mismanaged Information

controlled to cover the media that they are not corrupt
and not stealing money.
• If the media has freedom that time, the people would not
start the revolution.
Shadow of Privilege
• Until this days the cases are still unsolved and his son is the
new elected President last May 2022.
• The people are seeking justice from that Dark Era and not
Golden Era
