“Continuing Professional
Development (CPD) Act
of 2016”

Republic Act No. 10912
Republic Act No. 10912, otherwise
known as the “Continuing Professional
Development (CPD) Act of 2016”, is an
act that requires CPD as the mandatory
requirement for the renewal of a
Professional Identification Card.
 When was the Law enacted
and what is its date of
effectivity?
 The CPD Act lapsed into Law on July
21, 2016 and it took effect on August
16, 2016.
 When is the implementation
of R.A. No. 10912
 The implementation of R.A. No. 10912
started on March 15, 2017, upon the
effectivity of Resolution No. 1032 or
the Implementing Rules and
Regulations (IRR) of R.A. No. 10912.
When will the requirement of CPD units for the
renewal of the Professional Identification Card
(PIC) start?
General Transitory Period
For Certified Public Accountants, pursuant to
Resolution No. 254, s. 2017, of the Professional
Regulatory Board of Accountancy, the following is
the transitory period for the compliance of their CUs:
For Agricultural and Biosystems Engineers,
pursuant to Resolution No. 01, s.2017, of the
Professional Regulatory Board of Agricultural and
Biosystems Engineering, the following is the
transitory period for the compliance of their CUs:
For Architects, pursuant to Resolution No. 04, s.
2016, of the Professional Regulatory Board of
Architects, the following is the transitory period for
the compliance of their CUs:
For Chemists and Chemical Technicians, pursuant
to Resolution No. 10, s. 2017, of the Professional
Regulatory Board of Chemistry, the following is the
transitory period for the compliance of their CUs:
For Civil Engineers, pursuant to Resolution No. 07, s. 2017, of
the Professional Regulatory Board of Civil Engineering, the
following is the transitory period for the compliance of their Cus.

 As for PERSONS WITH DISABILITY, the required CPD credit


units in a compliance period shall be thirty (30), starting January
2019.
For Customs Brokers, pursuant to Resolution No. 05,
s. 2017, of the Professional Regulatory Board for
Customs Broker, the following is the transitory
period for the compliance of their CUs:
For Dentists, Dental Technologists and Dental
Hygienists, pursuant to Resolution No. 10, s.
2018, of the Professional Regulatory Board of
Dentistry, the following is the transitory period for
the compliance of their CUs:
For Professional Electrical Engineers (PEE),
Registered Electrical Engineers (REE), Registered
Master Engineers (RME), pursuant to Resolution
No. 08, s. 2017, of the Professional Regulatory
Board of Electrical Engineering, the following is
the transitory period for the compliance of their
CUs:
For Environmental Planners, pursuant to
Resolution No. 06, s. 2017, of the Professional
Regulatory Board of Environmental Planning,
the following is the transitory period for the
compliance of their CUs:
For Foresters, pursuant to Resolution No. 05 (A),
s.2017, of the Professional Regulatory Board for
Foresters, the following is the transitory period for the
compliance of their CUs:
For Interior Designers, pursuant to
Resolution No. 03, s.2017, of the
Professional Regulatory Board for Interior
Design, the following is the transitory
period for the compliance of their CUs:
For Landscape Architects, pursuant to
Resolution No. 06, s. 2017, of the
Professional Regulatory Board of Landscape
Architecture, the following is the transitory
period for the compliance of their CUs:
For Pharmacists, pursuant to Resolution No. 279,
s. 2017, of the Professional Regulatory Board of
Pharmacy, the following is the transitory period
for the compliance of their CUs:
For Medical Technologists and Medical Laboratory
Technicians, pursuant to Resolution No. 07, s. 2018,
of the Professional Regulatory Board of Medical
Technology, the following is the transitory period for
the compliance of their CUs:
For Metallurgical Engineers, pursuant to Resolution
No. 09, s. 2017, of the Professional Regulatory Board
of Metallurgical Engineering, the following is the
transitory period for the compliance of their CUs:
For Professional Teachers, pursuant to
Resolution No. 11, s. 2017, of the Professional
Regulatory Board of Professional Teachers, the
following is the transitory period for the
compliance of their CUs:
For Midwives, pursuant to Resolution No. 04,
s. 2017, of the Professional Regulatory Board
of Midwifery, the following is the transitory
period for the compliance of their CUs:
For Nurses, pursuant to Resolution No. 10, s.
2017, of the Professional Regulatory Board of
Nursing, the following is the transitory period
for the compliance of their CUs:
For Radiologic Technologists and X-ray
Technologists, pursuant to Resolution No. 9, s.
2017, of the Professional Regulatory Board of
Radiologic Technology, the following is the
transitory period for the compliance of their CUs:
 Pursuant to Resolution No. 49, s. 2015, of the Professional
Regulatory Board of Real Estate Service, the effectivity of the
requirement of CUs for real estate service practitioners started on
September 9, 2015. All real estate practitioners shall acquire at least
forty-five (45) creditable units, or in the case of real estate
salespersons, at least ten (10) creditable units only. Those holding
two-three (2-3) licenses, he/she shall be required to submit separate
certificate/s representing additional ten (10) CPD credits for each of
his/her licenses. Provided, however, that these real estate service
practitioners shall submit a copy of a duly notarized Certificate of
Attendance to an accredited Continuing Professional Development
(CPD) program administered by an accredited provider.
For Respiratory Therapists, pursuant to
Resolution No. 03, s. 2017, of the
Professional Regulatory Board of
Respiratory Therapy, the following is the
transitory period for the compliance of their
CUs:
 Are Senior Citizens exempted from the CPD
requirement?
 No. The law does not provide any exemption from CPD
compliance for the renewal of Professional Identification Card.

 How about the licensed professionals who are working


overseas?
 Licensed professionals working overseas may attend training/seminars
conducted by the foreign chapters or affiliates of accredited CPD
Providers. They may also attend training/seminars conducted by non-
accredited CPD Providers and apply for credit units under Self-
Directed Learning and/or Lifelong Learning.
 Under PRC Resolution No. 1032, who may apply as CPD
Provider?

 A natural or juridical person may apply as CPD Provider.

 Where can you get the application forms?

 The Continuing Professional Development (CPD) forms can


be downloaded from the PRC website at www.prc.gov.ph or
available at the NCR Regulations office, PRC-PICC, and PRC
Regional Offices.
 How much is the processing fee for the application for
accreditation as a CPD Provider, of the CPD Program,
and for Self-Directed and/or Lifelong Learning?
 How long is the validity of accreditation for CPD
Providers?
 The accreditation of CPD Provider is valid for three (3) years.

 When shall the Accredited CPD Provider file its CPD


Program?
 CPD Providers shall apply for the accreditation their CPD Program at
least forty-five (45) days prior to the conduct of the program.

 When will the CPD Program earn CPD credit units?


 After evaluation of the concerned CPD Council of the CPD
Program,the CPD credit units will be given.
 When will the Certificate of Accreditation for CPD Program
be released?
 After the evaluation of the CPD Council.

 Under the Self-Directed Learning and/or Lifelong Learning


track,what do you mean when you say that the prescribed fee is
₱ 500.00 per application?
 A professional shall collate all activities he/she has undergone or attended to from
a non-CPD Provider three (3) years prior to the renewal of his/her Professional
Identification Card (PIC) and apply one time to the concerned CPD Council. The
CPD Council will convert such activities to CPD Credit Units and the
professionals will be entitled to a Certificate of Credit Units Earned.
 How long is the period for the processing of the
application for accreditation as a CPD Provider, of
the CPD Program, and for Self-Directed and/or
Lifelong Learning?
 Will the professional regulatory boards issue
operational guidelines?

 Yes. All professional regulatory boards


will issue their own Operational
Guidelines (OG) as may be pertinent and
applicable to their respective profession.
What activities are covered by CPD?
 Are there any specific Matrix of CPD activities or additional
CPD activities prescribed to other professions?

Are there Maximum Credit Units under Self-Directed and/or Lifelong
Learning track per professions?
