STANDARDS FOR PHILIPPINE

LIBRARIES:

PUBLIC LIBRARIES
STANDARD 1: MISSION, GOALS AND OBJECTIVES

• TO PROVIDE LIBRARY AND INFORMATION SERVICES TO THE


NEEDS OF THE COMMUNITY.
• TO BUILD WITHIN EACH LIBRARY AN INFORMATION CENTER
ABOUT ITS ERSPECTIVE COMMUNITY.
• TO DEVELOP NATIONALY
STANDARD 2: ADMINISTRATION

• SHALL OPERATE UNDER THE ADMINISTRATION OF THE LGU


AND UNDER THE TECHNICAL SUPERVISION OF THE NATIONAL
LIBRARY.
• SHALL BE MANAGED BY PROFESSIONAL LIBRARIAN.
• THE LOCAL CHIEF EXECUTIVE OR ANY LEGALLY DESIGNATED
LOCAL OFFICIAL IN ACCORDANCE WITH THE LOCAL
GOVERNMENT CODE.
STANDARD 3: HUMAN RESOURCES

• SHALL BE MANNED BY PROFESIONAL LIBRARIAN AND SUPPORTED BY SUPPORT SERVICE


STAFF.
• QUALIFICATION AND NUMBERS OF STAFF:
1. THE HEAD OF THE PUBLIC LIBRARY SHOULD BE A PROFESIONAL LIBRARIAN.
2. THE NON-PROFESSIONAL STAFF SHOULD SONFORM TO EXISTING LAWS AND
GOVERNMENT REGULATIONS.
2.1 REGIONAL, CONGRESSIONAL DISTRICT, PROVINCIAL AND CITY LIBRARIES SHOULD
HAVE ATLEAST 4 LIBRARIANS, 3 SUPPORT SERVICES STAFF.
PUBLIC LIRARIES OF FIRST CLASS MUNICIPALITIES SHOULD HAVE ATLEAST 2
PROFESSIONAL LIBRARIANS
LOWER CLASS MUNICIPALITIES SHOULD HAVE ATLEAST 1 FULL TIME LIBRARY
STAFF
2.2 THE INCREASE IN THE NUMBERS OF LIBRARY STAFF DEPENDS ON HE INCREASE OF
POPULATION OF THE COMMUNITY.
3. PROFESSIONAL LIBRARIANS ARE INDIVIDUALS WHO ARE LISCENSED HOLDERS.
4. LIBRARIANS SHALL BE APPOINTED TO ANY OF THE FOLLOWING POSITIONS IN THE
PLANTILLA OF POSSITIONS PROVIDED BY CIVIL SERVICE SERVANTS IN THE LGU IN ACCORDANCE
WITH THE SALARY STANDARDIZATION SCHEME FOR GOVERNMENT WORKERS
4.1 CONGRESSIONAL PROVINCIAL AND CITY LIBRARIES
LIBRARIAN IV – SG 22
LIBRARIAN V – SG 24
4.2 CITY AND MUNICIPAL LIBRARIES
LIBRARIAN III – SG18
4.3 OTHER LIBRARIES – DEPENDING ON THE CLASS
LIBRARIAN I – SG 10 LIBRARIAN II – SG 14
5. SUPPORT SERVICE STAFF – SG IN ACCORDANCE WITH RA 7743
5.1 TECHNICAL STAFF SHALL HAVE A DIPLOMA OR
CERTIFICATE OF TWO-YEAR COMPUTER EDUCATION.
5.2 CLERICAL STAFF SHALL HAVE SPECIAL STUDIES IN
SECRETARIAL SCIENCE AND WITH REQUIRED CIVIL SERVICE ELIGIBILTY.
5.3 LIBRARY AIDES SHOULD HAVE AT LEAST TWO YEARS
LIBRARY WORK EXPERIENCE.
6. OTHER STAFF
6.1 LIBRARY EQUIPMENT OPERATOR
6.2 BINDERY PERSONNEL
6.3 UTILITY WORKER
STANDARD 4: COLLECTION DEVELOPMENT

• THE COLLECTION MUST REFLECT THE OBJECTIVES OF THE LIBRARY


AND THE NEEDS OF THE COMMUNITY SERVED.
• SHALL INCLUDE BOOKS, MULTI-MEDIA AND OTHER NON-BOOK
MATERIALS SUCH AS STATE-OF-THE-ART TECHNOLOGIES, PERIODICALS,
MAPS, PAMPHLETS, AND OTHER AUDIO VISUAL MATERIALS.
• SHALL MAINTAIN LOCAL HISTORY COLLECTION
• THE SIZE OF THE LIBRARY DEPENDS ON THE ALLOCATION FROM THE
NATIONAL LIBRARY AND FROM THE BUDGET FUMDS PROVIDED BY THE
LGU.
• IN MUNICIPALITIES LOWER THAN THE FIRST CLASS AN INITIAL
BOOK COLLECTION OF 2000 IS RECOMMENDED, 500 BOOKS IS
RECOMMENDED FOR A STARTING COLLECTION FOR BARANGAY
READING CENTERS
• SELECTION AND ACQUISITION OF BOOKS AND OTHER LIBRARY
MATERILAS SHALL REST ON THE LIBRARIAN WITH THE ASSISTANCE
OF HER PROFFESIONAL STAFF.
• PROVISION FOR AT LEAST 10% ANNUAL INCREASE OF THE
COLLECTION MUST BE PROVIDED EACH OF ANY LIBRARY
CATEGORY.
STANDARD 5: SERVICES AND UTILIZATION

• LIBRARY SERVICE SHALL BE PROVIDED WITH THE HIGHEST DEGREE OF


EFFICIENCY AND INTEGRITY IN KEEPING IN MIND THAT THE PUBLIC LIBRARY IS
A SERVICE AGENCY OF THE GOVERNMENT FOR THEPEOPLE.
• THE LIBRARY SHALL REFLECT THE NEEDS OF THE COMMUNITY.
• OPEN SHELVES SYSTEM SHALL BE PROMOTED TO GIVE USERS THE FREE ACCESS
TO ALL MATERIALS
• SHALL MAINTAIN LOCAL HISTORICAL AND CULTURAL MATERIALS FOR
PRESERVATION AND CONSERVATION.
• THE LIBRARY SHALL OBSERVE LIBRARY HOURS FOR THE MAXIMUM BENEFIT
OF THE COMMUNITY.
• THE LIBRARY SHALL INITIATE THE ORGANIZATION OF GROUPS OR
VOLUNTEERS TO HANDLE FUND RAISING TO FINANCIALLY SUPPORT THE
LIBRARY AND HANLE ACTIVITIES
• FOR LIBRARY PROMOTION ACTIVITIES, THE FOLLOWING SHALL BE
ENCOURAGED:
1. REFERENCE AND RESEARCH SERVICES
2. CIRCULATION AND BOOKS FOR HOME USE
3. ORGANIZATION AND MAINTENANCE OF A CHILDREN’S SECTION
4. READING GUIDANCE FOR CHILDREN AND OUT OF SCHOOL YOUTH
5. OUTREACH PROGRAM AND SERVICES
6. ORGANIZATION OF FRIENDS GROUP TO ACT AS SUPPORT OF THE
LIBRARY
STANDARD 6: PHYSICAL FACILITIES

• BUILDING
1. SITE
1.1 CENTALLY LOCATED WITHIN THE COMMUNITY
1.2 ACCESIBLE TO ALL LIBRARY USERS BY ALL MEANS OF
TRANSPORTATION
1.3 SHALL BE A COMPONENT OF AN INTEGRATED CULTURAL
COMPLEX
1.4 THE BUILDING SHALL PROVIDE ACCESS TO PHYSICALLY
DISABLED INDIVIDUALS
2. SIZE
2.1 SIZE OF THE PUBLIC LIBRARY SHALL CONSIDER THE
FOLLOWING: COMMUNITY POPULATION, GROWING LIBRARY COLLECTION,
SIZE OF LIBRARY STAFF AND SERVICES TO BE RENDERED.
2.2 EACH LIBRARY SHALL PROVIDE ADEQUATE SPACE FOR:
READING AREA, WORK ROOM, MULTIMEDIA ROOM, STORAGE ROOM, STAFF
LOUNGE, TOILETS FOR THE LIBRARY STAFF AND FOR THE PUBLIC AND SPACE
FOR OTHER FACILTIES.
2.3 PROVISION SHALL BE MADE FOR MINIMUM CAPACITY : 48-
60 PEOPLE FOR REGIONAL, PROVINCIAL, CITY, AND FIRST CLASS
MUNICIPALITY AND AT LEAST 36-48 FOR OTHER MUNICIPALITIES AND AT
LEAST 12-24 FOR BARANGAY READING CENTER.
• EQUIPMENT
1. EQUIPMENT AND FURNITURE SHALL BE ADEQUATE TO GENERATE
AN ENVIRONMENT CONDUCIVE FOR THE PLEASANT AND EFFECTIVE USE OF
THE MATERIALS AND SERVICES.
2. FURNITURE SHALL BE FUNCTIONAL AND IN HARMONY WITH THE
ARCHITCTURE OF THE BUILDING
3. EQUIPMENT SHALL BE SELECTED PROPERLY IN SUCH A WAY THAT
THEY WILL HELP IN THE EFFICIENT OPERATION OF THE LIBRARY TO KEEP
ABREAST WITH THE TIME
4. LAYOUT EQUIPMENT AND FURNITURE SHALL ALLOW THE SMOOTH
MOBILTY OF READERS AND MATERIALS.
STANDARD 7: INFORMATION TECHNOLOGY
FACILITIES AND SERVICES

• THE PUBLIC LIBRARY SHALL HAVE FACILTIES FOR


INFORMATION TECHNOLOGY AND COMMUNICATION
SERVICES.
STANDARD 8: FINANCIAL RESOURCES

• THE PUBLIC LIBRARY SHALL BE PROVIDED WITH ADEQUATE AND


REASONABLE BUDGETARY APPROPRIATION TO CARRY OUT ITS PLANS
EFFICTIVELY
• THE LIBRARY BUDGET SHALL COVER THE FOLLOWING ITEMS:
1. PERSONAL SERVICES
2. MAINTENANCE AND OTHER OPERATING SERVICES
3. CAPITAL OUTLAY
4. THE LIBRARY BUDGET SHALL BE ADJUSTED ANNUALLY AS THE NEED
ARISES TO MAKE RELEVANT WITH TIME.
STANDARD 9: LINKAGES AND NETWORKING

• PUBLIC LIBRARIES MUST ENCOURAGE


NETWORKING/RESOURCE SHARING TO ENRICH THEIR
COLLECTIONS SUBJECT TO EXIXTING RULES AND
REGULATIONS.
