What is an Emergency?

An emergency is a situation of imminent


danger, which requires immediate
attention and could result in:
 Loss of Life
 Injury
 Loss of or delay to production
 Loss of or damage to property
 Impact on the environment
Potential Emergencies

 Medical Emergency (Incidents leading to


serious injuries /Fatalities or ill health)
 Fire/Explosion

 Environmental incident (Oil/Chemical Spills)

 Damage to plant, equipment, property

 Security Threat (Acts of Terrorism)

General Considerations

Get to know the:


 Emergency telephone numbers on the project site

 Location of Muster Points on the project site

 Emergency Routes to follow in case of an emergency

 Emergency Exits on the project site

 Location of Fire Extinguishers in your area

 Location of First Aid Facilities on the project site

 Emergency Alarm Signal: One minute continuous tone by

Siren.
 All Clear Signal

Always participate in the Emergency Drills


Responsibilities

 First Responder Action – Report the Emergency situation


Immediately to Emergency controller ( Site In charge)
 Emergency Controller ( Site In charge) - During an emergency,
briefs management on the ongoing situation, Mobilizes needed
resources including members of the Emergency Response Team,
Manages the ERT staff during the emergency, Decides when to
declare an end to the emergency and issues the all clear signal.
 Emergency Response team - Follow the evacuation procedure as
instructed by the Emergency Response Controller and direct the rest
of the employees and visitors to evacuate safely.
 Security Team - Control crowd and direct traffic. Guide Emergency
vehicles such as ambulance or fire tender to the workplace.

 Your badge number.
 Remain on the telephone until told to hang up.

 Man fell from height working on a scaffold onto the floor.


Suspect for fracture in the leg and cervical spine.
 Inform Site In charge / Engineer – then call HSE Dept.
 Inform the Management
 Activate Site Emergency Response Team to conduct rescue.
 Call Local Emergency Services if necessary.
 Remove unnecessary personnel in the area.
 Do not move injured person/immobilize the injured body part.
 There is a fire in the ground floor. Workers are working in the
area.
 Inform Site In charge / Engineer – then call HSE Dept.
 Inform Management
 Activate Site Emergency Response Team – respond to the fire scene if
practicable.
 Supervision shall muster the people to the Emergency Muster Point.
Incident Scenarios

 In the event of civil unrest or labour strike


(Demonstration).
 Inform Site In charge (then call HSE Dept plus inform
the Management). Supervision will deal with gang
leaders diplomatically. Call for hearing for
management to address concerns.
 In case of worst case scenario – civil defense and
police / army can be requested to mobilize and control
unrest.
In case of Fire

 All personnel will then proceed to Emergency Muster
Point.

 Drills will be planned


 Drills will be performed on a bi-annual basis
 Everyone is required to participate in the
drills.
 Treat drills seriously so we can capture
learning points and make improvements.

 An untidy workplace can cause accidents such as slips,


trips, falls and or a fire hazard.
All employees are required to:
 Allocate time on a daily basis to clean up their work

areas;
 Keep off all combustibles

 Dispose of wastes in the rubbish bins provided.

 Keep floor / deck surfaces free from rubbish,

unnecessary materials, oil, water and grease.


 Consume food in designated eating areas

and do not store in building wall supports or in lockers,

Upon hearing the Emergency Alarm


 Stop ALL activities immediately. Work permits are cancelled. No smoking

anywhere. Note wind direction and surrounding conditions.


 Shut down all equipment/machinery and vehicles. Don’t block

roads/hydrants.
 Follow the instructions given by HSE Department members.

 Proceed out of the affected area(s). Travel CROSSWIND and UPWIND from

affected area(s); never downwind (observe windsocks for wind direction).


Follow the emergency routes.
 Proceed to the Designated Assembly Areas or Muster Points, where the Site

In charge or Supervisor shall take a roll call and ensure that every man is
accounted for.
 Do Not Return to Work until the ALL CLEAR is given by Client Personnel

and from your Site In charge or Supervisor .


Note: Site In charge or Supervisor to revalidate Work Permit before
recommencing work.
Emergency Response;
ACTION (General)

 The Site In charge or Supervisor shall immediately respond to


control the situation,
 Radio traffic and telephone lines shall be confined to
emergency communications only.
 No vehicles other than emergency vehicles shall be driven on
site.
 The responsible Site In charge & Team Leaders shall conduct a
head count to assure personnel are accounted for in an
emergency.
 Informed immediately of missing employees (employee's name,
Badge number, and last known location)
 No attempt shall be made to locate missing employees until
Incident Commander authorizes it.

No one is permitted to go back to site until notification has been


received from Site Management

 Report/correct UA/UC/NM
 Obey Safety Rules and Regulation
 Follow Safe work practices and procedures
 Plan your work ahead of time
 Ask questions if in doubt
