Aim
“To Provide personnel working at height with the
practical knowledge and application of safe
practices which will prevent injury.”

Objectives
• Identify the regulation and standards that focus on preventing fall
related incident applicable to working at height.
• Understand the risks from Working at height
• Demonstrate the ability to identify potential risks when working at
heights and measures to prevent and control them.
• Demonstrate knowledge and understand of the safety systems and
equipment needed to maintain and prevent fall related incident.
• Demonstrate a working knowledge of personal protective equipment
required for working at heights including details on selection,
inspection, conservation and the equipment’s limitation of use.
• Demonstrate knowledge of what to do in emergency situation –
basic rescue technique and first aid.

What is work at height?

A place is “at height” if a person could be injured falling from it,


even if it is at or below ground level.

Work at height means work in any place where, if precautions


were not taken, a person could fall down and injure
themselves. These are as follows
• When at height could fall from an edge, through an opening or
fragile surface.
• Could fall from ground level into an opening in floor or hole in
the ground.

Why WHA Training Need – Regulation?
The Work at Height Regulation 2005 (WAHR) have no minimum
height requirement for work at height.
The work at height regulation 2005 were introduce in a bid to prevent
death and injury cause by fall from height, therefore minimizing risk to
workers -
• Individuals and organizations have a legal responsibility to ensure
that work at height Regulation 2005 are implemented and that all
activity is properly planned, supervised and carried out by
competent persons.
• They are responsible for ensuring that fall protection systems for
work at height are inspected regularly, at a maximum 12 monthly
interval, but, more frequently when working in hazardous
environments.

What is considered working at height?

Every effort should be taken to work to identify alternatives


before relying on work at height. Can it be done at ground
level??

Examples of working at height


• Using ladder or stepladders.

• Using working platforms such as scaffold,


tower.
• Scaffolds, cherry pickers, scissor lift and
podium steps.
• Working on roof, piece of plant or equipment.

Use of Ladders
Ladders control Measure:
• Must be secured at the top and or bottom
• No more than 9m run should be used
without landing area or platform
• Correct angle
• Inspections (Do not use defective Ladder)
• Correct ladder for the job
• Maintain 3 points of contact.
• No overreaching / Do not lean too far
sideways.
• Light duty work only with permit
• Footwear
• Not used in adverse weather
• Training

Use of Step Ladders


Stepladders control Measure:
• Open up step ladder legs completely
and lock the spreader bar braces.
• Don’t stand on the top step or top cap.
• Don’t use it as a straight ladder to
climb up to a higher surface.

Mobile Tower Scaffold
• Control Measure
• Lock wheels
• Fully extended stabilizers
• Do not overload
• Do not move with
people/materials on them
• Level ground
• Do not use in adverse weather
• Do not overreach
• Proper access

Scaffold control measures:
• Erected by competent person in competent
supervision
• Secured Access & Egress
• Toe boards, Brick nets etc.
• Guardrails/mid-rails
• Bracing
• Inspection – After completion (Before use) Baily

Mobile Elevated Work Platform (MEWPs)
MEWPs, known as power-operated elevated working platforms.
MEWPs height can be adjusted using articulation, scissor
mechanisms, telescoping boom or towers.
Control Measures
• Only trained operator to be use
• Do not move whilst elevated
• Beware scissor mechanism / overhead powerline
• Pedestrian segregation
• Controlled by flagman
• Use safety harness / Emergency procedure
• Do not over-reach
• Leveled ground
• Do not overload
• Maintained & Inspection
• Barricading

Safe Working on Roof
• Never work on wet roof.
• Keep your work area clean of dirt, tools
and debris.
• Wear safe footwear – soft-soiled boots
provided the roof traction.
• Use roof harness system – using safety
ropes, safety harness and anchored.
• Avoid walking on extreme roof.
• Avoid stepping on weak, damage roof.
• Placed ladder on firm level.
• Guardrail are to be position on high slop
roof.
• Roof warning line must be 6 feet back of
edge.
• Use Safety helmet and gloves.

Fall
• Fall are one of the leading cause
of Fatalities in construction
Industry.
What is fall protection
• A series of reasonable steps taken
to eliminate or control the injury
effect of an unintentional fall while
working at height.

Types of Fall Protection
• Fall Restraint system - keeps
you from getting too close to an
unprotected edge. The lifeline and
lanyard are adjusted to let you
reach the edge but not fall over it.
• Fall Arrest System - A fall arrest
system prevents a falling worker
from hitting the ground or any
object below. It consists of a full-
body harness attached to a lanyard
and energy absorber, which
reduces some of the force exerted
on the body when a fall is arrested.

Rescue Plan
When a worker falls and is suspended in harness,
it’s important to rescue him as quickly as possible
because of following reasons.
• The worker may have suffered injury during fall
and may need medical attention.
• Suspended worker may suffer from blood
pooling in lower body. This can lead to
suspension trauma.
• Suspended worker may panic if not rescue
quickly
• The event led to fall may create additional risk.
