The 1987 Constitution, in its
declaration of principles and state
policies, explicitly states that “The
State recognizes the vital role of
the youth in nation – building and
shall promote and protect their
physical, moral, spiritual,
intellectual and social well – being.
It shall inculcate in the youth
patriotism and nationalism, and
encourage their involvement in
public and civic affairs.”(Article II,
Section 13).

● Civic engagement involves “working to make a
difference in the civic life of one’s community and
developing the combination of knowledge, skills,
values and motivation to make that difference. It
means promoting the quality of life in a community,
through both political and non-political processes.”

● Youth civic engagement is defined as working to make a
difference in the civic life of one’s community. It also
involves developing the combination of knowledge, skills,
values, and motivation to make that difference.These
activities enrich the lives of youths and are socially
beneficial to the community.
● Involves four constructs:

● Political participation or engagement simply means that a person is participating in the
political process by making his or her opinions and beliefs known. In the social sciences, the
term 'political participation' is often used to describe an action taken by a citizen to
influence the outcome of a political issue.

● Some of the most common forms of political participation are:


1. Voting: In a democracy, voting is the single most important form of political participation
that a person can take part in because it ensures that politicians are elected by the people,
rather than being assigned to their position of power by someone else.
2. Protest: Whether or not it is a constitutional right, public protests are another important
form of political participation because you are making your opinions known in a very obvious
way, with the hope that your actions will influence or initiate change in a particular area of
politics.
3. Public consultations: Like voting, public consultations (which are more commonly known
as town hall meetings) offer ordinary citizens the chance to get together in a group with a
politician or elected official in order to make their opinions and feelings known.
4. Jury duty: Although most people shudder at the thought of having to attend jury duty, it is
an important type of political participation because it ensures that people who are charged
with a crime are judged by people like them, rather than allowing the outcome to depend
entirely on a single person, such as a judge.

● Youth empowerment is a process where young
people are encouraged to take charge of their
lives responsibly. They do this by addressing their
situation and then take action in order to improve
their access to resources and transform their
consciousness through their beliefs, values, and
attitudes.
● Youth empowerment is different from youth
development because development is centered
on developing individuals, while empowerment is
focused on creating greater community change
relies on the development of individual capacity
TYPES OF YOUTH
EMPOWERMENT
I. PSYCHOLOGICAL EMPOWERMENT
● enhances individual's consciousness, belief in self-
efficacy, awareness and knowledge of problems and
solutions and of how individuals can address problems
that harm their quality of life. This dimension aims to
create self-confidence and give youth the skills to
acquire knowledge.
I. COMMUNITY EMPOWERMENT
● focuses on enhancing the community through
leadership development, improving communication,
and creating a network of support to mobilize the
community to address concerns.
I. ORGANIZATIONAL EMPOWERMENT
● aims to create a base of resources for a community,
including voluntary organizations, unions and
associations that aim to protect, promote and advocate
IV. ECONOMIC EMPOWERMENT
● teaches entrepreneurial skills, how to take ownership of their
assets and how to have income security
V. SOCIAL EMPOWERMENT
● teaches youth about social inclusion and literacy as well as helping
kids find the resources to be proactive in their communities
VI. CULTURAL EMPOWERMENT
● aims to recreate cultural practices and redefine cultural rules and
norms for youth. Through these dimensions of empowerment,
programs can work on empowering youth in one or more aspects
of their lives.
WHICH GOVERNMENT
AGENCY ENSURES YOUTH
EMPOWERMENT IN THE
COUNTRY
● Republic Act No. 8044, otherwise known as the “Youth in Nation
Building Act of 1995”, provides that the NYC shall be the policy-making
coordinating body of all youth-related institutions, programs, projects and
activities of the government. (Section 6)
● Section 8 of the same Act provides further NYC’s objectives, as follows: a) to
provide the leadership in the formulation of policies and in the setting of
priorities and direction of all youth promotion and development programs
and activities; b) to encourage wide and active participation of the youth in
all governmental and non-governmental programs, projects and activities
affecting them; c) to harness and develop the full potential of the youth as
partners in nation-building; and d) to supplement government
appropriations for youth promotion and development with funds from other

GOALS OF YOUTH
EMPOWERMENT
● Youth empowerment programs are aimed at creating
healthier and higher qualities of life for underprivileged
or at-risk youth.
● The five competencies of a healthy youth are:
(1) positive - sense of self
(2) self- control
(3) decision - making skills
(4) a moral system of belief
(5) pro-social connectedness; Developmental interventions
and programs have to be anchored on these competencies
that define positive outcomes of healthy youth.
