Penelope has no doubt that storm means Odysseus is home. She also has every expectation that he will kill every suitor in the palace. She sets up the challenge so his bow is available to him when he arrives. She knows no one else will be able to use it

Penelope is disappointed she missed Odysseus killing everyone. She pisses him off, partially to remind him who he is, also partially because she wants to see him angry
The question is not ‘how long has it been?’ Penelope knows exactly how long it’s been. The question is ‘do you know how long it’s been? Were thinking of me as often as I was thinking of you? Were you counting the days like I was?’ I personally think that in reality, Odysseus responded with the exact number of days, it just had to be simplified to fit the song
