"Why didn't you let him free" I ask Delly
Delly responds "Let me answer you with a question: Who hijacked Peeta and Annie?"

"The same people who control the hospitals in the district, the same people who do the hijacking, why would the capitol invest in cures for hijacking victims? Even if the hijacking victim were treated by people like your mom, they don't do much record keeping, what I'm saying is there is no way a cure to hijacking, tracker Jacker torture, Identity alteration therapy, the Capitol chemical interrogation programs, Avox docility programs or whatever capitol abominations would be in our books. Peeta's breakdown would be more valid if we actually knew there was no hope for the victims of capitol mind alteration programs. In 13 the closest thing we have is stuff from the first rebellion relating to Tracker Jacker torture victims. Since districts have been overrun district hospitals have been treating scores of victims of capitol brainwashing programs and we've been met with some success. We have around 7 patients here in 13 alone. Once we take the capitol we expect thousands of documents, professional tormentors to be captured. The number of living brainwashing victims undergoing treatment is expected to rise to the hundreds. We found 89 such patients when we took district 2, and the rebellion captured an entire lab of torture victims ln 1. In Peeta's case he was wrong, compared to when he strangled you he's much better"
"Peeta's gone, you should have given up on him, your only chasing whispers of Peeta!" Katniss says resentment piling up in her chest. Katniss realizes this is a stupid thing to say to Delly.
"Your way of coping with Peeta's hijacking has no bearing on his recovery or our treatment plans. If you need any therapy we are always open, though don't, Coin will abuse you. Well let's face it, your own grief is the knife that I'm sure is twisting inside you, Peeta's the perfect weapon for Coin to break you. Your only going to get worse and worse from here out."
Anger rises in Katniss who resists the temptation to slap Delly in the face.
Delly calmly continues chugging another bottle and continues.
"Anyways..."
Katniss wants to bolt and runs but is hit by paintballs "Oh Look it's Catpiss, let's give her a wedgie!" A thin red head says "let's do it, good call Gong" Gong what a stupid name! She looks for a way to avoid Delly but Bill blows a very loud horn and thugs begin pouring in. After getting a wedgie, 9 more paintball thumps and shit smeared on her forehead with a spoon, there is only one route of escape the table until they grow bored and leave the cafeteria. Some of the bullies pose for the camera. They then "wash" Katniss by pouring buckets of ice water on her then propelling her with a hose so she falls on her face.
Katniss bolts freed by the hose and is back cowering under a table watching Delly drink. Delly sees her covered in foul smelling ooz "ouch" Delly says, "you know bullying in 13 is out of control? It's becuase Coin used to give wedgies when she was their age, the hazing is part of the education system here in 13. What a lovely place. Delly says sarcastically.
I say "What a lovely place" in the same tone as Delly’s.
We both laugh as Delly continues.
"As a native citizen, Peeta's experiences in the capitol is seen as definitive proof of his mettle, so to 13 he does not need any hazing
your soon going to die with Peeta anyway, your misery will soon be over. But I'm going continue, its only right, you should die knowing how your noose was made. In most traditions of the afterlife the soul of a beloved appears in the afterlife as their most healthy selves, so maybe you can cling to the hope that you'll see Peeta without his mind having been blown to pieces in the Capitol if that makes you feel a tiny bit better. But I think it's bullshit, it's just a comforting lie to tell yourself. I think there is no one who is less indifferent to Peeta Mellark, even a hijacked Peeta, then you, and as he shoots himself in the head over your dead body and blows his brains out, he will die not knowing, in the least what he meant to you. So what was I saying, where was I......."
